Roll Call: Present: Chair White; Commissioners Gove, Lopez, Perrett, and Willett Absent: Commissioner Acton Also present: Majed AI-Ghafry, Civil Engineer; Police Agent Guthrie; and Florence Picardal, Recording Secretary MSC (White/Lopez) to excuse the absence of Commissioner Acton (5-0-1, Acton absent) 2. Pledge of Allegiance/Silent Prayer 3. Opening Statement Opening statement read by Chair White. 4. Approval of Minutes for November 13, 2003 Minutes were not available. MEETING AGENDA 5. Oral Communications None. 6. Report on Request for an All -Way Stop at the Intersection of Camino Elevado and Ridgeview Way On September 22, 2003, the City Council received a letter from Ms. Adriana Escobedo of 1188 Calle Florecita requesting the installation of stop signs on Ridgeview Way at Camino Elevado due to limited sight distance at the intersection. Staff has investigated the request and is forwarding this report to the Safety Commission for consideration. Mr. AI-Ghafry stated that 1 call was received in opposition to staff's recommendation. A Powerpoint presentation was shown. Staff Recommendation: That the Safety Commission concurs with the following recommendations: ■ To waive the minimum 45 point requirement for installation of all -way stop control and install an all -way stop at the intersection of Camino Elevado and Ridgeview Way based on the intersection meeting the warrant for "Unusual Conditions" at 100%. ■ That the northbound direction of Ridgeview Way be posted with a 25 mph speed limit sign and pavement legend to better inform drivers of the speed limit in this area. Commissioner Willett asked about the vegetation along the site. Mr. AI-Ghafry stated the property owners will be notified to trim their shrubs. Commissioner Perrett asked where the school bus stop was located. Mr. AI- Ghafry stated the bus stop is not marked and is located on Camino Elevado. • Public hearing opened. Steve Starboard, 1324 Ridgeview Way, Bonita, CA The following person spoke in opposition to staffs recommendation: 1. James H. Johnson, 424 Stoneridge Ct., Bonita, CA Public hearing closed. Commission Discussion: Commissioner Gove and Willett stated they were in support of staffs recommendation. Chair White stated he also supported staffs recommendation. Mr. AI-Ghafry stated that if this is item is approved, staff will also look into installing advance warning signs for the stop at the uphill approaches. MSC (Gove/Willett) to concur with staffs recommendation. (5-0-1, Acton absent) Item 8 was taken out of order. 8. Information item on all -way stop at Third Ave. and North Glover Ave. On December 2, 2003, an all -way stop study was completed for the intersection of Third Avenue and N. Glover Avenue. The study indicated that an all-way'stop installation is warranted at this intersection based on the intersection receiving 46 points out of a possible 100 points, where 45 minimum points are required to warrant an all -way stop. Also, the intersection satisfied the Traffic Volume warrant at 100%, which is cause to consider the installation of all -way control even if the 45 point minimum requirement had not been met. Safety Commission input was requested in this manner due to time constraints requiring immediate action to initiate construction changes to the recently signed improvement plans for the new shopping center currently under • construction on the south side of Third Avenue at North Glover Avenue. The Safety Commission members did not express any objection to the proposed installation. The City has forwarded the signing and striping design for the all -way stop to the Engineer of Work for the new shopping center. The all -way stop installation will be incorporated into the construction work for the shopping center as a change order to the project. Installation of the all -way stop will improve vehicle access to the new shopping center and eliminate conflicts between traffic on Third Avenue and traffic using the shopping center entrance. The all -way stop will also improve access to the shopping center for pedestrians crossing Third Avenue from the senior housing complex, Canterbury Court, located nearby. Therefore, staff recommends that the Safety Commission concur with staff to install all -way stop control at the intersection of Third Avenue and N. Glover Avenue. Staff also recommends that crosswalks be installed on the westbound and southbound approaches to the intersection. No crosswalk would be provided on the eastbound approach due to heavy eastbound -to -northbound left turning traffic (heading to the Department of Motor Vehicles office at N. Glover Avenue and C Street) and due to heavy southbound -to -westbound right turning traffic (heading to the SR -54 interchange along N. Fourth Avenue). No crosswalk will be needed crossing the northbound approach because the shopping center entrance is an alley type driveway that is significantly narrower than the southbound approach on N. Glover Avenue. Mr. AI-Ghafry stated that 2 calls were received, 1 in favor and 1 against. Public hearing opened. The following person spoke in favor of the all -way stop, but was against removal of on -street parking. 1. Safety Commission Minutes January 8. 2004 Paae 3 • Commission Discussion: Chair White asked if on -street parking would be removed. Mr. AI-Ghafry stated that the original plan called for the removal of the on -street parking. The new plans are revised to keep the on -street parking on the north side. 7. Report on establishing a 50 mph speed limit on Olympic Parkway between La Media Road and Hunte Parkway Based on the provisions of Division 11 -Chapter 7 -Article 1 (Sections 22348 thru 22366) and Division 17 - Chapter 3 -Article 1 (Sections 40800 thru 40808) of the California Vehicle Code (CVC), and pursuant to authority under Chula Vista Municipal Code Section 10.48.020, titled "Established Speed Limits In Certain Zones", the City Engineer has determined that, in the Interest of minimizing traffic hazards and for the promotion of public safety, the speed limit on Olympic Parkway between La Media Road and Hunte Parkway be established at 50 mph. Staff Recommendation: That the Safety Commission recommend that the City Council adopt an ordinance establishing a 50 mph speed limit on Olympic Parkway between La Media Road and Hunte Parkway. MSC (PerrettNVillett) to concur with staffs recommendation. (5-0-1, Acton absent) 9. Traffic Accident Summary - October 2003 and November 2003 No comments from staff. Commissioner Willett asked that the number of vehicles be included in the summary. Also, if the summary were presented in a graph format along with population figures, it would be more informative. 10. Action Summary Update/Staff Comments • Mr. AI-Ghafry clarified that the item "Establishing the 50 mph on Olympic Parkway between Brandywine and La Media", the contractor is working on this item and hopefully will be installed soon. 11. Staff Comments Mr. AI-Ghafry announced that he has accepted the position of City Engineer with the City of Lemon Grove and this would be his last Safety Commission meeting. 12. Commissioner Comments Chair White and Commissioners Lopez, Willett, and Perrett congratulated Mr. AI-Ghafry on his promotion.
