Roll Call: Present: Chair White; Commissioners Gove, Willett, and Rosario Late: Commissioners AI-Ghafry and Lopez Absent: Vice -Chair Perrett Also present: Principal Civil Engineer, Frank Rivera Senior Civil Engineer, Lombardo DeTrinidad Associate Engineer, Patrick Moneda Administrative Secretary, Lindsey Walters 2. Pledge of Allegiance/Silent Prayer 3. Opening Statement None. 4. Approval of Minutes for December 8, 2005 Commissioners Gove and Willett complimented Ms. Walters on the minutes during her time on the Safety Commission. MSC (Willett/Lopez) to approve the minutes of December 8, 2005 as submitted. (4-0-1-2, Perrett absent) MEETING AGENDA 5. Oral Communications None. 6. Information Item: Neighborhood Traffic Management Study for the Southwestern College Estates Neighborhood Recently, staff received a request from Mr. Brian Lowe and Mr. Bill Wedge of 1771 and 1772 Ithaca Street, respectively, for an all -way installation at the intersection of Ithaca Street and Scripps Avenue. The residents feel that the area is becoming dangerous due to increasing vehicles speeding and cut -though traffic volumes along Ithaca Street. Tonight, staff is proposing to conduct a Neighborhood Traffic Management Study for the entire Southwestern College Estates area in order to identify any other neighborhood traffic concerns (in addition to the Ithaca Street issues) and prepare a traffic plan for effectively mitigating those concerns. Staff Recommendation: That the Safety Commission accept staffs report outlining the process for conducting a Neighborhood Traffic Management Study for the Southwestern College Estates Neighborhood. • MSC (White/Gove) to concur with staffs recommendation (6-0-1, Perrett absent) 7. Information Item: Neighborhood Traffic Management Study for the East J Street (east of Paseo Ranchero) and Via Escalante Corridor Recently, staff received a request from residents of Rancho del Rey, Andalucia area for the installation of an Safety Commission Minutes k; V January 12, 2006 Page 2 all way stop control at the intersection of East J Street and Via Escalante. The residents felt that increasing traffic volume and high speed of vehicles traveling along East J Street required the installation of the requested traffic control. This item was presented to the Safety Commission on December 8, 2005. After receiving public input regarding traffic conditions in the area, the Commission decided to table this item and 46 directed staff to perform a more comprehensive traffic study of this neighborhood. Tonight, staff is proposing to conduct a Neighborhood Traffic Management Study for the entire area contributing traffic to the East J Street (east of Paseo Ranchero) and Via Escalante corridor. This study will identify all traffic concerns that may be affecting this neighborhood and recommend a traffic plan for effectively mitigating these concerns. Staff Recommendation: That the Safety Commission accept staffs report outlining the process for conducting a Neighborhood Traffic Management Study for the East J Street (east of Paseo Ranchero) and Via Escalante corridor. MSC (Willett/Al-Ghafry) to concur with staff recommendation. (6-0-1, Perrett absent) 8. _Report on speed establishment at Stone Gate Street between Hunte Parkway and Adirondack Place On September 21, 2005 staff completed an Engineering and Traffic survey for Stone Gate Street. Based on the results of this speed survey and pursuant to the authority under the Chula Vista Municipal Code Section 10.48.020, city staff has determined that a 35 mph speed limit should be established on Stone Gate Street between Hunte Parkway and Adirondack Place. Staff Recommendation: That Safety Commission concur with staffs recommendation to recommend to Council to establish a 35 mph speed limit on Stone Gate Street between Hunte Parkway and Adirondack Place and that Schedule X of the register maintained in the office of the City Engineer be revised to include this established speed limit. MSC (AI-Ghafry/Willett) to concur with staff recommendation. (6-0-1, Perrett absent) , 9. Traffic Engineering CIP Proiect Update — December 2005 See attachment. 10. Traffic Accident Summary —November 2005 Sgt. Munch not in attendance, therefore this item was foregone. 11. Action Summary Update/Staff Comments December 8, 2005 Restripe Oleander Avenue from Tamarack Street to Main Street to narrow through lanes from 12 ft. to 11 ft. Install raised pavement markers on the edge line along both sides of the street from Tanoak Court to the south end of 1656 Oleander. Replace 100w lighting with 150w for STD street lights on Oleander: The Commission concurred with staffs recommended installation, and the work order was submitted on January 4, 2006. All -way stop at East J Street & Escalante: The Commission denied staffs recommended installation, and staff therefore initiated a traffic calming program in this neighborhood. 12. Potential Safety Commission Agenda Item 1) Request for All -Way Stop on East J Street and Paseo Del Cerro 2) Request for speed calming on Flower Street 0 3) Restriction of left and U-turns on East J Street and Carla Avenue 13. Commissioner Comments • • 0 S'�L ,SafetyvCommission Minutes January 12, 2006 Page 3 The Commission requested that in the future, it be given advance notice for any upcoming workshops. Commissioner Gove also voiced interest in participating with Potential Safety Commission Agenda Item #3. 14. Election of Chair and Vice Chair Chair: Robert White (re-elected) Vice -Chair: Majed AI-Ghafry Principal Civil Engineer Rivera reminded the Commission that these appointments will need to be voted on again in July, as the Elections have been postponed over the length of several meetings. ADJOURNMENT AT 6:50 P.M. to the next regularly scheduled meeting of March 9, 2006. Note: Some technical difficulty with recording equipment following meeting on January 12, 2006.
