CALL TO ORDER
Meeting called to order at 6:00 p.m.

MSC to approve minutes from September 14, 2006 meeting. (5-0-1-1, Commissioner Moriarty abstains;

9. Report on the Traffic Conditions on Old Janal Ranch Road and the Request for Additional On -
street Parking on Olympic Vista Road
At the August 10, 2006 Safety Commission Meeting, Mr. Charles Bray, Ms. Kathleen Reid, and Ms. Terry
Perondi, spoke during Oral Communications regarding residential speeding and on -street parking
concerns on Old Janal Ranch Road. Staff was directed by the Commission to prepare a report and return
back to the Safety Commission with recommendations to address their concerns.
Brief presentation given by Acting Senior Civil Engineer Patrick Moneda.
Staff Recommendation: That the Safety Commission concur with staff's recommendation to:

• Post 25 mph speed limit signs and maintain occasional Police Speed Enforcement on Old Janal
Ranch Road.
• Modify the roadway striping for northbound Olympic Vista Road to provide on -street parking along
the easterly curb line of the road.

Commission Discussion: Chair Perrett suggested tabling item until later meeting.
MSUC (Liken/Moriarty) to move item to a later date, no sooner than January 2007. (7-0)
10. Request for Time -Limited Parking along Lazo Court
City staff received a letter from the general manager of Brunswick Premier Lanes (845 Lazo Court, Chula
Vista) concerning on -street parking of heavy trucks along Lazo Court and requesting that the City
establish time-limited parking along the roadway. Mr. Weber indicated that commercial trucks, trailers,
and other large vehicles consistently park along Lazo Court causing inconveniences to the customers of
adjacent businesses and degrading the appearance of the roadway. Tonight, the Safety Commission will
consider the establishment of four-hour time-limited parking along Lazo Court.
Staff Recommendation: That Safety Commission concur with staffs recommendation that the City
Council establish four-hour time-limited parking along Lazo Court and to update Schedule VI of the
register maintained in the office of the City Engineer to include this time-limited parking zone.

1. Bob Rutkowski, 3427 Winnetka Drive (Works at Brunswick Lanes)
a. Upset at truck drivers throwing trash in storm drain.
2. David Ratliff, 810 Lazo Court (Works at A-1 Storage)
a. Wants as little parking for trucks as possible.
Public Hearing Closed.
MSUC (Perrett/Majed) to concur with staffs recommendation. (7-0).
11. Report on Speed Limit Establishment on First Avenue between Palomar Street and the southern
terminus.
Per residents concern living on First Avenue near Prospect Avenue, staff has completed an Engineering
and Traffic survey on First Avenue between Palomar Street and southern end. Based on the results of this
speed survey and pursuant to the authority under the Chula Vista Municipal Code Section 10.48.020, city
staff has determined that the speed limit on First Avenue between Palomar Street and southern terminus
should be posted at 25 mph.
Staff Recommendation: That Safety Commission concur with staff's recommendation to recommend to
Council to post speed limit signs of 25 mph on First Avenue between Palomar Street and southern
terminus and to update Schedule X of the register maintained in the office of the City Engineer to include
this speed limit.

14. Action Summary Update/Staff Comments
• October 13, 2005
Speed Establishment at Rutgers Avenue: The Commission concurred with staffs
recommendation to establish a 35mph speed limit. This item will be taken to Council in the first
quarter of 2007.
• May 11, 2006
Speed limits increase from 35mph to 45mph on Olympic Parkway between 1-805
northbound ramps and Brandywine Avenue: The Commission concurred with staff's
recommendation to establish a 45mph speed limit. This item was taken before the City Council on
November 21, 2006.
• August 10, 2006
First Avenue/Kearny Street All -Way Stop Control: The Commission denied the all -way stop
and urged staff to work with the church to pursue the lease or purchase of the property to provide
a second driveway for the school. They also asked that a crosswalk be installed, warning signs,
and for the school to provide a safety patrol, as well as finance possible CMS signs. Staff will
prepare an action item report to the City Council. City's right-of-way agenda will contact the owner
of the property near the School/Church to pursue the leasing or purchase of the right-of-way
needed to construct a second driveway for St. John's School.
• September 14, 2006
East "J" Street/Via Escalante All -Way Stop Control: The Commission concurred with staffs
recommended all -way stop control as a traffic control measure, as well as to add additional red -
curb for sight distance. This all way stop was installed on September 22, 2006.
• September 19 2006 (City Council)
Lane Avenue/MacKenzie Creek Road Truck Route & All -Way Stop Control: The Commission
concurred with staff's recommended all -way stop control as a temporary measure to observe
effectiveness.

Avenue.
