CALL TO ORDER

and White absent)
MSC (Liken/Acton) to approve the minutes in concept of July 11, 2002 (4-0-2-1, Gove and White absent,
Acton abstain)
No quorum to approve May 9, 2002 minutes.

Due to the large number of speakers for Item 7, this was taken out of order.
Report on Traffic Issues on Surrey Drive
On several occasions in the past few months, staff had been contacted by area residents regarding the
excessive speed of motorists traveling on Surrey Drive. They felt that these speeds were inappropriate for
both the residential nature and the geometrical features of Surrey Drive. Upon hearing these concerns and
performing field investigations, staff concluded that Surrey Drive could be studied for traffic control installations
at three intersections and posted speed limit establishment along the entire segment of the roadway.
Mr. AI-Ghafry presented staffs report and Powerpoint Presentation. He stated that 25 phone calls were
received with 5 in favor of the all -way stop and 20 against the all -way stop. One caller was in favor of the
speed limit.

1) Concur with staff's recommendation to deny the installation of all -way stop control at the intersection
of Surrey Drive and Surrey Place based on the intersection receiving 14 points of a possible 100
points.
2) Concur with staff's recommendation to deny the installation of all -way stop control at the intersection
of Surrey Drive and Corral Court based on the intersection receiving 24 points of a possible 100
points.
3) Concur with staffs recommendation to deny the installation of all -way stop control at the intersection
of Surrey Drive and Wagonwheel Way based on the intersection receiving 12 points of a possible 100
points.
4) Recommend that the City Council adopt an ordinance establishing a 25 mph speed limit on the entire
lehgth of Surrey Drive and amend Schedule X of the register maintained in the Office of the City
Engineer. A total of 8 (eight) speed limit signs would be installed to inform the motoring public of the
25 mph speed limit.
5) Concur with staffs recommendation to paint double yellow centerline striping on those roadway
segments that currently are not painted. The purpose for positive guidance is to reduce the number
of collisions involving parked vehicles.

Commission Discussion: Chair McAlister stated that traffic calming measures could be used in this area to
control the traffic speeds and flow. Commissioner Perrett stated he concurred with staff recommendations
and added that there may be more appropriate locations for placement of an all -way stop. Police Agent
Guthrie stated that the Smart Units have been placed in this area and will continue to be placed there.
Commissioner Liken discussed Smart Units, the need for speed enforcement, speed humps, and traffic
calming measures. He also stated he concurred with staff recommendation, but that other options should be
considered to alleviate the speeding problems. Commissioner Lopez stated there werespeeding problems in
the neighborhood and staff should look other locations for placement of an all -way stop. Mr. AI-Ghafry stated
that children should not play in the streets; the residents are speeding; speed limit is being established to allow

the police to legally cite speeders; other locations will be looked at for placement of an all -way stop. Chair
McAlister stated that there are 3 items that the Commission looks at very closely when considering an item: 1)
children, 2) schools, and 3) parks.
MSC (McAlister/Acton) to concur with staff recommendations to: 1) to deny the installation of all -way stop
control at the intersection of Surrey Drive and Surrey Place based on the intersection receiving 14 points of a
possible 100 points; 2) deny the installation of all -way stop control at the intersection of Surrey Drive and
Corral Court based on the intersection receiving 24 points of a possible 100 points; 3) deny the installation of
all -way stop control at the intersection of Surrey Drive and Wagonwheel Way based on the intersection
receiving 12 points of a possible 100 points; 4) adopt an ordinance establishing a 25 mph speed limit on the
entire length of Surrey Drive and amend Schedule X of the register maintained in the Office of the City
Engineer. A total of 8 (eight) speed limit signs would be installed to inform the motoring public of the 25 mph
speed limit; 5) to paint double yellow centerline striping on those roadway segments that currently are not
painted; and direct staff to look at other traffic calming devices for this location. (5-0-2, Gove and White

6. Report on request for an All -Way Stop at the intersection of Nirvana Avenue and Energy Way.
On July 1, 2002, staff received letters from Lucy Ortiz of the Ortiz Corporation, 788 Energy Way, Chula Vista
91911, and Bernard Maertz of the Surface Technologies Corporation, 796 Energy Way, Chula Vista 91911,
requesting an all -way stop installation at the intersection of Nirvana Avenue and Energy Way. Both requests
cited that all -way stop control would improve intersection safety by assigning proper right-of-way at the subject
intersection, controlling the speed of motorists traveling through the subject intersection and discouraging
westbound motorists on Energy Way from traveling through the wrong side of the roadway while turning
southbound onto Nirvana Avenue. The Ortiz Corporation had also initiated a petition that was signed by 19
businesses fronting Energy Way and are directly affected by the subject intersection's current conditions.
Mr. AI-Ghafry presented staffs report. He stated only 1 call was received opposing the all -way stop.
Staff Recommendation: Traffic Engineering staff recommends the installation of an All -Way Stop Control at
the intersection of Nirvana Avenue and Energy Way based on the intersection complying with Case 2 of the
Council Policy which states that if any of the five criteria is met to the extent of 100°/x, an all -way stop may be
warranted regardless of the overall point system. This intersection received a total of 37 points out of a
possible 100 points. The subject intersection attained the maximum available points for the "Traffic Volume
Difference" warrant.

this location.

Accepted into record. Mr. AI-Ghafry stated that staff is still looking at the option of solar operated flashing
beacons for E Street/Corte Maria.

11. Staff Comments
Mr. AI-Ghafry discussed sight distance definition clarification.
Police Agent Guthrie discussed new radar equipment; submission`of a speed and alcohol grant; and new
traffic complaint database. He submitted the U.S. Dept. of Justice, "Speeding in Residential Areas" document
for Commission review.
12. Commissioner Comments
Commission Acton discussed the traffic problems at the intersection of Fourth Avenue/"C" Street.
Chair McAlister thanked the Commission and staff for their assistance in his transition as the new Chair.
Commissioner Liken recommended that staff look at developing sight distance criteria for new warrants for the
all -way stop policy. He asked that the Commission and staff look at the intersection of Industrial/1-5 for safety
and traffic flow. He stated that he was selected for the Growth Management Oversight Committee (GMOC)
and this would probably be his last meeting, unless another Safety Commissioner is appointed.
Chair McAlister stated that Commissioner Liken's experience from law enforcement will leave a void on the
Commission. He stated that he, all the commissioners, as well as the community have learned a great deal
from Commissioner Liken. He believes everyone leaves with a better feeling that we are all trying to make a
difference. He expressed his appreciation to Commissioner Liken for serving on the Safety Commission.
