HomeMy WebLinkAboutcc min 1959/05/19 MINUTES OF AN ADJOURNED REGiILAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Held Tuesday Lay 19, 1959 The Council met in the Council Chambers at the City Hall on the above date at 5:15 PoMo with the following Councilmen present: Counc!lmen RcAllister, DeGraaf~ Menzel Absent: Councilmen Smith, McMains Also present: City Attorney Kugler, City Administrator iulwiler, City Engineer Floyd, Administrative Analyst Ross, City planner Fretz In the absence of Mayor McMains, Mayor pro-tem McAllister opened the meet- ing with the pledge of ellegiance to the Flag and a moment of silent prayer. ORDINANCE No. 633-Amending Zoning Ordinance- G. Street East of Broadway- second reading It was moved by Councilman DeGraaf, seconded by Councilman Menzel, and carried, that Ordinance No. 633 be placed on its second reading; that reading of the text be waived and the Ordinance adopted. The motion carried by the following vote, to-wit: AYES: Councilmen DeGraaf, Menzel, McAllister Noes: None Absent: Councilmen Smith, McMains Councilman Smith and Mayor RcMains took their seats at the Council table at this time. ORDINANCE No. 634-Amending Harbor Commissio~ Ordinance- second reading It was moved by Councilman Menzel, seconded by Councilman DeGraaf~ and carried, that Ordinance Ho. 634 be placed on its second reading; that reading of the text be waived and the Ordinance ~dopted. The motion carried by the following vote, to-wit: AYES: Councilmen Menzel, McAllister, Smith, McMains, DeGraaf Noes: None cSent: None RTIFICATE OF AWARD Mayor McMains presented to Principal Civil Engineer Harshman a certificate of award for having successfully completed a training course on Municipal Public Works Administration. /REPORT ON AMBULANCE SERVICE ~ City Administrator Fulwiler reported the Police Department is now using the services of two ambulance firms who are on call alternately for half month periods, and which arrangement is working out to the satisfaction of the Police Department. Rt. Fulwiler listed suggested minimum standards to be considered by the Council for ambulance services. Mr. Houser of the California Ambulance Service gave the requirements for ambulances, as set up in the State Highway Code. City Administrator Fulwiler was of the opinion no real advantage would be obtained by the City's contracting with one ambulance service, and recommended continuance of the present system. Councilman RcA11ister was of the opinion the City should have some control over ambulances on call by the City. Rayor McMains suggested that the City Administrator and City Attorney draw up a proposed schedule for ambulances on call by the City, and submit it to the Council. ClviL Senior Engineering Aid SERVICE RECOMMENDATIONS- A letter was read from the Civil Service Commission recommending that Section 12 of Rule 2 of the Civil Service Rules be amended by adding Class No. A-20, Senior Engineering Aid at salary range 25. It was moved by Councilman..Menzel, seconded by Councilman NcAllister and carried, that the Civil SerVice Rules be amended by adding Class No. A-20 as recommended by the Civil Service Commission. The motion carried by the following vote, to-wit: AYES: Councilmen Menzel, NcAllister, McMains Noes: Eouncilmen Smith, DeGraaf Absent: None PORT ON PARADISE CREEK PROJECT City Attorney Kugler, in reporting on the Paradise Creek diversion project stated that National City would have the right to acquire land in another City by condemnation if it was of public necessity. Mr. Kugler consulted with the Engineering Department and California Water and Telephone Company, neither of whom were able to show any evidence that there would be any substantial damage caused by the diversion. It was Mr. Kugler's opinion that expert advice on the extent of great and irreparable damage that the diversion could cause the City would be mandatory before any injunction suit would stand up in Court. In that the only interest the City has in the riverbottom is Highland Avenue and other roads to be developed, Mr. Kugler thought it would help if some property owners in the Valley joined the City in litigation against National City, but to date none has come forth. Regardless, in Mr. Kugler's estimation, the City could expect a long litigated case because of the substantial investment of National City in the diversion project. A letter was