Roll Call: Present: Chair Perrett; Commissioners Liken, Lopez, Moriarty, Cochrane, and Rosario Also present: Acting Principal Civil Engineer, Jim Newton Acting Senior Civil Engineer, Patrick Moneda Officer Ryan Mullen Recording Secretary, Lindsey Walters 2. Approval of Minutes: November 9, 2006 MSUC (Moriarty/Perrett) to approve the minutes from November 9, 2006 (6-0) • 5. Safety Commission Attendance Report Omitted. 6. Oral Communications None. MEETING AGENDA 7. Vice -chair Nomination MSC (Perrett/Lopez) to nominate Commission John Liken to the position of Vice -Chair of the Safety Commission. (5-1). Liken abstains. 8. Follow up Report on the Traffic Conditions on Old Janal Ranch Road and the Request for On - street Parking on Olympic Vista Road At the August 10, 2006 Safety Commission Meeting, Old Janal Ranch Road residents spoke during Oral Communications regarding residential speeding and sight distance obstructions due to on -street parking on Old Janal Ranch Road. At the November 9, 2006 Safety Commission Meeting, staff discussed possible mitigation measures for speeding and on -street parking on Old Janal Ranch Road. After reviewing staff s report and listening to public testimony, the Safety Commission directed staff to study the on-site and off-site parking demand of the Summerhill multi -family complex and the surrounding area near Olympic Vista Road, and to report back to the Safety Commission with recommendations to address the parking concern. Staff Recommendation: That the Safety Commission concur with staffs recommendation to: • Modify the roadway striping of Olympic Vista Road to provide on -street parking on both sides of the roadway. Safety Commission Minutes February 8, 2007 Page 2 • Post 25 MPH speed limit signs along Old Janal Ranch Road between Rambling Vista Road and Olympic Vista Road. Public Hearing Opened. 1. Fernando Silva, 1341 Old Janal Ranch Road (FOR) a. Was hit by a speeding car, four years ago. Feels as though having a 25 MPH limit will greatly decrease the chances of a kid being hit by these speeding cars. 2. Richard Anduio, 1309 Old Janal Ranch Road (FOR) a. Feels 25 MPH is the absolute minimum that should be posted. We need to slow people down. Also asked if Commission would consider the concept of speed humps, or speed cushions. 3. Karen Ponce, 1341 Old Janal Ranch Road (FOR) a. Mother of Fernando Silva. b. Despite the posting of the speed limit, cars are still continuing to speed. They hear the screeching sounds of the speeding cars at night. 4. James Turner, Management Company for Summerhill (FOR) a. The renting of the spaces is for oversize vehicles, at a set fee. 5. Homayoun Nabizadieh, 1449 Old Janal Ranch Road (FOR) a. Feels enforcement is necessary, regardless of the posted limits. b. Hopes this is the first of more steps, as Mr. Newton alluded to. c. At the last meeting, one of the Commissioners said that we are "reinventing the wheel." Yes there is a wheel, but we have to make the wheels better, and improve upon them. Asked Commission not make that comment, and expressed the importance of looking for new solutions, if old ones aren't working. 6. Kathleen Reed, 1462 Old Janal Ranch Road (FOR) a. Feels that the reading that was done, two houses away from a stop sign, was not an accurate one. 7. Oralia Puga, 1449 Old Janal Ranch Road (FOR) a. Wanted to express great fear for the safety of family and neighbors. Street started out serene, but this has changed drastically in the last year. b. Posting a speed limit sign will not suffice. c. Wonders if Summerhill would consider selling off some of their empty space to make wayfor parking. 8. Charles Bray, 1469 Old Janal Ranch Road (FOR) a. Feels it should be mandatory that the oversize vehicles at Summerhill rent the spaces, as opposed to parking in front of the homes along Old Janal Ranch Road. b. Posting a speed limit sign is useless without enforcement. 9. Sergio Saberones, 1393 Old Janal Ranch Road a. Concerned with speeding, as his mother-in-law was the unfortunate victim of a speeding car in a very similar neighborhood. b. Troubled that he's seen speed bumps in a construction area, but that he feels that nothing is being done in a residential area where kids are running around. 10. Richard Schaan, 1480 Old Janal Ranch Road (FOR) a. Vehicles are always parked in front of his home; so much so that he can't put his trash cans out. b. Feels parking needs to be brought back along Olympic Vista and extending it beyond Marble Canyon. 11. Adrian Sandoval, 1486 Old Janal Ranch Road a. On December 12, 2006 of last year, his car got hit while he was pulling out of his driveway. b. Sees people completely ignore stop sign. c. Has the same problem with his trash cans, can't put them out, and there is nowhere for visiting guests to park their cars. Public Hearing Closed. Safety Commission Minutes February 8 2007 Page 3 Commission Discussion: Commissioner Cochrane is still concerned about the utilization of parking spaces within the condominium complex itself, and doesn't feel that it's being used as effectively as it could. The Commissioner asked Mr. Turner to address the rent costs for the space, to which the cost was determined to be $35/month. Mr. Turner added that this topic would be brought up at the next HOA meeting, to try and find a