MINUTES OF A REGULAR MEETING
OF THE CITY COUNCIL OF THE
CITY OF CHULA VISTA, CALIFORNIA
January 10, 1967
A regular meeting of the City Council of the City of Chula Vista was held
in the Council Chambers on the above date at 7:00 P.M. with the following Coun-
cilmen present: Councilmen Sylvester, Anderson, McAllister, McCorquodale, Sparling
Absent: None
Also present: City Engineer, City Attorney Lindberg, Administrative Officer
Ross, Planning Director Warren~ Assistant Administrative Officer
Stenberg~ Administrative Assistant Sullins
Mayor McAllister led the pledge of allegiance to the Flag, followed by the in-
vocation given by Rev. Lauren Egdahl of the St. Mark's Lutheran Church.
APPROVAL OF COUNCIL MINUTES
It was moved by Councilman Sparling, seconded by Councilman Anderson,
and carried that the minutes for the meeting of January 3, 1967, be approved,
copies having been sent to each Councilman.
PUBLIC HEARING (continued) - Consideration of proposed specific plan lines for
Tidelands Avenue between "G" Street and the northerly City limits
and also "E" Street between Tidelands Avenue and the San Diego &
Arizona Eastern Railroad west of the Freeway
City Attorney Lindberg reviewed his written opinion on notice require-
ments for public hearings with regard to adoption of specific plans and recom-
mended that, due to the fact that certain property owners had not been officially
notified of this hearing, that it be opened and closed and referred back to the
Planning Commission for a new hearing.
This being the time and place, as designated, for the continuation of a
hearing on proposed specific plan lines for a portion of Tidelands Avenue,
Mayor McAllister declared the hearing reopened. No one wishing to be heard,
the Mayor declared the hearing closed.
It was moved by Councilman Sparling, seconded by Councilman Sylvester,
and carried that this matter be referred back to the Planning Commission for
initiation of new proceedings.
~,z~'PUBLIC HEARING (continued) - Request for prezoning of property on north side
of Quintard Street between Hilltop and Tobias Drives
This being the time and place, as designated, for continuation of a hear-
ing on the proposed prezoning of property on the north side of Quintard Street
between Hilltop Drive and Tobias Drive from R-1-B (County) to R-3 (multiple-
family), Mayor McAllister declared the hearing reopened.
Mr. George Edwards, 1394 Hilltop Drive, spoke in favor of the R-3 zon-
ing. Mr. Bob Hastings, 1475 Max Avenue, urged that the Council retain the
County R-1 zoning.
It was moved by Councilman Sparling, seconded by Councilman McCorquodale,
and carried that the hearing be continued until March 14, 1967 at 7 P.M. and
the matter referred back to the Planning Co~nission for a study and recommen-
dations on the zoning for the entire area between First Avenue and Hilltop Drive
south of Quintard Street to the south City limits in that particular block and
also a small portion on the west side of First Avenue in the same general area.
~/PUBLIC HEARING (continued) - Request for prezoning southwest corner of Hilltop
Drive and Quintard Street from R-1-B (County) to R-3 (multiple-
family) and maintaining ten-foot setbacks
This being the time and place, as designated, for the continuation of
a hearing on the proposed prezoning of property on the southwest corner of
Hilltop Drive and Quintard Street from R-1-B (County) to R-3 (multiple-family)
and maintenance of ten-foot setbacks, Mayor McAllister declared the hearing
reopened.
Mr. Dennis Whittman, representing Mr. C. P. Kiffe~ requested that the
hearing be continued until March 14, 1967.
It was moved by Councilman Sparling, seconded by Councilman McCorquodate,
and carried that the hearing be continued until March 14, 1967 at 7:00 P.M.,
and the matter referred back to the Planning Commission for study and recommen-
dations on the zoning for the entire area between First Avenue and Hilltop Drive
south of Quintard Street to the south City limits in that particular block.
ORDINANCE NO. 1032 - Amending City Code relative to control of drainage areas
and water courses - First reading
It was moved by Councilman McCorquodale, seconded by Councilman Sparling,
and carried that Ordinance No. 1032 be placed on its first reading and that
reading of the text be waived. The motion carried by the following vote, to-wit:
AYES: Councilmen McCorquodale, Sparling, Sylvester, Anderson, McAllister

Absent: None
City Attorney Lindberg reviewed his written opinion on suggested changes
for this ordinance.
RESOLUTION NO. 4294 - Approving improvement agreement - Chula Vista Gardens
Subdivision No. 1
Offered by Councilman Sparling, passed and adopted by the following vote,
to-wit:
AYES: Councilmen Sparling, Sylvester, Anderson, McAllister~ McCorquodale
Noes: None
Absent: None
In reply to questioning by City Attorney Lindberg, Mr. Robert Kolkey,
Vice President of Dass Construction Company, stated he was in agreement with
all conditions specified in the agreement.
RESOLUTION NO. 4295 - Approving final map of Chula Vista Gardens Subdivision No. 1
Offered by Councilman McCorquodale, passed and adopted by the following
vote, to-wit:
AYES: Councilmen McCorquodale, Sparling~ Sylvester, Anderson, McAllister

Absent: None
RESOLUTION NO. 4296 - Accepting grant of easement for drainage facilities adjacent
to Chula Vista Gardens Subdivision No. 1
Offered by Councilman Anderson, passed and adopted by the following vote,
to-wit:

