HomeMy WebLinkAbout2005-06-09 SC MINUTESLf IV MINUTES OF A REGULAR MEETING OF THE CHULA VISTA SAFETY COMMISSION June 9, 2005 Council Chambers 6:00 p.m. Public Services Building CALL TO ORDER Meeting called to order at 6:00 p.m. 1. Roll Call: Present: Chair White; Vice -Chair Perrett; Commissioners AI-Ghafry, Gove, Rosario, and Lopez Absent: Commissioner Willet Also present: Samir Nuhaily, Sr. Civil Engineer Sgt. John Munch Florence Picardal, Recording Secretary Lindsey Walters, Recording Secretary MSC (White/Gove) to excuse the absence of Commissioner Willet (6-0-1). 2. Pledge of Allegiance/Silent Prayer 3. Opening Statement . Florence Picardal will no longer be the recording secretary, as she has moved onto the General Services Department. Her replacement will be Lindsey Walters, the Acting Administrative Secretary for the Engineering Department. 4. Approval of Minutes for May 12, 2005 MSC (Perrett/Gove) to approve the minutes of May 12, 2005 as submitted. (6-0-1) Willett absent. MEETING AGENDA 5. Oral Communications None. 6. Information Item — Proposed On -street Parking on Rancho Del Rey Parkway near Ayamonte Way (continued) Staff received a letter addressed to the City Council from Mr. Oscar Polster, 696 Ayamonte Way regarding parking issues on Ayamonte Way apparently caused by the Aspire -Encore Condominium Complex. He reported that a large number of condominium residents are parking their vehicles along Ayamonte Way due to insufficient parking facilities in the condominium complex. He requested that the City re -stripe Rancho Del Rey Parkway to provide on street parking adjacent to the condominium complex. This item was presented at the May 12, 2005 Safety Commission meeting where the Commission decided to continue this item to a following meeting and directed staff to contact the Condominium Home Owners Association and to report back to the commission on the on-site parking within the complex. Senior Civil Engineer Nuhaily gave a short presentation. Safety Commission Minutes June 9, 2005 k � Page 2 to Commission Discussion: Commissioner Gove asked whether a firm date had been set for the meeting with the Home Owner's Association. Senior Civil Engineer Nuhaily pointed out that they have been rather uncooperative, which has led to the need to extend this topic over several Commission Meetings. City Traffic Staff was also asked not to attend their board meeting last month. Their response has been surprising so far, and the hope of the Traffic Engineering section is to attend their next meeting during this month of June to try and resolve this issue. Commissioner Gove went on to point out that during her own assessment, of the 175 spaces, only 15 spaces were occupied. Commissioner Rosario, being a former resident of this area, had a different assessment, his drive by the area showed there to be quite a few cars parked on the street. There is no free parking for residents, other than their own garage. Commissioner Rosario also requested all Engineering data regarding the street for next month's meeting; slopes, number of accidents, etc. Senior Civil Engineer Nuhaily agreed that the information would be valuable. 7. Information Item — Follow-up to the Request for an All -Way Stop at the Intersection of Main Street and Jacqua Street. City Staff received a petition from the residents of Jacqua Street for an all -way stop installation at the intersection of Main Street and Jacqua Street. Staff conducted an all -way stop warrant study of the intersection and recommended to deny the installation. In staffs report, intersection enhancement improvements were recommended to help alleviate the concerns of these residents. This informational item was prepared to inform the Safety Commission of staffs actions pertaining to this location. Senior Civil Engineer Nuhaily gave a short presentation. 0 8. Request for Time -Limited Parking along Oleander Avenue. City Staff received a letter from Ms. Catherine Gray, 1142 Oleander Avenue, concerning issues about on - street parking along Oleander Avenue, and requesting time-limited parking along the west side of Oleander Avenue in front of the single-family residences. Apparently, employees of Greg Rogers Elementary School consistently park their vehicles along Oleander Avenue in front of these homes, causing inconveniences to the residents. Tonight, the Safety Commission will consider initiating the proceedings for the subject request and opening the public hearing for listening to comments from the public. Senior Civil Engineer Nuhaily gave a presentation on the subject. Commission Discussion: Chair White commented that the residents along Oleander make a decided statement by putting their trashcans out in such a way as to block anyone from parking along the street. Commissioner AI-Ghafry asked whether or not the community has spoken with the principal, prior to coming to the City of Chula Vista to resolve this. Senior Civil Engineer Nuhaily stated that the community has been trying to resolve this with the school for years. The school's response has been that there is adequate parking for everyone, and that a third parking lot was even added to accommodate these parking needs. The problem is that the attendants and teachers prefer to park on Oleander as opposed to these parking lots. Commissioner Gove commented that the school should want to be a good neighbor, and just tell it's staff not to park on the street. Chair White added that with all the cars parked along the street, the amount of is Safety Commission Minutes June 9, 2005 Page 3 space left for busses to pass through is very slim. Commissioner AI-Ghafry recommended bringing the principal in to this discussion. 9. Traffic Accident Summary — April 2005 ■ Accident and Citation Graphs Sergeant Munch gave a brief presentation. 10. Action Summary Update/Staff Comments No comments. 11. Potential Safety Commission Agenda Item Senior Civil Engineer Nuhaily stated more parking items would be brought before the Commission. The following are potential items: 1. Request for time limited parking — East Palomar Street near Santa Cora Avenue 2. All -way Stop at the intersections of: a. Marquette Road & Genevieve Avenue b. Genevieve Avenue & Chateau Court c. Creekwood Way & Chateau Court 3. Proposed All -way Stop at the intersection of First Avenue & Kearney Street 12. Staff Comments No comments. 13. Commissioner Comments Commissioner Rosario will be on vacation and will not attend next meeting. Senior Civil Engineer Nuhaily will be attending the next Commission meeting, but after that, Senior Civil Engineer Frank Rivera will be taking over.
