HomeMy WebLinkAboutcc min 1967/03/21 MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Held Tuesday March 21, 1967 A regular meeting of the City Council of the City of Chula Vista was held in the Council Chambers on the above date at 7:00 P.M. with the following Council- men present: Councilmen Sylvester, Anderson, McAllister, McCorquodale, Sparling Absent: None Also present: City Engineer Cole, City Attorney Lindberg, Administrative Officer Ross, Planning Director Warren, Assistant Administrative Officer Stenberg, Administrative Assistant Sullins Mayor McAllister led the pledge of allegiance to the Flag, followed by a moment of silent prayer. APPROVAL OF COUNCIL MINUTES It was moved by Councilman Sparling, seconded by Councilman Anderson, and carried that the minutes for the meeting of March 14, 1967, be approved, copies having been sent to each Councilman. ~,~PUBLIC HEARING (continued) - Establishment of Flood Plain Zoning in Lower Sweet- water Valley Upon the recommendation of Administrative Officer Ross~ it was moved by Councilman Sparling, seconded by Councilman Anderson, and carried that this hear- ing be continued until May 23, 1967, at 7:00 P.M. ~/~UBLIC }tEARING - Consideration of proposed annexation of Mahy's Annexation No. 2 This being the time and place, as advertised, for a hearing on the proposed annexation of Mahy's Annexation No. 2 to the City, Mayor McAllister declared the hearing open. No one wishing to be heard and the Clerk having received no written communications, the Mayor declared the hearing closed. ORDINANCE NO. 1045 - Approving Mahy's Sweetwater Valley Annexation No. 2 - First reading It was moved by Councilman Sylvester that Ordinance No. 1045 be placed on its first reading and that reading of the text be waived by unanimous consent. The motion carried by the following vote~ to-wit: AYES: Councilmen Sylvester, Anderson, McAllister, McCorquodale, Sparling Noes: None Absent: None ORDINANCE NO. 1046 - Prezoning Quintard Annexation No. 1 - First reading It was moved by Councilman Sparling that Ordinance Ne. 1046 be placed on its first reading and that reading of the text be waived by unanimous consent. The motion carried by the following vote, to-wit: AYES: Councilmen Sparling, Anderson, McAllister Noes: Councilmen Sylvester, McCorquodale Absent: None ORDINANCE NO. 1047 - Prezoning Kiffe's Quintard Annexation - First reading It was moved by Councilman Sparling that Ordinance No. 1047 be placed on its first reading and that reading of the text be waived by unanimous consent. The motion carried by the following vote, to-wit: AYES: Councilmen Sparling, Anderson, McAllister Noes: Councilmen Sylvester, McCorquodale Absent: None ORDINANCE NO. 1043 - Amending Zoning Ordinance to establish provisions for tempo- rary storage of wrecked vehicles in C-2 and M-1 zones with a conditional use permit - Second reading It was moved by Councilman Anderson that Ordinance No. 1043 be placed on its second reading and that reading of the text be waived by unanimous consent. The ordinance was adopted by the following vote, to-wit: AYES: Noes: Absent: Councilmen Anderson, McAllister, McCorquodale~ Sparling, Sylvester None None ORDINANCE NO. 1044 - Rezoning property located at Fourth Avenue, south of "D" Street, and one lot north of "D" Street, 160 feet east of Fourth Avenue, from R-1 to R-3-D - Second reading It was moved by Councilman Sparling that Ordinance No. 1044 be placed on its second reading and that reading of the text be waived by unanimous consent. The ordinance was adopted by the following vote, to-wit: AYES: Councilmen Sparling, Sylvester, Anderson, McAllister Noes: Councilman McCorquodale Absent: None RESOLUTION NO. 4360 - Expressing City's appreciation to Chula Vista Ministers' Association Offered by Councilman Anderson, the reading of the text was waived by unanimous consent, passed and adopted by the following vote, to-wit: AYES: Councilmen Anderson, McAllister, McCorquodale~ Sparling, Sylvester Noes: None Absent: None RESOLUTION NO. 4361 - Approving special appropriation of $375.00 to send Chief of Police Winters to National Conference on Crime Control Offered by Councilman McCorquodale, the reading of the text was waived by unanimous consent, passed and adopted by the following vote, to-wit: AYES: Councilmen McCorquodale, Sparling, Sylvester, Anderson, McAllister Noes: None Absent: None RESOLUTION NO. 4362 - Approving reimbursement agreement with Greater Western Homes Development Corporation for sewer installation Offered by Councilman Anderson, the reading of the text was waived by unanimous consent, pasaed and adopted by the following vote, to-wit: AYES: Councilmen Anderson, McAllister, McCorquodale, Sparling, Sylvester Noes: None Absent: None CONSULTANT FOR CLASSIFICATION AND COMPENSATION PLAN STUDY The Civil Service Commission having urged the Council to provide funds for a special classification and compensation plan study by a private consultant during the fiscal year 1966-67, and the Council having studied the matter at a Council Conference, Administrative Officer Ross recommended that he be directed to contact qualified firms in this field, with a view towards reporting to the Council at a future date the firm that he would recommend be selected. It was moved~by Councilman Sparling, seconded by Councilman