Roll Call: Meeting was called to order at 6:32 p.m. Present: Chair Liken; Commissioners Acton, Gove, Perrett, and White Absent: Commissioners Lopez and McAlister Also present: Ralph Leyva, Senior Civil Engineer; Majed Al-Ghafry, Civil Engineer; Patrick Moneda, Assistant Civil Engineer; Sgt. Scott Arsenault; and Florence Picardal, Recording Secretary MSC (Liken/Acton) to excuse the absence of Commissioners Lopez and McAlister (5-0-2, Lopez and McAlister absent) Commissioner Acton apologized to the Safety Commission for not attending the December workshop. 2. Report on All -Way Stop Control Request at the intersection of Paseo Del Rev and Calma Drive Staff received a request to install all -way stop control at the intersection of Paseo Del Rey and Loma View from Chula Vista resident Maria Kobatake. Staff, however, elected to study the intersection of Paseo Del Rey and Calma Drive based on the close proximity of Paseo Del Rey Park, the sight distance limiting horizontal curvature on Paseo Del Rey, the heavier traffic volumes it generates and previous citizen requests for this intersection. Ms. Kobatake was notified of staffs study of the Calma Drive intersection instead of Loma View. Mr. AI-Ghafry presented staff report and Powerpoint presentation. He stated that 21 calls were received. Thirteen were in favor of the all -way stop control and 8 were opposed. Tonight, a petition (50 signatures) was submitted from residents in favor of the all -way stop and was placed into record. Staff Recommendation: That the Safety Commission concur with staffs recommendation of denying the installation of all -way stop control at the intersection of Paseo Del Rey and Calma Drive based on the location receiving 29 points of a possible 100 points pursuant to Council Policy Number 478-03. i Safety Commission Minutes January 10, 2002 Page 2 • Public hearing opened. The following persons spoke in favor of staffs recommendation: 1. Carlos Bejar, 980 Arroyo Drive, Chula Vista, CA 2. Anthony Wujick, 924 Paseo La Cresta. Chula Vista, CA The following persons spoke in opposition to staffs recommendation: 1. Jorge Segura, 1047 Calma Drive, Chula Vista, CA 2. Lorens Knudson, 712 Paseo Del Rey, Chula Vista, CA 3. Frank Martini, 1076 Calma Drive, Chula Vista, CA Public hearing closed. Commissioner Acton asked staff if there were anywarning signs (park/children) in the vicinity. Mr. AI-Ghafry stated no, but warning signs could be posted. Chair Liken stated he drove by the intersection and did not observe any children in the park. When he visited the site, he asked the resident who lives on the corner of Calma Place/Calms Drive if children still use the park. The resident stated no one uses the park anymore. Commissioner Gove stated that she also visited the site and observed no one in the park and very little traffic on Paseo Del Rey. She stated she concurred with staffs recommendation. Commissioner White stated that he also concurs with staffs recommendation. He drives the road frequently; believes the area could benefit from police presence (SMART units), and expressed appreciation`to all who'signed the petition and spoke before the Commission. Chair Liken noted that the accident rate was well below the state average; requested that the area be included on the SMART unit list and extra police enforcement (during commute times); expressed appreciation to the petitioners/speakers/callers; and concurred with staffs recommendation. Mr. Leyva stated that the letter attached the petition requested a traffic signal and suggested this intersection be added to the list of future traffic signals for study and possibly on the priority list for traffic signals. He stated this intersection was similar to the intersection of Otay Lakes Road/Apache Road (residential units coming in at a north/south arterial). MSC (Acton/cove) to concur with staffs recommendation and deny the installation of all -way stop control at the intersection of Paseo Del Rey and Calma Drive based on the location receiving 29 points of a possible 100 points pursuant to Council Policy Number 478-03. Report on request for an All -Way Stop on East Naples Street and Crescent Drive/Pacific Hill Street On June 13, 2001, staff received a request to install an all -way stop at the intersection of East Naples Street and Crescent Drive/Pacific Hill Street from Chula Vista resident Abram P. Tirona. He suggested that an all - way stop would alleviate the safety concerns caused by the restricted sight distance created by the curvature of East Naples Street for motorists on Crescent Drive and by the high speed of motorists in the vicinity of the intersection. Mr. AI-Ghafry presented staff report and Powerpoint presentation. He stated that 5 calls were received. Four were in favor of the all -way stop control and 1 was opposed. Staff Recommendation: That the Safety Commission concur with staffs recommendation of denying the installation of all -way stop control at the intersection of East Naples Street and Crescent Drive based on the intersection receiving 10 points of a possible 100 points pursuant to Council Policy Number 478-03. Chula Vista, CA Public hearing closed. Commissioner Gove visited the site on Saturday at 10:00 am and Monday at noon and observed many cars parked along East Naples and no one crossing the street and agreed with the speaker that another stop sign is not warranted. She concurred with staff recommendation. Commissioners White, Perrett, and Acton stated they concurred with staff recommendation. MSC (Acton/White) concur with staffs recommendation and deny the installation of all -way stop control at the intersection of East Naples Street and Crescent Drive based on the intersection receiving 10 points of a possible 100 points pursuant to Council Policy Number 478-03.(5-0-2, Lopez and McAlister absent) 8. Report on Request for an All -Way Stop at the intersection of Clubhouse Drive and Silverado Drive. During the past two years, staff received various requests from area residents to install all -way stop control at the intersection of Clubhouse Drive. Those residents suggested that an all -way stop would be beneficial to alleviate the safety concerns caused by the high speed of motorists traveling on Clubhouse Drive especially since the subject intersection was a crossing point. Mr. AI-Ghafry presented report and Powerpoint presentation. He stated that 6 phone calls were received and all 6 opposed the installation of an all -way stop at this intersection. Commissioner Perrett asked how many golf carts cross the road. Mr. AI-Ghafry stated that the golf carts were included in the vehicular traffic counts. He stated that could get a tally from the golf cart attendant. Commissioner Gove asked if golf carts could cross legally. Sgt. Arsenault stated that there is a designated crosswalk for golf carts and there is golf cart path on both sides of the roadway. He estimated there are approximately 20 designated golf cart sites in the City. Staff Recommendation: The Engineering staff recommends to deny the installation of All -Way Stop Control at the intersection of Clubhouse Drive and Silverado Drive based on the intersection receiving 33 points, where a minimum of 45 points are needed to warrant an All -Way Stop. Public hearing opened. The following person spoke in favor of staffs recommendation 1. Robbie Abaroa, 1221 Pinehurst Rd., Chula Vista, CA Public hearing closed. Chair Liken visited the site and stated there were no sight distance problems. He had one concern - exiting the west driveway from the parking lot of the golf course. He did not feel that an all -stop is necessary. Commissioner White stated he concurred with staff recommendation. Sgt. Arsenault stated that Olympic Parkway is now open thru to Hunte Parkway and a great deal of that traffic will move down to Hunte Parkway and Olympic Parkway.
