Roll Call: Present: Vice -Chair Liken; Commissioners Lopez, Moriarty, Navarro, Rosario and Cochrane Absent: Chair Perrett Also present: Senior Civil Engineer, Jim Newton Officer Ryan Mullen Recording Secretary, Lindsey Walters MSC (Liken/Cochrane) to excuse Perrett's absence (6-0-1) Perrett absent. 2. Pledge of Allegiance/Silent Prayer 3. Opening Statement Opening statement read by Vice -Chair Liken. 4. Approval of Minutes: May 10, 2007 isMSC (Moriarty/Lopez) to approve the minutes from the May 14, 2007 Safety Commission Meeting. (5-0-1-1). Perrett absent, Rosario abstains. 5. Safety Commission Attendance Report Accepted by Safety Commission. Senior Civil Engineer Newton briefly reviewed the Council Policy regarding Commission Attendance. 6. Oral Communications None. MEETING AGENDA 7. Request for Time -Limited Parking along the 400 block of Church Avenue Brief presentation given by Senior Civil Engineer Newton. Staff received a letter from Ms. Cecilia Shaw, who resides at 402 Church Avenue, concerning insufficient on -street parking along the 400 block of Church Avenue. The letter states that patrons of nearby businesses are utilizing on -street parking along this segment of roadway for long periods of time rather than using the metered parking spaces along 'G' Street. The letter also states that another contributing factor to the insufficient parking is the visitors of the two apartment complexes located along the eastside of Church Avenue that park their vehicles along Church Avenue. Ms. Shaw, along with some of her neighbors, have requested that a time-limited parking zone be established on the 400 block of Church Avenue to • alleviate the impacted parking condition at this location. Staff Recommendation: That Safety Commission concur with staffs recommendation to deny the establishment of time-limited parking along the 400 block of Church Avenue. Safety Commission Minutes June 14, 2007 Page 2 Public Hearing Opened. 1. Mr. Coddle, 435 Church Avenue • a. Opposed to structured parking times; has never had a problem before. Public Hearing Closed. Commission Discussion: Commissioner Navarro inquired about whether there were a high number of vehicles parked all day long, at the location, without moving. Newton responded that about 60% were there all day. The parking enforcement section was out along Church Avenue a few days after the initial study, and they did impound one vehicle, and issue citations. This did cause these stationary cars to move by the next time staff drove by. Commissioner Moriarty is very concerned about La Bella's lack of parking, and thinks it will be a major issue. She hopes a close eye will be kept on it, with young families and the number of cars that will be frequenting the game room, in the near future, upon it's open. City staff tried to get a feeling from La Bella's on what their main customers would be, but they weren't entirely sure themselves. So City staff promised to keep an eye on the situation to see how it unfolds. MSC (Navarro/Rosario) to accept staff's recommendation to deny establishment of time-limited parking. (6-0-1) Perrett absent. 8. Traffic Engineering CIP Proiect Update — June 2007 Brief presentation by Senior Civil Engineer Newton. 9. Traffic Accident Summary • No updates provided by the Police Department 10. Action Summary Update/Staff Comments May 10, 2007 o Report on Trial All -Way Stop Installation at the Intersection of Lane Avenue and MacKenzie Creek Road: The Commission concurred with staffs recommendation for the City Council to approve the all -way stop control at this location as a permanent measure. An agenda report has been prepared for City Council's consideration (July 2007) to approve the all -way stop control at this location as a permanent measure. April 12, 2007 o Two hour Time -Limited Parking along the 500 block of Vance Street: The Commission concurred with staff's recommended establishment of two-hour time-limited parking zone along Vance Street. The City Council has adopted the ordinance for this time-limited parking zone on June 5, 2007. The sign locations have been marked for Public Works crews to install within a couple of weeks. • March 8. 2007 o Davidson Street/Landis Avenue All -Way Stop Control: The Commission concurred with staff's recommended installation of an all -way stop control and painting of crosswalks. The installation of the all -way stop control and painting of crosswalks on all four legs of this intersection have been completed. • February 8, 2007 • 0 25 MPH speed limit sign installations on Old Janal Ranch Road between Olympic Vista Road and Rambling Vista Road. o Striping Modifications on Olympic Vista Road to gain additional on -street parking. 