CALL TO ORDER
Meeting called to order at 6:04 p.m.
1. Roll Call:
Present: Vice Chair Acton; Commissioners Gove, Lopez, Perrett, and White
Absent: Chair McAlister and Commissioner Willett
Also present: Majed AI-Ghafry, Civil Engineer; and Florence Picardal, Recording Secretary

4. Approval of Minutes for May 8, 2003
MSC (White/Perrett) to approve the minutes of May 8, 2003 as submitted. (3-0-2-2, Gove and Lopez abstain,
• McAlister and Willett absent)

6. Report on establishing a 35 mph speed limit on Clubhouse Drive between Hunte Parkway and
North/South Creekside Drive.
Based on the provisions of Division 11 -Chapter 7 -Article 1 (Sections 22348 thru 22366) and Division 17 -
Chapter 3 -Article 1 (Sections 40800 thru 40808) of the California Vehicle Code (CVC), and pursuant to
authority under Chula Vista Municipal Code Section 10.48.020, titled "Established Speed Limits In Certain
Zones", the City Engineer has determined that, in the interest of minimizing traffic hazards and for the
promotion of public safety, the speed limit on Clubhouse Drive between Hunte Parkway and North/South
Creekside Drive be established at 35 mph. This speed limit will be added to Schedule X of the register
maintained in the Office of the City Engineer.
Mr. AI-Ghafry presented the report. He stated that only 1 call was received from an anonymous caller who
was against the 35 mph speed limit.
Staff Recommendation: That the Safety Commission recommend that the City Council adopt an ordinance
establishing a 35 mph speed limit on Clubhouse Drive between Hunte Parkway and North/South Creekside
Drive. Thereafter, Schedule X of the register maintained in the Office of the City Engineerwill be amended to
include the established speed limit on this portion of the aforementioned roadway.
MSC (Perrett/White) to concur with the staff recommendation to recommend that the City Council adopt an
ordinance establishing a 35 mph speed limit on Clubhouse Drive between Hunte Parkway and North/South

7. Report on establishing a 45 mph speed limit on Hunte Parkway between South Greensview
Drive/Oak Springs Drive and Olympic Parkway
Based on the provisions of Division 11 -Chapter 7 -Article 1 (Sections 22348 thru 22366) and Division 17 -
Chapter 3 -Article 1 (Sections 40800 thru 40808) of the California Vehicle Code (CVC), and pursuant to
authority under Chula Vista Municipal Code Section 10.48.020, titled "Established Speed Limits In Certain

8. Report on decreasinq the existing speed limit on Third Avenue between "G" Street and "H" Street
Based on the provisions of California Vehicle Code Sections 22352, 22358 and 40802 and pursuant to
authority under Chula Vista Municipal Code Section 10.48.020, the City Engineer has determined that the
speed limit on Third Avenue between "G" Street and "H" Street be decreased from the existing 35 mph limit to
25 mph.
Mr. AI-Ghafry presented the report. He stated that one call was received against the decrease in speed limit.
Staff Recommendation: That the Safety Commission concur with staff s recommendation to decrease the
existing speed limit on Third Avenue between "G" Street and "H" Street to 25mph, and that Schedule X of the
register maintained in the office of the City Engineer be revised to include this speed reduction.
Public hearing opened.
The following person spoke in favor of staffs recommendation:
Jack Blakely, 272 Third Avenue, Executive Director of Chula Vista Downtown Business Association.
Public hearing closed.
MSC (Gove/White) to concur with staff recommendation to decrease the existing speed limit on Third Avenue
between "G" Street and "H" Street to 25mph, and that Schedule X of the register maintained in the office of the
City Engineer be revised to include this speed reduction. (5-0-2, McAlister and Willett absent)
9. Information item on all -way stop at Santa Cora Ave. and Bridlevale Rd.
In January of 2003, staff received a letter from Mr. Steven Stingl requesting installation of an all -way stop at
the intersection of Santa Cora Ave. and Bridlevale Road. At the Safety Commission meeting of March 13,
2003, staff presented an oral report regarding this request. During the oral presentation staff indicated that
this intersection was a good candidate for an all -way stop installation and that an all -way stop warrant study for
• this location could be waived in order to install an all -way stop at Santa Cora Ave. and Bridlevale Rd. based on
the following:

• If the area had been a new subdivision under construction, an all -way stop would have been installed
at this location as part of the improvement plan construction process.
• The requested all -way stop only affects the residents of the Lomas Verdes Development, and those
residents are the ones requesting said installation.
• At the March 25, 2003 meeting of the Board of Directors of the McMillin Lomas Verdes Master
Association, the Board voted to endorse the stop sign installation at this intersection.
Staff Recommendation: That the Safety Commission concur with staff to install an all -way stop at the
intersection of Santa Cora Ave. and Bridlevale Road.
Public hearing opened.

Steve Stingl, 1718 Bridlevale Road, Chula Vista.
Public hearing closed.
Mr. AI-Ghafry stated that no calls were received on this item. If the Safety Commission concurs with staff
recommendation to install the all -way stop, signs would be posted to notify the residents of the upcoming
traffic pattern change.
MSC (Lopez/White) to concur with staff recommendation to install an all -way stop at the intersection of Santa
Cora Ave. and Bridlevale Road. (5-0-2, McAlister and Willett absent)
10. Traffic Accident Summary - April 2003 and May 2003
No comments.
11. Action Summary Update/Staff Comments
Commissioner Gove asked about the status of the E Street/Corte Maria flashing beacons. Mr. AI-Ghafry
stated that the flashing beacon project was submitted in the upcoming Capital Improvement Project Program,
but was not included in the budget. Staff is actively pursuing grants for this project.
12. Election of Chair and Vice Chair
MSC (White/Lopez) to table this item to the next regular scheduled meeting. (5-0-2, McAlister and Willett
absent)
MSC (Acton/Gove) to have a summer hiatus for the month of August and schedule the next regular meeting
for September 11, 2003. (5-0-2, McAlister and Willett absent)
13. Staff Comments
None.
14. Commissioner Comments
Commissioner Gove requested staff look into speeding issues at the intersection of Landis/E Street. She
suggested a lower speed limit or a warning sign with flashing lights for pedestrians. She stated there were
many older pedestrians that cross mid -block, there was a recent fatality, and would like staff to study this
intersection. She stated she would also like to a speed study on Bonita Road/E Street from Flower to
Broadway.
Commissioner White asked if the City was looking into traffic cameras similar to the ones in San Diego. Mr.
AI-Ghafry stated that the Police Department is working on a proposal

Vice Chair Acton stated the traffic congestion on "H" Street from Broadway to Hilltop was very heavy and
asked who was in charge of traffic control. Mr. AI-Ghafry stated that the City has two projects currently
underway at that location — a pavement rehab project and restriping changes to add a two-way left turn. He
stated that the contractors submitted a traffic control plan and should be complying with that plan. He stated
staff will consult with the City inspectors to ensure the contractors are in compliance.