read from the Harbor Commission recommending that the Council employ a hydraulic Engineer to establish the effect of the diversion of Paradise Creek water on the Chula Vista water front. It was moved by Councilman Smith, seconded by Councilman DeGraaf, and carried, that the City Administrator investigate the possibility of hiring a hydraulic Engineer, and report at the next meeting on the estimated cost. ~/CIVlL SERVICE RECONMENDATIONS -: Salaries- 1959-1960 Recommendations of the Civil Service Commission on salaries for positions in the Classified servi~e for the fiscal year t959-1960 were submitted to the Council. Attorney John O'Laughlin, representing the Chuls Vista Police Relief Association asked that the Council consider their request for a 10% increase in salary; an additional $10. per month for officers on motor- cycles; an additional $20. per month for the first year and another additional $20. per month after the first year for detectives, and to include the Widows clause in the Retirement Plan. Otto Hahn, representing the classified employee Union Members, submitted to the Council his written report outlining salary and class- ification requests for the fiscal year 1959-1960. Nr. Hahn reviewed the report, and asked that the Council give it careful consideration. Mayor NcNains stated all recommendations would be taken under advisement at the Council Budget sessions. RRSOLUTION No. 2242-Intention to vacate easement near J. Street Junior High School site Offered by Councilman Smith, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen Smith, McMains, DeGraaf, Eenzel, McAllister Noes: None Absent: None RESOLUTION No. 2243- Giving notice of McCausland Annexation Offered by Councilman DeGraaf, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen DeGraaf, Menzel, McAllister, Smith, McMains Noes: None Absent: None RESOLUTION No. 2244-Approving agreement with County for use of Jail ~acllities Offered by Councilman Smith, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen Smith, McMains, DeGraaf, Menzel, McAllister Noes: Noes Absent: None qUEST TO VACATE EASEMENT A letter was read from L. A. Julien, 146 Twin Oaks Circle, requesting that the City vacate an abandoned drainage ease- ment on the rear of his property. The letter was referred to the City Engineer. ~/~AMBER OF COMMERCE RECOMMENDATIONS A letter was read from the Chamber of Commerce recommending that the Council set aside the acreage of Vista Square, East of Fifth Avenue for a Convention Auditorium; that the Council set up a more formal policy in reference to appointments to Commission; and that any appropriations for street lights in the 1959-1960 City Budget be given for ~ights on Broadway. Mayor McMains suggested that item one be referred t~e Steering Committee. ~ETITION FOR STREET LIGHTS Mr. Neal L~ub submitted a petition signed by merchants and property owners asking that funds be budgeted for the ±nstal- la~fon of additional street lights on Broadway from H. Street to J. Street. ~R~OROHR GUARD AUTHORIZED TO CONTROL TRAFFIC City Administrator Fulwiler reported it would be possible to obtain the services of a Hohr Guard relief man to direct traffic at the intersection of Broadway and G. Street from 3:30 P.M. to 4:30 P.M. Monday through Friday at the prevailing rate of $2.25 per hour until the proposed traffic signal is installed. Mr. Fulwiler stated that a test run proved that it would be feasibile to hire the man. It was moved by Councilman McAllister, seconded by Councilman Menzel, and carried, that the City Administrator be directed to employ the Guard as r~commended. No appropriation nesessary. ~-~/DONATION OF TR~PlIY CASE TO SAN DIEGO SUGGESTED Councilman Menzel suggested that as a good will gesture it might be well if the City donated to San Diego a case to house the many flasks sent from all over the world, which were filled with water and used in the dedication ceremonies of Mission Bay. It was moved k~ Councilman Menzel, seconded by Councilman McAllister, and carried, that A~in~trative Analyst Ross be instructed to contact tke Assistant Mayor of ~an Diego to determine where the case is to go, D ~d what it would cost, and report back to the Council. ATE SET FOR BUDGET 8~lOHS Mayor McMains set May 28th and June 1st at 8:30 A.M. in the office of the City Administrator as the time and place for the all-day Council Budget sessions.
