xerna ;"° 1 own the 4-unit rental properties at 260-262 Church Avenue. There are some aspects about this project
that I have questions about.

-The environmental status report was certified in 2007, 14 years ago,and the notice of the hearing says it was
reviewed.There have been major changes in the surrounding area that may have affected that report.Should another
one be done and certifled to reflect area changes and city standards?
- Parking is scarce at this property's location; adding 31 units is going to cause more problems. How does the developer
plan to mitigate that?
- How will this project affect the city's infrastructure;some of the underground pipes and wiring are very old and will l
need replacement to accomodate this project's planned occupancy. !i

-Will we be taxed for additional city services needed to pay for this project or it's tenants?
Of particular concern to me, but not likely to change any decisions by city planning, is the amount of noise,trash,and
increase in air and light pollution that will be generated by the construction and finished product.

Eitela y Good afternoon Mr. Romero,
We received the notice regarding the application for development and Notice of Public
Hearing for Project ( Case ) # DR20-0019.
We are the Owners of the property just to the South of the Project Location ( 264-266A Church
Avenue) which consists of 4 multifamily units and we also manage its "sister property" of 260-262A
Church , which shares the property line with the proposed project ( you may also receive separate l
communications from that owner) , !

First I would like to inquire about how we can review the Design concept and project details regarding
this specific project ? Would that be something that could be sent electronically or is there a place on
the City of Chula Vista's website that has that access ?
I understand we need to submit our comments ahead of the the public hearing, so without
having seen the design concepts, We would like to request the City to take into consideration the
existing neighbors regarding the design plan with regards to privacy, safety and nuisance concerns
that we have in advance .
In the application it notes that this will be a 4 story, 31 unit multifamily complex.- Based upon this, our
main concerns that we would like to have addressed are:
i
A. Parking: Given the proximity to the 3rd avenue business district, parking and access along
Church Street has been and is increasingly difficult for residents to find off street parking and at
times the residential street is heavily congested as there is not enough space to match the demand
for this area. To add to this already existing problem, there are several new multifamily projects
currently being developed that we do not feel addressed the parking issue adequately and have yet to
see the impacts of this. We anticipate it will only get worse, since little seems to be done to address
the roads and parking facilities for an area that were not designed to Dandle this increase in
capacity.

In addition, the only other access to the properties is the Alley way located on the South Side of the
Project. The existing Ailey way is also heavily used and a majority of the time is impassible due to
vehicles double parking which creates a safety concern.
What is the proposal to address construction traffic and more importantly, what is being proposed for
off-street parking in order to have enough spaces to accommodate this size of project. ?
B. Have the designers 1 developer addressed mitigating future nuisance issues to the immediate
neighboring properties (within reason) including, but not limited to items that would have an impact on
our property and it's residents such as; locations of exhaust fans, HVAC type machinery and
similar types of mechanical equipment that may create a significant amount of noise and or smell to
our tenants to not be unnecessarily directed toward the neighboring property or mitigate noise issues
C. Lighting Locations: Has the developer taken into consideration the amount of lighting that would
be pointing at our property that would be considered excessive or disturbing for our existing tenants,
We understand the need for lighting for safety reasons for all residents and the general public,
however would like to have it addressed as a concern, so that is is not obnoxious or pointing directly
into the our residents units, especially given the height difference between the 2 complexes .
D. Property Set backs or divider: What is the proposed set back between the properties as well as
what is proposed to divide the 2 properties ?

We don't want to be a "NIMBY" neighbor, as that is their property and understand they have the right
to develop, however we want to express our concerns as it related to the affect on our property,
which has been owned by family since it was built. We take pride in the area and the residents
who call it home, and want to make sure these considerations are listened to.
