MINUTES OF A P, EGULAR MEETING
OF THE CITY COUNCIL OF THE
CITY OF CHUIA VISTA~ CALIFORNIA
January 3, 1967
A regular meeting of the City Council of the City of Chula Vista was held
in the Council Chambers on the above date at 7:00 P.M. with the following Council-
men present: Councilmen Sylvester, Anderson, McAllister, McCorquodale, Sparling
Absent: None
Also present: City Engineer Cole, Administrative Officer Ross, City Attorney
Lindberg, Associate Planner Manganelli, Assistant Administrative
Officer Stenberg~ Administrative Assistant Sullins
Mayor McAllister led the pledge of allegiance to the Flag, followed by a moment
of silent prayer.
APPROVAL OF COUNCIL MINUTES
It was moved by Councilman Sparling, seconded by Councilman McCorquodale,
and carried that the minutes for the meeting of December 27, 1966, be approved,
copies having been sent to each Councilman.
ORDINANCE NO. 1034 - Approving Poggi Canyon Annexation - Second reading
It was moved by Councilman Sparling, seconded by Councilman Anderson,
and carried that Ordinance No. 1034 be placed on its second reading~ that read-
ing of the text be waived and the ordinance adopted. The motion carried by the
following vote, to-wit:
AYES: Councilmen Sparling, Sylvester, Anderson, McAllister, McCorquodale
Noes: None
Absent: None
RESOLUTION NO. 4291 - Accepting grants of easement for street purposes from
Jafro, Inc., in Holiday Estates Subdivision Unit No. 2
Offered by Councilman Sparling, passed and adopted by the following vote,
to-wit:
AYES: Councilmen Sparling, Sylvester~ Anderson, McAllister, McCorquodale
Noes: None
Absent: None
RESOLUTION NO. 4292 - Dedicating and naming one-foot lots in Holiday Estates
Subdivision Unit No. 1
Offered by Councilman Sparling, passed and adopted by the following vote,
to-wit:
AYES: Councilmen Sparling, Sylvester, Anderson, McAllister, McCorquodale
Noes: None

RESOLUTION NO. 4293 - Accepting public improvements - Holiday Estates Subdivi-
sion Unit No. 1
Offered by Councilman Sylvester, passed and adopted by the following vote,
to-wit:
AYES: Councilmen Sylvester, Anderson, McAllister, McCorquodale, Sparling
Noes: None
Absent: None
PROPOSED AGREEMENT TO MOVE DUPLEX INTO CITY
A colored perspective was shown of the proposed development Mr. N. S. Haag
proposes for the property at 231 Sea Vale Street by the moving in of a duplex to
increase the size of an existing dwelling. Mr. Haag spoke on the subject° He
pointed out that he intends to use the existing garage for a tool shed and has
made no plans for a new garage. After it was pointed out to Mr. Haag that the
City Code requires a garage, it was ~oved by Councilman Sparling~ seconded by
Councilman Sylvester~ and carried that action be held over one week while Mr.
Haag determines the possibility of placing a garage on the property.
Mr. R. D. Evans, 271 Sea Vale, speaking for himself and others in the
area, urged that the request to move the duplex into the area be denied.
Councilman McCorquodale brought up the point that under existing ordin-
ances, it would be possible to move into the City a building that does not meet
the minimum square footage requirements. He suggested that possibly the ordin-
ance should be amended to provide that the Planning Commission make recommenda-
tions on applications to move dwellings into the City.
Administrative Officer Ross stated that perhaps the time has come when
an ordinance should be d~afted to regulate the moving-in of old buildings and
if the Council is agreeable, the staff will give some thought to the matter.
The Council concurred that such an ordinance may be needed.
j/REPORT ON REQUEST OF MR. ERNEST R. HOUGHTON FOR RELIEF FROM REQUIREMENTS OF
SWIMMING POOL FENCING ORDINANCE
Administrative Officer Ross reported on the request of Ernest R. Houghton
for r~lief from requirements of the swimming pool fencing ordinance for his
apartment complex at 483 "F" Street. Mr. Ross stated that it was the opinion
of the Building Inspector that the pool is reasonably protected from the general
public and recommends approval of the request that the gate be removed,
After discussion, it was moved by Councilman Sylvester, seconded by Coun-
cilman McCorquodale, and carried that action be held over one week in order for
the Council to take a physical look at the premises at 483 "F" Street.
TTER OF LEAGUE MEETINGS BEING CHANGED TO THIRD THURSDAY OF MONTH
There being no disagreement from the Council, the Mayor stated that he
would report at the next Mayors' meeting that the Chula Vista City Council finds
no fault in the proposed change of the monthly League meeting date from the
third Friday to the third Thursday of each month.
~CLOSING OF PORTION OF EAST OXFORD STREET OPPOSED
Mr. Bruce Hill, 444 East Oxford Street, appeared to protest the closing
of East Oxford Street between Neptune'and Osage Streets. Administrative Officer
Ross pointed out that this portion of East Oxford Street is unimproved private
property and not dedicated for street purposes, and that Oxford Street will ul-
timately dead-end at the 805 Freeway. Others protesting the closing of East
Oxford Street were Mrs. Hill, Phillip and Arlene Galvin, Bill Downs and Gloria
Pollard.
Councilman McCorquodale suggested that we do all possible to keep East
Oxford Street open, at least until the Freeway is built. Administrative Officer
Ross pointed out that the State will be taking approximately 150 feet of the
area over which East Oxford Street is at the present time.aligned, and assurance
that it will be open for street purposes until the Freeway is built will probably
be up to the State.
Councilman Sparling suggested that the City Engineer find out what possi-
bilities there are of getting an underpass for East Oxford Street at the Freeway.
Mayor McAllister assured the audience that the Council will take another
look at the matter and asked that the City Engineer get a map of the area for
Council scrutiny. He stated that if any changes are indicated, after further
study, that the State will be petitioned to relieve the situation.
8:00 P.M. - Councilman Sparling was excused from the meeting at this time.
~/~CTION ON COUNTY EXHIBIT AT STATE CAPITOL REQUESTED
It was moved by Councilman McCorquodale, seconded by Councilman Anderson,
and carried that the Administrative Officer contact the Agency in charge of
keeping the San Diego County exhibit in the State Capitol building up-to-date
and to contact Senator Mills and Assemblyman Deddah to see if they can, at least,
help to get South Bay communities mentioned on the map in the background. Coun-
cilman Anderson suggested that the plea be made directly to the County Board of
Supervisors.
~/'COUNCIL CONFERENCE
A Council Conference was set for Monday, January 16, 1967, at 3:30 P.M.
in the Administrative Conference room to meet with the Library Board to discuss
the planning for a new library.

Mayor McAllister adjourned the meeting at 8:10 P.M. sine die.