Sylvester, and carried that the recon~nendation of Administrative Officer Ross be approved. Councilman Anderson voted no. REPORT ON UNDERGROUNDING UTILITIES - "L" Street and Bonita Road City Engineer Cole reviewed the written report of Assistant City Engineer Gesley on the cost to install utilities underground in conjunction with the "L" Street and Bonita Road Gas Tax improvement project. Because of the excessive cost to underground the utilities, it was the request of the City Engineer that the Council approve proceeding with the improvement projects without underground- lng of the utilities. Mr. Arthur Bishop, representing the San Diego Gas & Electric Company, stated that a decision is yet to be made by the Public Utilities Commission on Case No. 8209 which would allow the utility companies permission to take two per cent of their gross revenues from any one given area and use them for underground- ing costs. It was moved by Councilman McCorquodale, seconded by Councilman Sparling, and carried that the matter be brought back to the Council in two weeks for action. When Administrative Officer Ross asked what specifically it was that the Council wished the staff to look into, it was suggested a check be made to see where else funds can be obtained to pay for the undergrounding other than from the general fund; the desirability of sending a resolution to the P.U.C., asking for a decision on Case No. 8209~ and that property owners be contacted to deter- mine to what extent, if any, they would be willing to participate in the under- grounding project. ~,~ APPOINTMENT OF MEMBER TO BOARD OF APPEALS It was moved by Councilman Sparling, seconded by Councilman McCorquodale, and carried that Richard P. Welsh be nominated for appointment to the Board of Appeals. It was moved by Councilman McCorquodale, seconded by Councilman Sylvester, and carried that nominations be closed and Richard P. Welsh appointed to the Board of Appeals to fill the unexpired term of Walter Duvall, said term to expire September 12, 1968. DISCUSSION ON CITY SEAL Administrative Officer Ross reviewed past action and discussions the Council has taken and had on the proposed City seal. The Administrative Officer, having made a complete study of the matter, recormmended that he be authorized to direct Mr. Joseph Manno to proceed with the project and submit sketches on the proposed seal to the Council for their consideration. It was moved by Councilman Sylvester, seconded by Councilman Sparling, and carried that the Administrative Officer direct Mr. Manno to proceed with work on the proposed seal. Councilman McCorquodale voted no. ~/REQUEST TO MOVE BUILDING INTO CITY APPROVED Administrative Officer Ross stated that he has received a request from Mr. D. E. Mitchell to move a single-family dwelling from San Diego to a vacant lot near the southwest corner of "C" Street and Second Avenue. The Chief Building Inspector has inspected the building and found it will be compatible with other buildings in the area. It was moved by Councilman Sparling, seconded by Councilman McCorquodale, and carried that permission be granted to move the building onto the subject property subject to all requirements of the Building Inspector. ~,/'REQUEST FOR HEARING A letter was read from Attorney Robert Caplan, representing Mr. Albert Klug and Mr. Milo Berenson doing business as Chula Vista Center, requesting a hearing before the Council on the denial by the Planning Commission of their re- quest for continued deferral of the installation of sidewalks along the north side of Center Street and the west side of Garrett Avenue adjacent to their shopping center. Referred to Administrative Officer Ross for report back. REPORT FROM CHAMBER OF COMMERCE POLICE FACILITY BOND STUDY COMMITTEE A letter was read from the Chamber of Cormnerce asking that the report from their Police Facility Bond Study Conmaittee be referred to the Planning Commission and staff for an answer to the questions in their report. Referred to Planning Director Warren. Councilman MeCorquodale stated he would like to have an idea how much time Mr. Niek Slijk put into this report. Mr. Slijk stated he would report next week. RESOLUTION AUTHORIZED SUPPORTING NATIONAL BOY SCOUT JAMBOREE IN SAN DIEGO A letter was read from the City of San Diego requesting support of their invitation to the National Headquarters of the Boy Scouts of America that they hold their Jamboree in San Diego in 1969. It was moved by Councilman Sparling, seconded by Councilman Anderson, and carried that the City Attorney be directed to prepare a resolution for the next meeting in response to San Diego's request. ~z'COMPLAINT ABOUT DIRT ON "L" STREET Mr. Tony Rangus, 837 Elm Avenue, complained that contractors were spilling dirt on "L" Street all the way from Hilltop Drive to Colorado Avenue, and asked that something be done about it. Referred to Mr. Ross. INVITATION TO SAN DIEGO COUNTY PLANNING CONGRESS Mayor McAllister stated that all Councilmen are invited to attend the San Diego County Planning Congress to be held Friday, March 31, 1967, at 6~30 P.M. at Twin Inns in Carlsbad. FORMAL DEDICATION OF LAWN BOWLING GREEN Mayor McAllister announced that a formal dedication of the Lawn Bowling Greens will be held Saturday, March 25, 1967, at 10:00 A. M. Ail are invited to attend.
