MINUTES OF A REGULAR MEETING
OF THE CHULA VISTA SAFETY COMMISSION
August 12, 2004 Council Chambers
6:00 p.m. Public Services Building
CALL TO ORDER
Meeting called to order at 6:00 p.m.
1. Roll Call:
Present: Chair White; Commissioners Gove, Lopez, Perrett, and Rosario
Absent: Commissioners Willett
Also present: Jim Newton, Civil Engineer; Police Sgt. Arsenault; and Florence Picardal, Recording

3. Opening Statement
Opening statement read by Chair White.
4. Approval of Minutes for November 13, 2003, April 8, 2004, and MaT13, 2004
The minutes of November 13, 2003 could not be approved because there was no quorum. (Member Gove an
Rosario abstaining - Member Willett absent.)
MSC (Perrett/Gove) to approve the minutes of April 8, 2004 (4-0-1-1, Willett absent, Lopez abstain)
The minutes of May 13, 2004 could not be approved because there was no quorum. (Member White and
Rosario abstaining - Member Willett absent.)
MEETING AGENDA
5. Oral Communications
None.
6. Proposed All -Way Stop at the Intersection of Tierra del Rev and Amena Court
City staff received a request from a citizen for an all -way stop at the intersection of Tierra del Rey and Amena
Court and is forwarding this report to the Safety Commission for consideration. Civil Engineer Newton gave a
brief overview and Powerpoint presentation.
Staff Recommendation: That the Safety Commission concur with staffs recommendation to install an all -
way stop control at the intersection of Tierra del Rey and Amena Court.
There were no public comments.
Commission Discussion: Commissioner Perrett stated that based on the bad sight distance on Amena
Court and high number of vehicle entering/existing the gym parking lot he supported staffs recommendation.
Chair White agreed with Commissioner Perrett and also supported staffs recommendation.
MSC (Perrett/Lopez) to concur with staff recommendation. (5-0-1, Willett absent)

0 8. Traffic Accident Summary - March 2004 through June 2004
Sgt. Arsenault stated he had nothing to add to the summaries, but had an update on the Traffic Safety
Program whose grant funding ends December 2004. Officer Cummings, who was hired under this grant, gave
presentations to over 12,000 high school/college students, military, driver's education, Border Patrol, and
police officers. She also provided 9 hours of DUI training to all the police officers in the department. The
department sent 25-30 officers to radar and laser school. With all this additional training, there has been a
48% increase in traffic citations in the last two years. This program also expanded into the area of public
awareness. Yard signs, literature, and key chains were distributed to the community to increase public
awareness. She conducted 31 special operations that dealt with DUI/seat belt enforcement and stop
sign/speed details. Chula Vista was involved with a corridor grant with California Highway Patrol and other
South Bay agencies. This grant will also be ending soon. These jurisdictions have experienced a 61%
decrease in overall DUI fatality/injury accidents. We will be receiving a new grant in 2005 in the amount of
$451,000. This three-year grant will pay for two full-time officers. These officers will do DUI enforcement
exclusively.
9. Action Summary Update/Staff Comments
Civil Engineer Newton had no other comments.
10. Election of Chair and Vice Chair
MSC (Perrett/Gove) to nominate Bob White for Chair. (4-0-1-1, White abstain, Willett absent)
MSC (Gove/White) to nominate Mark Perrett for Vice Chair. (4-0-1-1, Perrett abstain, Willett absent)
11. Staff Comments
• Copies of the Basic Speed Law were included with the Commissioner's folders. Chair White asked that this
document be kept in the Commission folders.
12. Commissioner Comments
Chair White stated that the new Commissioner is Majed AI-Ghafry (previously with Chula Vista Traffic
Engineering). He will be sworn in at the August 24, 2004 Council meeting.
