Roll Call: Present: Chair White; Commissioners Acton, Gove, Perrett, Rosario, and Willett Absent: Commissioner Lopez Also present: Jim Newton, Civil Engineer; Patrick Moneda, Assistant Civil Engineer; Police Agent Guthrie; and Dolly Hicks, Recording Secretary MSC (Acton/Gove) to excuse the absence of Commissioner Lopez (6-0-1, Lopez absent) 2. Pledge of Allegiance/Silent Prayer 3. Opening Statement Opening statement read by Chair White. 4. Approval of Minutes for November 13, 2003 and January 8, 2004 MSC (Willett/Acton) to approve minutes of November 13, 2003 as corrected. (5-0-1-1, Gove abstain, Lopez absent) • MSC (Willett/Perrett) and January 8, 2004 as submitted. (5-0-1-1, Acton abstain, Lopez absent) MEETING AGENDA 5. Oral Communications None. 6. Report on Request for an All -Way Stop at the Intersection of Oxford Street and Tobias Drive On October 29, 2003, Traffic Engineering staff received a letter from Mr. Richard R. Crider of 1286 Tobias Drive requesting the installation of an all -way stop at the intersection of Oxford Street and Tobias Drive due to limited sight distance and to improve traffic flow at the intersection. Mr. Newton gave a brief report and a Powerpoint presentation was shown. No calls from the public were received on this item. Staff Recommendation: That the Safety Commission concur with staff's recommendation to install an all - way stop control at the intersection of Oxford Street and Tobias Drive based on the intersection receiving a total of 46 points out of a possible 100 points, where 45 minimum points are required to justify the installation of all -way stop control. Public hearing opened. The following person spoke in opposition to staffs recommendation: 1. Don Roth, 1226 Tobias Dr., Chula Vista, CA Public hearing closed. Safety Commission Minutes March 11, 2004 Page 2 Commission Discussion: Commissioner Acton asked staff if any calls were received on this item. Mr. Newton stated no calls from the public were received. Both Chair White and Commissioner Perrett concurred with staffs recommendation. MSC (Acton/Willett) to concur with staffs recommendation. (6-0-1, Lopez absent) 7. Report on Proposed 1 -Hour Time Limited Parking on East Palomar Street East of Monarche Drive/Santa Rita The City's Planning Division has requested that the 59 diagonal parking spaces on the south side of East Palomar Street from Monarche Drive/Santa Rita to Monarche Drive/Santa Andrea Street be restricted to 1 - hour time limited parking to improve the availability of short term parking for patrons of the Heritage Town Center development. Mr. Newton gave a brief report and a Powerpoint presentation was shown. Commissioner Willett stated that the "Parking" sign (for parking behind the businesses) should be larger to make it more visible to motorists. Chair White asked staff how they determined the time-limited parking recommendation of 1 hour. Mr. Newton responded that Engineering and Planning staffs looked at four options: 20 -minute loading zone, 20 -minute parking, 1 -hour parking, and 4 -hour parking. The businesses wanted a 20 -minute loading zone; staff recommended the 1 -hour parking due to the medical center and restaurants nearby. Staff Recommendation: That the Safety Commission concur with staff to recommend to City Council that 1 - hour time limited parking be installed on the south side of East Palomar Street from Monarche Drive/Santa Rita to Monarche Drive/Santa Andrea Street. Thereafter, Schedule VI of the register maintained in the office of the City Engineer will be revised to include this parking restriction. Public hearing opened. The following persons spoke in opposition to staffs recommendation, but supported 20 -minute parking: 1. Kristin Nason, Heritage Park Cafe - Heritage Town Center 2. Zachary Golson, Postal Connections - Heritage Town Center 4. Robert LaFave, Fairlane Cleaners - Heritage Town Center 5. Anthony Nguyen, Nail Time & Spa - Heritage Town Center The following person spoke in favor of staffs recommendation and also supported 20 -minute parking. 1. Cheryl Hradecky, Curves - Heritage Town Center Public hearing closed. Commission Discussion: Commissioner Acton asked which properties were within City right-of-way. Mr. Newton stated that all the parking on East Palomar Street is within the City right-of-way, the parking behind the businesses are on private property. He stated the Planning Dept. is working with Sharp Rees-Stealy on requesting their employees to use the back parking lot. Commissioner Acton asked if there were enough Police personnel for parking enforcement. Agent Guthrie stated they currently have only one Parking Control Officer. Commissioner Willett suggested that this item be postponed and have the Planning Dept. come back with the a report on the parking located in back of the businesses. He stated he would support a recommendation of 10 or 20 -minute parking. Commissioner Acton expressed concern about postponing the item because of the impact on the current businesses. Commissioner Gove agreed with Commissioner Acton and suggested the entire street (59 parking spaces) be 20 -minute time limited parking. Commissioner Perrett supported the 20 -minute parking in front of the businesses, but not in front of the medical offices. Chair White asked staff to notify all residents if this item goes to Council or comes back to the Safety Commission. Safety Commission Minutes March 11, 2004 Paae 3 MSC (Gove/Acton) to not concur with staff recommendation and to recommend to City Council that 20 - minute time limited parking be installed on the south side of East Palomar Street from Monarche Drive/Santa Rita to Monarche Drive/Santa Andrea Street. (6-0-1, Lopez absent) MSC (Willett/Perrett) for the Planning Dept. to forward a report to the Safety Commission on the parking located in the back of the businesses of the Heritage Town Center. (6-0-1, Lopez absent) Commissioner Gove clarified that an item goes to Council if the Safety Commission does not concur with staff recommendation and urged all the public speakers tonight that they attend the Council meeting when this item is scheduled. Cheryl Hradecky, Curves - Heritage Town Center (from the audience) commented that she spoke in support of her fellow businesspersons who had in/out businesses and would prefer the 20 -minute parking, but there were other businesses (such as hers) that would prefer the 1 -hour limit. 