solution. Commissioner Rosario asked how aware the HOA is the sentiment in the neighborhood about this particular issue. Mr. Turner said that this topic was brought up at the last meeting in December of last year. Commissioner Rosario's recommendation is to do something about the oversize vehicles parking on the street, among other things. Feels that there is definitely a solution, and the HOA needs to sit down with the neighbors and find one. Commissioner Lopez asked the length of time allowed for someone to park in the oversize/guest spaces. Mr. Turner informed the Commission that the guest passes could only be used for three days at a time. Vice -Chair Liken referenced the individual who had asked about speed bumps in the neighborhood, and encouraged staff to delve into that further. The Vice -Chair went on to let the public know that while this nearby construction area is under construction, it is not the property of the City until completion. The speed bumps are an interim measure. Vice -Chair Liken said that staff had taken care of his concerns about speed traps, signs, parking, and felt it was a great interim measure, and felt that the measures should be approved. Suggested the possibility of making the on street parking by permit only, for the residents. More comments came from the audience, despite the announced ending of the Public Hearing. Commissioner Lopez felt his record shows what a strong advocate he is for children's safety. However, he informed the public that they would not get any sympathy when bringing up children playing in the street. He doesn't even feel safe letting his own children play in the street, and he lives on a cul-de-sac. • The street is not a playground." Frowned on the use of the street as a playground, and feels that that's not where children should be playing. Fernando Silva interrupted from the audience to say that children are going to play where they want to play, and that we need to keep them safe. Chair Perrett felt that the recommendations made for good interim measures, and that after they're in, we can re-examine the area and see if we need to do anything further. MSUC (Liken/Moriarty) to concur with staffs recommendation. (6-0). Audience voiced discontent with Commissioner Lopez's comment about getting sympathy when in relation to children playing in the street. Mr. Nabizadieh again brought up the "reinventing the wheel" comment, and said that he has been upset by his comments before. Chair Perrett had to leave early, and Vice -Chair Liken took over chair duties. Reiterated that the public testimony had been ended, and for the public to please contact City staff with any further questions. 9. Action Summary Update/Staff Comments • November 9, 2006 Speed Limit Establishment on First Avenue south of Palomar Street: The Commission concurred with staffs recommended 25 mph speed limit, and a report is Safety Commission Minutes a 0. February 8, 2007 Page 4 scheduled to be taken to Council on February 13, 2007. Time -Limited parking on Lazo Court: The Commission concurred with staffs recommended 4 -hour time limited parking, with the addition of "no overnight parking". A report for this item is scheduled to be taken to Council on February 13, 2007. • May 11, 2006 Speed limits increase from 35mph to 45mph on Olympic Parkway between 1-805 northbound ramps and Brandywine Avenue: The Commission concurred with staffs recommendation to establish a 45mph speed limit. This item was taken before the City Council on November 21, 2006. • August 10, 2006 First Avenue/Kearny Street All -Way Stop Control: The Commission denied the all -way stop and urged staff to work with the church to pursue the lease or purchase of the property to provide a second driveway for the school. They also asked that a crosswalk be installed, warning signs, and for the school to provide a safety patrol, as well as finance possible CMS signs. Staff will prepare an action item report to the City Council. City's right-of-way agenda will contact the owner of the property near the School/Church to pursue the leasing or purchase of the right-of-way needed to construct a second driveway for St. John's School. • September 19, 2006 (City Council) Lane Avenue/MacKenzie Creek Road Truck Route & All -Way Stop Control: The Commission concurred with staffs recommended all -way stop control as a temporary • measure to observe effectiveness. 12. Potential Upcoming Safety Commission Agenda Item 1. Request for time-limited parking along the 500 block of Vance Street 2. Request for all -way stop control at the intersection of Davidson Street and Landis Avenue OTHER BUSINESS 13. Commissioner Comments Commissioner Cochrane praised the Stop on Red campaign put out by City staff, and added that it's a hot issue with his neighbors who are happy that the City is taking it seriously. Commissioner Lopez mentioned that the residents at Canyon Drive contacted him and were very pleased to see an officer patrolling their area. Apparently the officers followed folks to their homes and issued tickets. Vice -Chair Liken thanked staff and Ms. Walters for providing the timer, to which Ms. Walters assured it would be brought to every meeting. The Vice -Chair felt that it kept people from going over the time, after it went off during the first speaker's testimony. 14.
