Roll Call: Present: Chair Perrett; Vice -Chair Liken; Commissioners Rosario, Moriarty, and Cochrane Absent: Commissioner Lopez Also present: Senior Civil Engineer, Jim Newton Officer Ryan Mullen Recording Secretary, Lindsey Walters 2. Pledge of Allegiance/Silent Prayer 3. Opening Statement Opening statement read by Chair Perrett. 4. Approval of Minutes: March 8, 2007 MSC (Moriarty/Navarro) to approve the minutes from March 8, 2007 (5-0-1-1) Lopez absent; Rosario abstains. • Note: Commissioner Navarro announced that he would need to leave for another Commission meeting at 7:00 pm. 5. Safety Commission Attendance Report Presented, however Commissioner Rosario contested the notation for February 2007, saying he recalled being present for that meeting. The Recording Secretary assured the Commission she would check on it and bring a revised Report back next month. 6. Oral Communications None. MEETING AGENDA 7. Report on Request for Time -Limited Parking along the 500 block of Vance Street Brief presentation given by Senior Civil Engineer Newton. Staff received a petition, signed by the residents of Vance Street, complaining that there is insufficient on street parking along Vance Street and requesting time-limited parking on this street. The residents claim that the patrons of nearby businesses are utilizing on -street parking for long periods of time along the frontage of their properties, making it difficult to park near their homes. As a result, the residents have requested that a time-limited parking zone be established on Vance Street in order to discourage long term commercial parking within the residential area. It Staff Recommendation: That the Safety Commission concur with staff's recommendation that City Council adopt a resolution establishing 2 -hour time-limited parking along the residential frontage of the 500 block of Vance Street and amending Schedule VI of the register maintained in the Office of the City Engineer Safety Commission Minutes April 12, 2007 Page 2 41 Commission Discussion: Commissioner Moriarty asked whether there was a time limit on the parking for residents. Senior Civil Engineer Newton said there was not, although no car in San Diego County can be parked in one place for more than 72 hours. • Commissioner Cochrane inquired as to why the residents are parking on the street, since they each have driveways. Senior Civil Engineer Newton explained that there are just more cars that can be handled in each individual driveway and garage, including visitors and such. The biggest problem we have in doing parking studies is trying to figure out whom the cars belong to, whether they are residents or patrons of the card room or deli. The Engineering Department is not allowed to contact the DMV and match up plate numbers to see what category they fall into. Putting a survey under the windshield of said cars is one idea that has been tossed around, but other Cities that have tried it have not had much success in getting a response. Commissioner Cochrane brought up the option of having license plate numbers printed on the resident's parking placards to discourage trading around between residents and their visitors. Senior Civil Engineer Newton said he had not looked into that, as of yet, but it would require a change in City policy. Commissioner Navarro was concerned about any action that would negatively impact the business owners, and asked if any studies had been done whether this would impact the businesses negatively. Senior Civil Engineer Newton cited one study that we could have referred to is in offsite filing storage and was not able to be obtained in time for this meeting. Vice -Chair Liken inquired whether staff had noticed businesses and residents about this meeting, to which Senior Civil Engineer Newton responded that we noticed in the typical way, with signs in the area in question. Commissioner Rosario asked whether staff received any letters or phone calls, and the response was that none were received beyond the initial request. • Public Hearing Opened. 1. Maile Bridge, Manager of Village Club, Sister of Owner a. The Village Club is doing everything they can to alleviate this problem. They have two lots, including the one in the back, which employees are asked to park in. Negotiations are also in progress to share Merkl's Parking Lot during hours when they are not open. Public Hearing Closed. Commission Discussion: Commissioner Moriarty highly recommended getting further input from the residents, and would feel more comfortable taking action with their input. Vice -Chair Liken felt that this item had such a history, and the problem had not been alleviated up until now. Commissioner Navarro said in addition to the residents, he would also like to hear more from the business owners on how this will impact them. Commissioner Cochrane asked how many businesses we were referring to, to which Senior Civil Engineer Newton responded that it was Merkl's, the Village Club, and a chiropractic office. Commissioner Cochrane felt that we should move ahead and approve staff's recommendation, since one business owner did speak at the meeting tonight, and he can't imagine Merkl's having folks parked there for 6-8 hours. MSC (Perrett/Cochrane) to concur with staffs recommendation (4-2-0-1). Lopez absent; Moriarty, Navarro against. 8. Report on Request for Time -Limited Parking along the1100 block of Oleander Avenue It Safety Commission Minutes �A April 12, 2007 Page 3 Brief presentation given by Senior Civil Engineer Newton. Over the past two years, City staff has received several letters and phone calls from an Oleander Avenue resident concerning on -street parking availability, and requesting the establishment of time-limited parking along the west side of the street in front of the residential homes. The topic appears to have been discussed at two previous Safety Commission meetings in 2005 with no final decision on the proposal. According to the complaint, employees of Greg Rogers Elementary School consistently park their vehicles in front of the residential houses along Oleander Avenue inconveniencing the residents of the street. 