8. Report on decreasing the existing speed limit on Albany Avenue between Orange Avenue and Main Street Based on the provisions of California Vehicle Code Section 40803, and pursuant to authority under Chula Vista Municipal Code Section 10.48.020, the City Engineer has determined that, based on a Traffic Engineering Study, the speed limit on Albany Avenue between Orange Avenue and Main Street should be decreased from the existing 30 mph limit to 25 mph. Mr. Newton gave a brief report and a Powerpoint presentation was shown. Staff Recommendation: That the Safety Commission concur with staffs recommendation to decrease the existing speed limit on Albany Avenue between Orange Avenue and Main Street to 25 mph. Thereafter, Schedule X of the register maintained in the office of the City Engineer will be revised to include this speed reduction. • MSC (Willett/Acton) concur with staffs recommendation to and also look at the signage in the immediate vicinity for proper placement. (6-0-1, Lopez absent) 9. Report on establishina a 25 mph speed limit on Paseo Del Rev between East "H" Street and Lazo Court Based on the provisions of California Vehicle Code (CVC) Section 22357 and 22358 and pursuant to authority under Chula Vista Municipal Code (CVMC) Section 10.48.020, the City Engineer has determined that a 25 mph speed limit be established on Paseo Del Rey between East "H" Street and Lazo Court. Mr. Newton gave a brief report and a Powerpoint presentation was shown. Commission Willett concurred with staff recommendation and suggested a warning sign be installed. Chair White stated that he also concurred with staff recommendation. On a personal note, he stated heading down towards Lazo Court it would be helpful if there were warning signs. Commissioners Perrett and Acton also concurred with staff recommendation. Staff Recommendation: That the Safety Commission concur with staffs recommendation to establish a 25 mph speed limit on Paseo Del Rey between East "H" Street and Lazo Court. Thereafter, Schedule X of the register maintained in the office of the City Engineer will be revised to include this established speed limit. MSC (Willett/Perrett) to concur with staff recommendation and also look at the signage in the immediate vicinity for possible placement of warning signs. Traffic Accident Summary -December 2003 Chair White commended Police staff on using timeline/historical graphs for accidents/citation/population. Agent Guthrie stated that staff is still awaiting statistics from the Dept. of Motor Vehicles (DMV) which will make the summaries even more informative. 11. Action Summary Update/Staff Comments None. 12. Staff Comments None. 13. Commissioner Comments Commissioner Willett thanked staff on the traffic accident graphs. He stated traffic is continuing to grow and in California there are now 2.8 cars per registered drivers. Chair White requested new binders for all members. Commissioner Acton commented there were many unlicensed drivers on the road and how does that factor in doing accident statistics? Agent Guthrie responded that if a person is caught in California driving without a license, suspended license, drag racing, exhibitionist speed, or reckless driving, the car is impounded for 30 days. He has statistics on how many unlicensed drivers there are in San Diego County and will provide the report at the next meeting. 0 Chair White welcomed the newest Safety Commissioner, Angel Rosario, and Dolly Hicks, filling in for Florence Picardal (Recording Secretary). He asked that the roster list be updated (back of binders). Commissioner Gove commented that she had some reservation on the motion made for Item 7. She neglected to consider there were two other businesses that were not in/out businesses. She stated she would like to modify the motion to have a combination of 20 -minute and 1 -hour parking. Commissioner Willett stated that the action could not be modified since the public hearing for the item was closed. Discussion ensued regarding having a combination of 20 -minute and 1 -hour parking. The Commission agreed that combination time-limited parking would better serve the businesses. Chair White requested the item be brought to City Council as soon as possible (before the next Safety Commission meeting). Mr. Newton stated staff would schedule the item for the next Council meeting and modify staffs recommendation to include a combination of 20 -minute and 1 -hour parking, which Safety Commission now supports. Also, the item would be reviewed by the City Attorney's office to ensure the proper course of action is followed. The Safety Commission and residents would be notified when the item is scheduled for Council. ADJOURNMENT AT 7:25 P.M. to the next regularly scheduled meeting of April 8, 2004.