0 The Commission concurred with staff's recommended installation of 25 MPH speed Safety Commission Minutes June 14, 2007 Page 3 limit signs on Old Janal Ranch Road, and striping modification on Olympic Vista Road. Both the Olympic Parkway speed limit signs/legends installation and the striping modifications work on Olympic Vista Road has been completed as of May 2007. • November 9, 2006 o Speed Limit establishment on First Avenue south of Palomar Street: The Commission concurred with staffs recommended 25 MPH speed limit, and an Ordinance was adopted by the City Council on February 20, 2007. Speed limit signs have been installed. o Time-limited parking on Lazo Court: The Commission concurred with staff's recommended 4 -hour time-limited parking, in addition to "No Overnight Parking" signs. All signs and posts have been installed by the Public Works crew in May of 2007. September 19, 2006 (City Council) o Lane Avenue/MacKenzie Creek Road Truck Route & All -Way Stop Control: The Commission concurred with staffs recommended all -way stop control as a temporary measure to observe effectiveness, and the all -way stop was installed on September 22, 2006. A staff report has been prepared with staffs recommendation regarding this all -way stop control intersection for Safety Commission review (May 10, 2007 meeting). • August 10, 2006 o First Avenue/Kearney Street All -Way Stop Control: The Commission denied the all -way stop and advised staff to work with the church to pursue the lease or purchase of the property to provide a second driveway for the school and install crosswalk, warning signs, and school to provide a safety patrol and school to pay for possible CMS signs. Staff will prepare an action item report to the City Council. City's right of way agent will contact the School/Church to pursue the leasing/purchase of the right of way needed to construct a second driveway for St. John's School. 11. Potential Upcoming Safety Commission Agenda Items • Possible safety enhancements for pedestrians at the intersection of Lane Avenue and MacKenzie Creek Road. • City staff has a lot of speed surveys that will be expiring in the near future, and is planning to present an information item on this subject to Safety Commission as well as City Council. Vice - Chair Liken requested that staff think about an addendum to the reports that are prepared. A blanket page that talks about prima fascia limits, speed surveys, 85th percentile, etc, so that the public will be educated, and come in with the knowledge obtained beforehand. • Commissioner Cochrane and Liken went through this phase back in the late 90's, and residents literally filled Council Chambers, to voice their strong opposition to the speed limit modifications. This is why the information was requested by Vice -Chair so that the information is out there, and it saves further explanation during the meeting itself. OTHER BUSINESS 12. Commissioner Comments Commissioner Cochrane has gotten three basketball hoops taken out of his neighborhood, that were in the middle of the intersection, where children were playing. He informed the Commission that Public Works is the one who handles removal of these, Stephen Gonzalez specifically. He plans to also take care of the one on Old Jana[ Ranch Road that Commissioner Rosario had made mention of at a past meeting. Commissioner Cochrane has also been very active in vehicle abatement, the majority of which are boats impinging on the bicycle lanes. Some of the older streets are quite narrow, and when you get a Safety Commission Minutes June 14, 2007 Page 4 r large boat trailer out there, it forces traffic over to the side of the street. _ Commissioner Moriarty asked whether the speed on Rutgers was still to be changed, to which Senior Civil Engineer Newton said it is still in progress. 0 Commissioner Lopez asked for an update on the Traffic Calming on MacKenzie Creek Road. All of the striping has been done, as well as 95% of the signage. Commissioner Lopez also requested further information about the status of his term on the Safety Commission from the Recording Secretary. Ms. Walters did confirm that Commissioner Lopez had termed out, and the City Clerk is aware of it, and currently looking for a replacement. Commissioner Navarro asked to draw everyone's attention back to item #10 on the May 2007 minutes. He questioned the comment by Officer Mullen regarding there being a "downward trend" in terms of the Traffic Accident Summary, as well as zero fatalities. Commissioner Navarro also works for the District Attorney's Office, and the report he recently received showed that it was the highest percentage of accidents and fatalities in recent years. He felt it was contradictory to what he's been seeing in his own work, and requested some clarification on whether the Officer was wrong, or Commissioner Navarro's Office was wrong. Senior Civil Engineer Newton explained that City Staff is working on a 2005 Traffic Accident Summary, and will hopefully be ready by the next meeting. Specific to fatalities, he's not sure what the trend has been, but as of last week, there had not been a fatality this calendar year. Commissioner Navarro admitted that it does take a while to reach their office, so it could be from a prior year. But there are a high number of fatal accidents cited in the report, which concerned him, so he just requested further clarification. Vice -Chair Liken requested that the Recording Secretary place the Election on the next meeting's • agenda. 13. Staff Comments Senior Civil Engineer Newton just wanted to mention that with the number of Safety Commissioners that had informed him of their absence at the July Meeting, that it was to be cancelled.