0 Staff Recommendation: 1) Implement measures to encourage school staff to park on school grounds and along the east side of Oleander Avenue immediately adjacent to the school, and 2) Take no action regarding the request for time-limited parking on the west side of Oleander Avenue. Commission Discussion: Chair Perrett elaborated on the history of this item, as he and Commissioner Rosario are the only existing members that were on the Commission at that time. Commissioner Rosario also brought up the fact that there was a third parking lot that teachers weren't parking in, and presently, it appears that teachers have begun parking in that lot since the last time this item was brought before the Commission. MSC (Perrett/Rosario) to concur with staff's recommendation (6-0-1) Lopez absent. 9. Traffic Engineering CIP Proiect Update —March 2007 Brief presentation by Senior Civil Engineer Newton. 10. Traffic Accident Summary Senior Civil Engineer Newton explained that the data is now available quarterly, so the updates cannot be on a monthly basis, as was previously the case. An update will be brought back when it is available. 11. Action Summary Update/Staff Comments February 8, 2007 0 25 MPH speed limit sign installations on Old Janal Ranch Road between Olympic Vista Road and Rambling Vista Road. o Striping Modifications on Olympic Vista Road to gain additional on -street parking. ■ The Commission concurred with staff's recommended installation of 25 MPH speed limit signs on Old Janal Ranch Road, and striping modification on Olympic Vista Road. Staff is preparing a work order for Public Work crews to install the 25 MPH speed limits and legends. Staff has obtained bids from contractors for the striping modification work on Olympic Vista Road. March 8, 2007 o Davidson Street/Landis Avenue All -Way Stop Control: The Commission concurred with staff's recommended installation of an all -way stop control and painting of crosswalks. Staff has since prepared a work order for Public Works crew to install the all -way stop control and painting crosswalks on all four legs of the intersection. Safety Commission Minutes April 12, 2007 Page 4 a • November 9, 2006 o Speed Limit establishment on First Avenue south of Palomar Street: The Commission concurred with staff's recommended 25 MPH speed limit, and an Ordinance was adopted by the City Council on February 20, 2007. Speed limit signs have been installed. o Time-limited parking on Lazo Court: The Commission concurred with staffs recommended 4 -hour time-limited parking, in addition to "No Overnight Parking" signs. Ordinance was adopted by the City Council on February 20, 2007, and a work order has been prepared for Public Works to install the signs and posts. May 11, 2006 Speed limit increase from 35 MPH to 45 MPH on Olympic Parkway between 1-805 northbound ramps and Brandywine Avenue: The Commission concurred with staffs recommended 45 MPH speed establishment, and staff has since obtained bids from contractors for the speed limit signs and legends modification. August 10, 2006 First Avenue/Kearney Street All -Way Stop Control: The Commission denied the all -way stop and advised staff to work with the church to pursue the lease or purchase of the property to provide a second driveway for the school and install crosswalk, warning signs, and school to provide a safety patrol and school to pay for possible CMS signs. Staff will prepare an action item report to the City Council. City's right of way agent will contact the School/Church to pursue the leasing/purchase of the right of way needed to construct a second driveway for St. John's School. • September 19, 2006 (City Council) Lane Avenue/MacKenzie Creek Road Truck Route & All -Way Stop Control: The Commission concurred with staffs recommended all -way stop control as a temporary measure to observe effectiveness, and the all -way stop was installed on September 22, 2006. • October 13, 2005 Speed Establishment at Rutgers Avenue: The Commission concurred with staffs recommended 35 MPH speed establishment. This item is linked to an open City Council referral pertaining to the mobile home lodge in the vicinity of Rutgers Avenue, and will not proceed to Council until the referral is resolved. 12. Potential Upcoming Safety Commission Agenda Item 1. Request for time-limited parking along the 400 block of Church Avenue 2. Request for Time-limited Parking and/or Angle Parking along Marsat Court at Jayken Way 3. Report on Lane Avenue/MacKenzie Creek Road All -Way Stop Control OTHER BUSINESS 13. Commissioner Comments Commissioner Moriarty is on the Human Relations Commission in addition to the Homeless Coalition, and voiced some confusion about the Public Safety Committee versus our own Safety Commission. Commissioner Moriarty asked for more clarity on the role of both. Senior Civil Engineer Newton explained that the Council created the Public Safety Committee, despite being told that there was already a Safety Commission. There was talk about changing the name to the Traffic Safety Commission, and a possible Municipal Code change to accommodate the role. Recording Secretary Walters added that there was somewhat of an agreement reached to rename the commission as the Traffic Safety Commission, but there was still some resistance. At this point, we have heard no further word on this issue since the meeting that was held about six months ago. One of the attorneys with the City Attorney's Office, Sharon Marshall had been present at this past meeting where this topic was Safety Commission Minutes April 12 2007 Page 5 discussed, and was supposed to get back to Engineering Staff. In the past, this Commission has typically had traffic items brought before them; however, they did have more influence beyond simple safety items. Commissioner Moriarty added also that she signed on to be part of the "Safety" Commission, not a Traffic Commission. So staff promised to investigate and bring back information to the Commission. 14.
