Roll Call: Present: Chair White; Commissioners AI-Ghafry, Lopez, Perrett, and Willett Absent: Commissioner Gove. Also present: Samir Nuhaily, Sr. Civil Engineer; Lombardo de Trinidad, Civil Engineer; Police Sgt. Munch; and Florence Picardal, Recording Secretary 2. Pledge of Allegiance/Silent Prayer 3. Opening Statement Opening statement read by Chair White. 4. Approval of Minutes for January 13, 2005 MSC (Willett/Lopez) to approve the minutes of January 13, 2005 as submitted. (5-1-1, Rosario abstain, Gove absent) MEETING AGENDA 5. Oral Communications None. 6. Decrease the Speed Limit on Moss Street from Industrial Blvd. to Broadway Based on provisions of the California Vehicle Code and pursuant to authority under the Chula Vista Municipal Code, the City Engineer has determined that, based on Traffic Engineering studies, the existing speed limit on Moss Street should be decreased from 35 mph to 30 mph between Industrial Blvd. and Broadway. Senior Civil Engineer Nuhaily gave a short presentation. He noted that the accident rate on this segment is more than three times higher than the State average. Staff Recommendation: That the Safety Commission concur with staff's recommendation to decrease this speed limit. Commission Discussion: Commissioners Rosario and AI-Ghafry asked if the lighting in the area was adequate. Senior Civil Engineer Nuhaily stated the lighting meets City standards. Commissioner AI-Ghafry asked staff to look into traffic calming measures such as added striping and 2 -way left -turn lanes. Both Commissioners Willett and AI-Ghafry stated that caution signs would be helpful. MSC (White/Willett) to concur with staff recommendation. Traffic Accident Summary -December 2004 Senior Civil Engineer Nuhaily stated that the overall accident rate is below the State's average. 8. Action Summary Update/Staff Comments Senior Civil Engineer Nuhaily stated that the overall accident rate is below the State's average. 9. Staff Comments Sgt. Munch stated that the City has received a DUI grant. A Police Officer and a Police Agent will be tasked with DUI enforcement. Part of that grant is the reduction of alcohol-related accidents as well as the increase in alcohol-related arrests. The kickoff will be a DUI checkpoint on St. Patrick's Day. Senior Civil Engineer Nuhaily stated that the Police Dept. and Engineering are working together on a Neighborhood Safety Program. $100,000 in funding is proposed in next year's Capital Improvement Program. 10. Commissioner Comments Commissioner Willett suggested that staff submit an article to the Star News on the reduction of traffic accidents in the City. He also asked staff to provide Southwestern College with the accident summary for inclusion in their public information update. Commissioner Perrett asked staff for an update on the Olympic Parkway/Orange Avenue on/off ramps. Sr. Civil Engineer Nuhaily stated that the overall project is scheduled to be completed by the end of the year. The K -rails will be moved back in April and the barriers will not b removed until the shoulder improvements are in place.
