CALL TO ORDER
Meeting called to order at 6:00 p.m.

Present: Chair White; Commissioners AI-Ghafry, Gove, Lopez (arrived at 6:10 p.m.), Rosario,

6. All-Wav Stop at the Intersection of Lane Avenue and Stone Canvon Road
In March 2005, staff received a letter from Mr. Roy Boyko, 2574 Saddleback Street, requesting an all -way stop
installation at the intersection of Lane Avenue and Saddleback Street due to vehicle speeding concerns on
Lane Avenue. This is the second request received by the City for this location. At their April 13, 2000
meeting, the Safety Commission denied the request for the all -way stop installation. At the same hearing, the
City presented another all -way stop request for the intersection of Lane Avenue and Stone Canyon Road.
This location was determined to be more appropriate for an all -way stop. This location was also denied an all -
way stop installation. However, after 5 years have passed since previously studied, staff elected to re -study
the intersection of Lane Avenue and Stone Canyon Road for an all -way stop installation. In this new study, the
subject location was awarded a total of 26 out of a possible 100 points. A minimum of 45 points is required for
justifying an all -way stop installation.
Staff Recommendation: That the Safety Commission concur with staffs recommendation to deny the
installation of all -way stop control at the intersection of Lane Avenue and Stone Canyon Road and refer
the speeding issue on Lane Avenue to the Police Department for enforcement.

Commission Discussion: Discussion ensued with Chair White, Commissioners Rosario and Lopez voicing
their support of staffs recommendation. Commissioner AI-Ghafry commended staff on re -studying this
intersection, but was opposed to staffs recommendation and had the following concerns: rising traffic
volumes, increase in speeds, pedestrian volumes, segment should be looked at as residential vs. industrial,
and police enforcement. He stated all -way stops assign proper right-of-way, but can act as a traffic calming
device. He stated staff could look at reducing the lanes and have an exclusive right -turn lane necking down
the through movement, thus allowing for better sight visibility. Chair White stated he was in favor of a
consistent speed throughout the segment.

7. Report on decreasing the existing speed limit on "D" Street between Second Avenue and Third
Avenue
The portion of "D" Street between Second and Third Avenue serves mostly residential areas with a high
percentage of senior facilities. Section 22352. (2)(C) of the Vehicle Code establishes a prima facie speed limit
• of 25 mph for those streets passing along senior citizen facilities. Therefore, based on the provisions of the
California Vehicle Code, and pursuant to authority under the Chula Vista Municipal Code, the City Engineer
has prepared a Traffic Engineering Study, which recommends that the speed limit on that segment of "D"
Street be decreased from the existing 30 mph to 25 mph. In addition, staff considers that this measure will
significantly contribute to lower the rate and severity of accidents in this area (currently about twice of the state
rate for similar roads).
Staff Recommendation: That the Safety Commission concur with staffs recommendation to decrease the
existing speed limit on "D" Street between Second Avenue and Third Avenue from 30 mph to 25 mph, and that
Schedule X of the register maintained in the office of the City Engineer be revised to include this speed
reduction.

8. Traffic Accident Summary - October 2004 -February 2005
Agent Guthrie commented that citation stats are up and there have been no fatalities this year. He also
mentioned the San Diego Police Dept. Dragnet team which deals with racing problems provided training to our
officers.
9. Action Summary Update/Staff Comments
Senior Civil Engineer Nuhaily noted that since September there have only been six items brought before the
Commission. In the future, staff will be bringing forward different types of traffic issues to the Commission.
Staff hopes to more fully utilize the Commission's feedback and wisdom in the decision-making process.

10. Potential Safety Commission Agenda Item
The following two items are scheduled for the 5/12/05 meeting:
■ Request for time limited parking - East Palomar Street near Santa Cora Avenue
■ Request for on -street parking on Rancho Del Rey Parkway new Ayamonte Way
11. Staff Comments
Senior Civil Engineer Nuhaily stated that the Neighborhood Safety Program was budgeted for $70,000 in the
next fiscal year. Staff is proposing a revision to the Speed Hump Policy.
Police Agent Guthrie mentioned that the new DUI Enforcement Team could be scheduled to make a
presentation at a future meeting.
12. Commissioner Comments
Commissioner Gove asked for an example of the different issues that would be brought to the Commission.
Senior Civil Engineer Nuhaily stated one area is parking (removal/time limited). This is a sensitive issue and
would give a chance for the property owners to voice their opinions and be more participative in the process.
He stated the section receives an average of 20 citizen requests that require follow-up. Of the 20 requests,
there may be one that requires the Safety Commission's input. He stated that the Commission is an advisory
body and staff should draw advice from the Commission'.
Commissioner Gove asked if the City has an ordinance on long-term parking on public streets. Senior Civil
Engineer stated yes, it is in the Municipal Code. Discussion ensued on long-term parking.
Chair White applauded staff on the installation of the stop light at East Palomar by Veterans Park. He
congratulated the Chula Vista Police Department on their police memorial. He announced there will be a
Boards/Commissions banquet scheduled in mid-May.
