MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF CHULA VISTA, CALIFORNIA
May 16, 1967
An adjourned regular meeting of the City Council of the City of Chula
Vista was held at 9:00 A.M., on the above date with the following Councilmen
present:

After opening co~ents by Administrative Officer Ross, the Council began
its review of the proposed recommendations for the 1967-68 budget and minute
action was taken in the following sequence:
(1) It was moved by Councilman Sparling, seconded by Councilman Ander-
son, and unanimously carried that the 1967-68 proposed budget for the Mayor amd
City Council in the amount of $40,173.00 be approved. ~
(2) It was moved by Councilman McAllister, seconded by Councilman Spar-
ling, and carried by a vote of 3 to 2 that the amount of $17,842.00 in Public
Reporting and Advertising account in the Community Promotion budget be approved.
Mayor McCorquodale and Councilman Sylvester voted no.
(3) It was moved by Councilman Sparling, seconded by Councilman McAllis-
ter, and carried by a vote of 3 to 2 that the amount of $8,100.00 be added to
the Public Reporting and Advertising Account of the Con~nunity Promotion budget
for five extra projects requiring the expenditure of additional time by the
Chamber of Commerce. Mayor McCorquodale and Councilman Sylvester voted no.
(4) It was moved by Councilman Sparling, seconded by Councilman McAllis-
ter, and carried by a vote of 3 to 1 that the amount of $3,100.00 be approved
for Public Reporting and Contributions account in the Community Promotion budget.
Mayor McCorquodale voted no with Councilman Sylvester abstaining.
(5) It was moved by Councilman Sparling, seconded by Councilman McAllis-
ter, that $3,354.00 be eliminated from the budget request for Special Events
account of the Community Promotion budget and that the amount of $12,261.00 be
approved. Subsequently, it was moved by Councilman Anderson, seconded by Mayor
McCorquodale, that the original motion be amended to delete an additional
$3,330.00 from Special Events account and that the amount of $8,931.00 be
approved. Thereafter, it was moved by Councilman Sylvester, seconded by Mayor
McCorquodale, that an additional sum of $4,340.00 be deleted from Special Events
account and that the amount of $4,591.00 be approved. The first amendment to
the original motion was carried by a vote of 3 to 2, with Councilmen McAllister
and Sparling voting no. The second amendment to the original motion was carried
by a vote of 3 to 2, with Councilmen McAllister and Sparling voting no. There-
after, the original motion was voted upon and carried unanimously.
(6) I~;was moved by Councilman Sparling, seconded by Councilman Sylves-
ter, and unanimously carried that the sum of $400.00 be included in a new Dues
and Memberships account in the Records and Identification budget of the Police
Department to provide funds for the City's annual membership fee in the San
Diego Traffic Safety Council.
(7) It was moved by Councilman Sparling, seconded by Councilman McAllis-
ter, and unanimously carried that the sum of $44.00 be included in the Travel
Expense account of the Police Administration budget to provide funds for the
Chairman of the Safety Commission to attend the monthly dinner meetings of the
League of California Cities.
(8) It was moved by Councilman Sparling, seconded by Councilman Sylves-
ter, and unanimously carried that $2,500.00 be included in a new Capital Outlay
account in the Police Reserve budget to provide for the purchase of ten saddles
and bridles for the Chula Vista Mounted Patrol.
(9) It was moved by Mayor McCorquodale, seconded by Coumcilman Anderson,
and unanimously carried that the sum of $44.00 be included in the Travel Expense
account of the Fire Department budget to provide funds for the Fire Chief to at-
tend the monthly dinner meetings of the League of California Cities.
(10) It was moved by Mayor McCorquodale, seconded by Councilman Anderson,
and unanimously carried that $44.00 be included in the Travel Expense account
of the Sister City Friendship Commission to provide funds for the Chairman of
the Cormnission to attend the monthly dinner meetings of the League of California
Cities.
(11) It was moved by Mayor McCorquodale, seconded by Councilman Anderson,
and unanimously carried that the sum of $44.00 be included in the Travel Expense
account of the Purchasing Department budget to provide funds for the Purchasing
Agent to attend the monthly dinner meetings of the League of California Cities.
(12) It was moved by Mayor McCorquodale, seconded by Councilman Anderson,
and unanimously carried that the sum of $44.00 be included in the Travel Expense
account of the Recreation Department budget to provide funds for the Director
of Parks and Recreation to attend the monthly dinner meetings of the League of
California Cities.
(13) It was moved by Councilman Sparling, seconded by Councilman Sylves-
ter, and carried that the additional sum of $25.00 be included in the Travel
Expense account of the Recreation Department budget to provide a total of $200.00
for the Director of Parks and Recreation to attend the annual conference of the
League of California Cities to be held in San Francisco in October, 1967.
(14) It was moved by Councilman Sparling, seconded by Councilman McAllis-
ter, that the sum of $1,649.00 be included in the Retirement budget to provide
for a 2% to 107o pension increase for seventeen retired City employees who re-
tired from City service prior to 1961.
The meeting was adjourned to 9:00 A.M., Thursday, May 18, 1967.
