CALL TO ORDER
Meeting called to order at 6:00 p.m.

4. Approval of Minutes: February 8, 2007

5. Safety Commission Attendance Report
Presented, however, it was noted by the Commission that Commissioner Moriarty's information had
been left out. City Staff assured this would be corrected the following month.

7. Welcome — New Commissioner Navarro
Postponed until after Item 8 was completed. Commissioner Navarro apologized for being late,
however he had come directly from a meeting in Ramona that ended at 5:15 pm. He is veryexcited to
be on the Commission, and he comes with some experience and background from his previous
employment as a San Diego Police Officer doing traffic enforcement. Currently, he is the Public
Relations person for the San Diego District Attorney's Office.
8. Report on Reauest for an All-Wav Stop at the Intersection of Landis Avenue and Davidson Street.
Staff received a written request from Mr. Peter Rullan, owner of a medical office located at 256 Landis
Avenue, requesting the installation of an all -way stop at Landis Avenue and Davidson Street. Mr.
~ Rullan feels that this intersection is unsafe for both motorists and pedestrians due to the limited sight
distance from Davidson Street. Staff has conducted a study of the intersection and has included our
findings in this report to the Safety Commission for consideration.

Staff Recommendation: That the Safety Commission concur with staffs recommendation to:
• Approve the installation of all -way stop control at Landis Avenue and Davidson Street.
• Paint crosswalks across all four legs of the intersection of Landis Avenue and Davidson Street.
• Eliminate two parking spaces at the intersection to provide better sight distance for motorists
approaching Landis Avenue from Davidson Street.
Commission Discussion:
Vice -Chair Liken asked if there was any difference between the site distance of an all -way stop
intersection and one that is not an all -way stop. Senior Civil Engineer Newton informed him that the
Highway Design Manual lists two sight distances, which are also used within City policy. There is a
corner sight distance and stopping sight distance. The recommendations cite that at a signalized
intersection, one must use the corner sight distance, and this gives a car stopped at the minor street
of the intersection, enough time to look both ways, make a decision that it's safe to cross, and
continue through where a conflict might be. It's also referred to as the 7'/2 second rule, as that's about
how much time it takes. They recommend that it be used as well at un -signalized intersections, if at
all possible. The stopping sight distance is based on the speed of a moving vehicle, and this one is
typically used for all -way stops.
Chair Perrett voiced his support for the recommendations as written. Vice -Chair Liken also concurred
with staff's recommendation, but cautioned that there is a potential problem with the sight distance,
and that it might be an issue before the completion of the study. He urged staff to get it completed as
soon as possible. Senior Civil Engineer Newton said that the study is estimated to be completed in
Spring 2007. Chair Perrett asked whether this item would need to come before the Safety
Commission again once the study was completed. Senior Civil Engineer Newton said he would feel
comfortable bringing this before the Commission again.
MSC (Perrett/Moriarty) to concur with staff's recommendation. (6-0-1).
9. Traffic Ennineering CIP Project Update — February 2007

10. Traffic Accident Summary

11. Action Summary Update/Staff Comments
• February 8, 2007
o 25 MPH speed limit sign installations on Old Janal Ranch Road between Olympic Vista
Road and Rambling Vista Road: The Commission concurred with staff's recommended
installation of 25 MPH speed limit signs on Old Janal Ranch Road. Staff is preparing a work
order for Public Works crews to install the 25 MPH speed limit legends.
o Striping modifications on Olympic Vista Road to gain additional on -street parking:
Time -Limited parking on Lazo Court: The Commission concurred with staff's
recommendation striping modification on Olympic Vista Road. Staff will obtain bids from
contractors for the striping modification work on Olympic Vista Road.
• November 9, 2006
o Speed Limit establishment on First Avenue south of Palomar Street: The Commission
concurred with staff's recommended 25 MPH speed limit, and an Ordinance was adopted by 41
the City Council on February 20, 2007. Staff will be preparing a work order for installations 30
days after the date of Council approval.
o Time-limited parking on Lazo Court: The Commission concurred with staffs
recommended 4 -hour time-limited parking, in addition to "No Overnight Parking" signs.

Ordinance was adopted by the City Council on February 20, 2007, and staff will be preparing
a work order for installations 30 days after Council approval.
• May 11, 2006
Speed limit increase from 35 MPH to 45 MPH on Olympic Parkway between 1-805
northbound ramps and Brandywine Avenue: The Commission concurred with staffs
recommended 45 MPH speed establishment, and an Ordinance
• September 19, 2006 (City Council)
Lane Avenue/MacKenzie Creek Road Truck Route & All -Way Stop Control: The
Commission concurred with staff's recommended all -way stop control as a temporary
measure to observe effectiveness, and the all -way stop was installed on September 22,
2006.
• October 13, 2005
Speed Establishment at Rutgers Avenue: The Commission concurred with staff's
recommended 35 MPH speed establishment. This item is linked to an open City Council
referral pertaining to the mobile home lodge in the vicinity of Rutgers Avenue, and will not
proceed to Council until the referral is resolved.

13. Commissioner Comments
Commissioner Cochrane brought up the area in Rancho Del Rey, near Costco. The entrance is red -
striped, to keep people from blocking the entrance driveway. But on the exit, there is no red striping,
and people with large trucks, like to park there and overlap the driveway. He asked if someone could
go out and stripe this entrance also, it's blind spot, and while you're distracted, people are coming out
of the underground entrance of the movie theater, and it can be hazardous.
Commissioner Moriarty voiced concern about the street leading up to Sharp Community Medical
Center. In the daylight, it can be a huge blind spot, with the sun shining down, and an elderly visitor
was hit while crossing the street. Right in between the medical offices and the Emergency
Room/Birch Patrick Convalescent Center.
14. Staff Comments
Traffic Staff is trying to schedule two more meetings with the MacKenzie Creek residents. These next
meetings will be to show them the final design, and to figure out how they're going to move forward
with the voting portion of the Traffic Calming Program. Chair Perrett asked if there is still a
Commission presence on this Traffic Calming Committee, to which Senior Civil Engineer Newton
responded that they would solidify the times and places, and let the Commission know.
