OF THE CHULA VISTA SAFETY COMMISSION
February 13, 2003

CALL TO ORDER
Meeting called to order at 6:02 p.m.

4. Approval of Minutes for September 12, 2002 and January 9, 2003
MSC (Acton/White) to approve minutes of September 12, 2002 as submitted (4-0-0-3, McAlister, White, and
Willett abstain)
January 9, 2003 minutes to be approved at the next meeting.

5. Oral Communications
Hans Dieben, 7 Oxford Street, Chula Vista, requested adjustment of the traffic signal bicycle sensors located
east of 1-805 (specifically, H St. westbound, left on Rutgers/Hunte Parkway southbound left on Otay Lakes
Road/Olympic Parkway westbound left on Brandywine/Otay Lakes Road westbound left on St. Pauley).
Chris Herman, 963 Hilltop, Chula Vista, requested installation of turn signals at the intersection of "L"
Street/Hilltop.
6. Report on Study for an All -Way Stop at the Intersection of Surrey Drive and Mustang Place
On August 8, 2002, staff submitted a report to the Safety Commission regarding Traffic issues on Surrey
Drive. On November 14, 2002, a status report was sent to the Safety Commission to summarize the
improvements installed on Surrey Drive subsequent to the meeting of August 8, 2002. During the public
hearing, some representatives of the Surrey Drive neighborhood requested that Surrey Drive and Mustang
Place be studied to evaluate the need for an all -way stop installation as a traffic calming measure due to the
potential presence of school-age children crossing Surrey Drive to attend Ella B. Allen/Ann Daly Elementary
School.
Mr. Moneda presented the report and Powerpoint Presentation. He stated that 12 calls were received, 3 in
favor and 9 opposed to the all way stop.

Staff Recommendation: That the Safety Commission concur with staffs recommendation to deny the
installation of All -Way Stop Control at the intersection of Surrey Drive and Mustang Place based on the
evaluation of the location with respect to pedestrian activity and based on the intersection receiving a total of 8
points out of a possible 100 points, where 45 minimum points are required to justify the installation of all -way
stop co° trot.

The following persons spoke in favor of staff recommendation:

Public hearing closed.
Commission Discussion: Commissioner White and Acton both stated they concurred with staff
recommendation. Commissioner Perrett also concurred with staff and added that the speed hump option be
studied further. Chair McAlister added that other traffic calming measures should be studied to address the
speeding issue.

the intersection of Surrey Drive and Mustang Place (7-0)
7. Report on Request for an All -Way Stop at the Intersection of Hilltop Drive and Moss Street
• On November 18, 2002, staff received a telephone call from Chula Vista resident Anthony Demich regarding
traffic issues on Hilltop Drive between L Street and Naples Street. The resident requested that an all -way stop
control be installed somewhere along this segment of Hilltop Drive, specifically mentioning Hilltop Drive and
Moss Street as a candidate for consideration of an all -way stop. Staff has investigated the intersection of
Hilltop Drive and Moss Street.
Mr. Moneda presented the report and Powerpoint Presentation. He stated that 12 calls were received
opposing the installation of an all -way stop.
Staff Recommendation: That the Safety Commission concur with staffs recommendation to deny the
installation of All -Way Stop Control at the intersection of Hilltop Drive and Moss Street based on the
intersection receiving a total of 17 points out of a possible 100 points, where 45 minimum points are required
to justify the installation of all -way stop control.
Public hearing opened.
The following persons spoke in favor of staff recommendation:

4. Mr. Ardagna, 1120 Second Avenue, Chula Vista
The following persons spoke in opposition to staff recommendation:
1. Anthony Demich, 16 Angela Lane, Chula Vista
2. Maureen Moreno, 1037 Hilltop Drive, Chula Vista

• Commission Discussion: Commissioner Willett requested that staff include a larger visibility area in the
photos taken for the Powerpoint presentations. Commissioner White stated he concurred with staff
recommendation. Commissioner Acton requested more Police presence in the area. Chair McAlister asked
Agent•Guthrie about speed enforcement at this location. Agent Guthrie stated speed enforcement was
conducted that day and no citiations were issued. He stated that the speed trailer could be set up at this
location.'
MSUC (White/Acton) to concur with staffs recommendation to deny the installation of All -Way Stop Control at
the intersection of Hilltop Drive and Moss Street. (7-0)
8. Report on request for an All -Way Stop at the intersection of Fifth Avenue and Flower Street.
On December 3, 2002, staff received a letter from Ms. Carrie Bonillas, manager of the Brightwood
Apartments, regarding traffic issues at the intersection of Fifth Avenue and Flower Street. Ms. Bonillas stated
that there had been several accidents at the subject intersection that, with an elementary school a block away,
many children use Fifth Avenue to walk to and from school and that many motorist drive over the posted
speed. Ms. Bonillas requested that two more stop signs be installed to make Fifth Avenue and Flower Street
an all -way stop.
Mr. Moneda presented the report and Powerpoint Presentation. He stated that 2 calls were received, one in
favor and one against the installation of an all -way stop.
Commissioner Gove stated she would be abstaining from this item due to the close proximity of her residence
Staff Recommendation: That the Safety Commission concur with staffs recommendation to install the All -
Way Stop Control at the intersection of Fifth Avenue and Flower Street based on the intersection receiving a
total of 75 points out of a possible 100 points, where 45 minimum points are required to justify the installation
• of all -way stop control.
Public hearing opened.
The following persons spoke in favor of staff recommendation:

Commission Discussion: Commissioner Willett commented on the use of "Dangerous Intersection" signs.
Commissioners Perrett and White stated that they concurred with staffs recommendation.
MSC (Willett/Acton) to concur with staffs recommendation to install the All -Way Stop Control at the
intersection of Fifth Avenue and Flower Street. (6-0-1, Gove abstain)
9. Action Summary Update/Staff Comments
Mr. Moneda stated two items were added to the Action Summary -1) All -way stop installation at Nacion/East
Millan, 2) All -way stop installation at Otay Valley Rd./Palm Ave.
10. Traffic Accident Summary —December 2002
Agent Guthrie stated that there is one change to the report. The number killed in 2002 should be changed to
20.

12. Commissioner Comments

Commissioner Willett asked Agent Guthrie if the grant from the State Office of Safety has been received.
Agent Guthrie responded they did receive the grant and an officer has been selected to start the program for
public education on speeding.
Commissioner Acton asked staff if the bicycle safety issues brought up at this and prior meetings by Hans
Dieben (who spoke under Oral Communications) have been looked into. Mr. Moneda stated he would speak
with Mr. Dieben and follow up on his concerns.
Commissioner Lopez asked staff what determines when a left -turn arrow would be installed on a traffic signal.
Mr. Nuhaily responded that intersections are prioritized based on speed, ADTs, etc. and then placed on a list
for upcoming capital improvement projects.
