MINUTES OF A REGULAR MEETING
OF THE CHULA VISTA SAFETY COMMISSION
May 12, 2005 Council Chambers
6:00 p.m. Public Services Building
CALL TO ORDER
Meeting called to order at 6:00 p.m.
1. Roll Call:
Present: Chair White; Commissioners AI-Ghafry, Gove, Perrett, Rosario, and Willett
Absent: Commissioner Lopez
Also present: Samir Nuhaily, Sr. Civil Engineer; Lombardo de Trinidad, Civil Engineer; Police Sgt
John Munch; and Florence Picardal, Recording Secretary
MSC (White/Gove) to excuse the absence of Commissioner Lopez. (6-0-1, Lopez absent)

4. Approval of Minutes for April 14, 2005
MSC (Willett/Al-Ghafry) to approve the minutes of April 14, 2005 as submitted. (5-0-1-1, Perrett abstain;
Lopez absent)

6. Proposed On -street parking on Rancho Del Rev Parkway near Avamonte Wa
Staff received a letter addressed to the City Council from Mr. Oscar Polster, 696 Ayamonte Way regarding
parking issues on Ayamonte Way caused by the Aspire -Encore Condominium Complex. He reported that a
large number of condominium residents are parking their vehicles along Ayamonte Way due to insufficient
parking facilities in the condominium complex. He requested that the City re -stripe Rancho Del Rey Parkway
to provide on -street parking adjacent to the condominium complex.
Civil Engineer de Trinidad gave a short presentation.
Staff Recommendation: That the Safety Commission accept this report and concur with staffs
recommendation that Rancho Del Rey Parkway be re -striped to provide 16 on -street parking spaces adjacent
to the condominium complex.
Public hearing opened.

Commission Discussion: Co missioner Gove stated she was opposed to the on -street parking. She
pointed out this parking situation is sifilar to another item that came before the Safety Commission (Sheffield
Court). She visited the site and it ap7ared the condominium complex had adequate on-site parking, but a
number of those spaces were for g est parking. She suggested the condominium association be contacted
for possible release of guest pa k! spaces for resident use. Chair White and Commissioners Rosario, AI-
Ghafry, Willett and Perrett agree that the condo management should be notified to address the parking
issues.
Senior Civil Engineer Nuhaily larified the on -street parking would only be on the south side of Rancho Del
Rey Parkway. He also state&a' t staff is acting in a proactive measure in its response to this request. From
a technical standpoint, on -street parking is not a hazard. The focus of the report was to make more public
spaces available. °
MSC (AI-Ghafry/White) to continue this item, direct staff to contact the condominium management company
and, present additional options to the Commission. (6-0-1, Lopez absent)
7. All -Way Stop at the Intersection of Main Street and Jacqua Street
City Staff received a petition from the residents of Jacqua Street for an all -way stop installation at the
intersection of Main Street and Jacqua Street. The residents felt that the area was extremely dangerous due to
poor visibility on either direction of Main Street caused by parked vehicles. Speeding vehicles along Main
Street was also a concern for the residents coming out of Jacqua Street.
Sr. Civil Engineer Nuhaily gave a short presentation. The intersection does not meet the warrants for an all -
way stop. He stated that an all -way stop would have a negative impact. He also stated staff strongly believes
the proposed enhancements to this intersection would improve this intersection greatly.
Staff Recommendation: That the Safety Commission concur with staffs recommendation to:
a. Deny the installation of an all -way stop control at the intersection of Main Street and Jacqua Street.
b. Implement certain additional striping and signage, parking restriction, and landscaping modifications
for enhancing pedestrian and vehicular safety at the intersection of Main Street and Jacqua Street.

Commission Discussion: Commissioner AI-Ghafry stated that an all -way stop is not the solution. He
suggested the stop bar be repositioned closer to the intersection. He applauded staff for an excellent report
and being sensitive to the community's needs. Chair White, Commissioners AI-Ghafry and Gove all concurred

with staffs recommendation. Senior Civil Engineer Nuhaily stated that residents will be notified by mail of any
• upcoming improvements.
MSC (Gove/Willett) to concur with staffs recommendation; increase traffic enforcement; and notify petitioners
of modifications for enhancing pedestrian and vehicular safety. (6-0-1, Lopez absent)
8. Traffic Accident Summary - January 2005 -March 2005

9. Action Summary Update/Staff Comments
No comments.
10. Potential Safety Commission Agenda Item
Senior Civil Engineer Nuhaily stated more parking items will be brought before the Commission. The following
are potential items:
1. Time limited parking on Oleander south of Naples
2. Request for time limited parking - East Palomar Street near Santa Cora Avenue
3. All -way stop at the intersections of:
a. Marquette Road and Genevieve Avenue
b. Genevieve Avenue and Chateau Court
c. Creekwood Way and Chateau Court
11. Staff Comments
Sr. Civil Engineer Nuhaily commented on staffs efforts to reduce speeds on H Street, particularly between
Third and Hilltop. This segment has been restriped from four 12 -ft. lanes to five 10 -ft. lanes with the center
lane designated left turn only. A traffic study was conducted before and after the restriping. The after study
resulted in no fatal accidents due to the reduced speeds between Third and Hilltop. By reducing the lane
width to 10 ft., speeds have been reduced. Staff will be implementing the narrowing of lanes in other areas of
the City.
Commissioner AI-Ghafry stated that former Traffic Engineer Ralph Leyva introduced the narrow lane concept
approximately 4'/2 years ago.
12. Commissioner Comments
Commissioner Gove requested that the meeting packets be delivered on Friday to enable Commissioners to
visit the sites over the weekend.
Chair White stated he would be out of town on May 19th and would not be able to attend the Board and
Commissions Banquet.