RESOLUTION NO. 4297 - Accepting grants of easement for road purposes - Chula
Vista Gardens Subdivision No. 1
Offered by Councilman Sparling, passed and adopted by the following vote,
to-wit:

RESOLUTION NO. 4298 - Accepting grant deeds for one-foot lots in Chula Vista
Gardens Subdivision No. 1
Offered by Councilman Sylvester, passed and adopted by the following
vote, to-wit:

dwelling size at 231 Sea Vale Street
Offered by Councilman Sylvester, failed to carry by the following vote,
to-wit:

REQUEST BY ERNEST HOUGHTON FOR RELIEF FROM REQUIREMENTS OF SWIMMING POOL FENCING
ORDINANCE
At a previous meeting Mr. Ernest Houghton requested a variance from the
swimming pool fencing ordinance for his apartment complex at 483 "F" Street.
He requested that he be allowed to remove gates into the pool area because of
the noise they make and due to the fact he now has a manager living near the
pool twenty-four hours a day. Action was held over while Councilmen made a
physical inspection of the premises.
Having made a physical inspection~of the premises~ it was moved by Coun-
cilman McCorquodale that the variance be granted to Mr. Houghton. The motion
died for lack of a second.
CALL FOR BIDS AUTHORIZED FOR INSTALLATION OF TRAFFIC SIGNAL AT HILLTOP DRIVE
AND "J" STREET
It was moved by Councilman Sparling, seconded by Councilman Sylvester,
and carried that the City Engineer be authorized to call for bids at the pre~
vailing minimumwage scale for the installation of traffic signals at Hillte~ ~
Drive and "J" Street.
j/LETTER OF APPRECIATION
A letter was read from L. C. Pinkham, 45 Corte Maria Avenue, expressing
appreciation to City officials for placing reflector buttons on the recently
completed portion of Fourth Avenue, south of "H" Street.
~/~IFFERENCE IN COST OF TRASH COLLECTION IN IMPERIAL BEACH AND CHULA VISTA
QUESTIONED
A letter was read from Jack Lowell asking why trash collection costs are
less in the City of Imperial Beach than in Chula Vista. Referred to Adminis-
trative Officer Ross to check facts regarding costs in the two cities.
~," CHAMBER OF COI~ERCE RECOMMENDATION ON TRAFFIC REGULATIONS ON BAY BOULEVARD
A letter was read from the Chamber of Commerce recormuending that the
Council consider that the traffic regulation at the "E" Street bridge on the
west side of Interstate 5'be handled in the same manner as on "H" Street with
Bay Boulevard reversed to two lanes northbound and one lane southbound traffic.
Referred to Traffic Engineer.
TEMPORARY ROUTE RECOMMENDED FOR TIDELANDS AVENUE BY CHAMBER OF COMMERCE
A letter was read from the Chamber of Commerce recommending that the
Council consider that a temporary route for Tidelands Avenue be established on
the solid ground, west of the present alignment, in order that the traffic sit-
uation in the Rohr parking lot can be taken care of immediately. Referred to
Administrative Officer Ross.
VPETITION FOR ACQUISITION AND DEDICATION OF PROPERTY FOR ROAD PURPOSES
Mr. Bruce Hill, 444 East Oxford Street, submitted a petition signed by
approximately 240 residents of the southeast Chula Vista area, requesting that
the City acquire and dedicate that portion of unpaved land that would provide
a thoroughfare between the existing paved portions of East Oxford Street now
terminating east of Neptune and west of Osage Avenues.
~/'REQUEST FOR JOINT CITY COUNCIL-PLANNING COMMISSION MEETINGS
Mr. Frank Ferreira, 3715 Putter Drive, Bonita~ representing fifty to one
hundred citizens, requested that joint meetings of the City Council and Planning
Commission, open to the public, be held on a quarterly basis.
REQUEST FOR REPORT ON MELROSE AVENUE
Mr. Robert Hastings asked for a report on Melrose Avenue. City Attorney
Lindberg replied that a full report would be submitted at the next Council meet-
ing.
REQUEST FOR AMENDMENT TO CODE
Councilman McCorquodale requested that an amendment be made to the Code
which would require that members of the Safety Council live in the City. Mayor
McAllister suggested that the matter be brought back at the next meeting.
CODE OF ETHICS
Councilman McCorquodale asked for the current status of the proposed
Code of Ethics. Councilman Sparling requested that the matter be brought be-
fore the Council as soon as possible.
SUGGESTION THAT MATTER OF DWELLINGS BEING ~' MOVED INTO CITY BE REFERRED TO
BOARD OF APPEALS
Councilman McCorquodale suggested that perhaps in the future the matter
of dwellings being moved into the City should be referred to the newly created
Board of Appeals rather than the Planning Commission as suggested at the last
meeting. Mayor McAllister stated that recommendations could be obtained on
the suggestion.
COUNCIL CONFERENCE
Upon the request of Councilman Sparling, the time for the Council Confer-
ence scheduled for 3:30 P.M., Monday, January 16, was advanced to 4:00 P.M. of
the same day. The conference is for a joint meeting w~h the Library Board.
ADJOURNMENT
Mayor McAllister adjourned the meeting at 8:30 P.M. sine die°
