MINUTES OF A REGULAR MEETING
OF THE CHULA VISTA SAFETY COMMISSION
October 11, 2001 Council Chambers

CALL TO ORDER
1. Roll Call:
Meeting was called to order at 6:32 p.m.
Present: Chair Gove; Commissioners Liken, Lopez, McAlister, and White
Absent: Commissioner Acton
Also present: Ralph Leyva, Senior Civil Engineer; Majed AI-Ghafry, Civil Engineer; Patrick
Moneda, Assistant Civil Engineer; Sgt. Scott Arsenault; and Florence

6. Report on Request for an All -Way Stop Control Request on East Palomar Street and
Monserate Avenue
Staff received a request to install all -way stop control at the intersection of East Palomar Street and Monserate
Avenue from Chula Vista resident Isabel Gonzales. She suggested that an all -way stop would be beneficial to
decrease the potential risk of vehicular accidents at the subject intersection
Mr. AI-Ghafry presented staff report and Powerpoint presentation. He stated that 15 calls were received.
Twelve were in favor of the all -way stop control, 3 were opposed. A citizen petition has been submitted with a
total of 48 residents in favor of the all -way stop. Commissioner Liken stated that it appeared that the accident
rate has increased since the last time the Commission reviewed this item and asked staff why that trend has
reversed. Mr. AI-Ghafry stated that there are two theories: 1) Thb residents of the Sunbow development
could be using East Palomar Street as a shortcut, and 2) an increase in the 85th percentile speeds. Chair
Gove stated that with the future opending of East Palomar from Paseo 1_adera to Paseo Ranchero there will
be a significant increase in traffic in the area. Mr. AI-Ghafry stated that an 1-805 interchange at the East
Palomar crossing will be installed within the next 5 years and traffic volumes will increase.

Staff Recommendation: That the Safety Commission concur with staffs recommendation to accept the
installation of all -way stop control at the intersection of East Palomar Street and Monserate Avenue based on
the location receiving 55 points of a possible 100 points pursuant to Council Policy 478-03.
Public hearing opened.
The following persons spoke in favor of staffs recommendation:

Commissioner White stated he was in favor of the all -way stop control due to the hill, ,children, speeding, and
the overwhelming support of the community. Commissioner Lopez agreed with Commission White and also
had concerns about the location of the bus stop. Mr. AI-Ghafry explained the location of the bus stops and
stated that staff would work with Transit on the proper location of the bus stop if this all -way stop is installed.
Commissioner Liken asked what kind of response (historically) does Engineering staff receive from Transit
staff. Mr. AI-Ghafry stated that, historically, the responses have been very positive. Engineering staff works
well with the Transit staff and the Transit staff is aware of the motorists patterns and intersection
characteristics. Mr. Al-Ghafry did not foresee problems in resolving the bus stop location. Commissioner
Liken and Chair Gove stated they were both in favor of the all -way stop control.

7. Report on'Reguest for an All -Way Stop on East Naples Street and Foxboro Avenue.
On August 21, 2001, Councilmember Mary Salas received a request from Erick Stone to install an all -way stop
control at the intersection of East Naples Street with Foxboro Avenue, which was later forwarded to Traffic
Engineering staff for further review. In_his request, Mr. Stone suggested that the all -way stop would be
beneficial to -help children cross East Naples Street to attend Greg Rogers Elementary School, which was
located at the southwest corner of the subject inter$ection.
Mr. AI-Ghafry presented staff report and Powerpoint presentation. He stated that 12 calls were received. Nine
were in favor of the all -way stop control, 3 were opposed. He clarified that there is a Safety Patrol and
pedestrians cross East Naples Street without use of a stop sign.
Staff Recommendation: That the Safety Commission concur with staff's recommendation to accept the
installation of all -way stop control at the intersection'of East Naples Street and Foxboro Avenue based on the
intersection receiving 54 points of a possible 100 points per Council Policy 478-03.

The following persons spoke in favor of staff's recommendation:

Commissioners White, Liken, McAlister and Gove all stated they were in favor of the all -way stop.
Commissioner Lopez stated he was also in favor and asked staff about the location of the stop bar if the all -
stop control is installed. Mr. AI-Ghafry stated the stop bar would be moved to the proper location to provide
the most visibility of the School Patrol.

the intersection of East Naples Street and Foxboro Avenue based on the intersection receiving 54 points of a
possible 100 points. (5-0-1, Acton absent)
8. Report on Request for All -Way Stop Control on Paseo Ranchero and Via EscalanteNia
Sinuoso.
Staff received a request to install all -way stop control at the intersection of Paseo Ranchero and Via
EscalanteNia Sinuoso from Chula Vista resident Marc Techner, 1009 Via Sinuoso. He suggested that an all -
way stop at this intersection would improve the safety for pedestrians wishing to cross Paseo Ranchero, as
well as the safety for motorists wishing to exit Via Escalante and Via Sinuoso onto Paseo Ranchero.
Mr. AI-Ghafry presented staff report and Powerpoint presentation. He stated that 23 calls were received. Four
were in favor of the all -way stop control, 19 were opposed. Commissioner Liken asked if there was any way to
improve on the sight distance without removing hardscape. Mr. AI-Ghafry stated that the limit bar could be
• moved.
Staff Recommendation: That the Safety Commission concur with staffs recommendation to deny the
installation of an all -way stop control on Paseo Ranchero with Via Escalante/Via Sinuoso based on the
location receiving 33 points of a possible 100 points pursuant to Council Policy Number 478-03.

The following persons spoke in favor of staffs recommendation:

Commissioner White and McAlister stated that they were not in favor of the all -way stop at this intersection
and supported staffs recommendation. Commissioner Liken also concurred with staffs recommendation and
asked that staff pay particular attention to the school schedules when doing the traffic surveys. Commissioner
Liken stated that a 4 -lane major roadway (such as this intersection and Palomar/Second Avenue) should not
have an all -way stop. Chair Gove stated she also concurred with staffs recommendation. She also agreed
with Commissioner Liken in regards to 4 -lane major roadways not having stop signs.

9. Report on Reauest for an All-Wav Stop on South Greensview Drive and Silverado Drive
Commissioner McAlister abstained from any discussion/action on this item. He was excused and left the dais
at this time.
Staff received a request to install an all -way stop control at the intersection of South Greensview Drive with
Silverado Drive from Bob McAlister, 2497 Golfcrest Loop, Chula Vista, CA 91915. He suggested that an all -
way stop would be beneficial to alleviate the safety concerns caused by insufficient sight distance.
Mr. AI-Ghafry presented staff report and Powerpoint presentation. He stated that 5 calls were received. One
was in favor of the all -way stop control, 4 were opposed.
Staff Recommendation: That the Safety Commission concur with staff's recommendation to deny the
installation of all -way stop control at the intersection of South Greensview Drive and South Silverado Drive
based on the location receiving 15 points of a possible 100 points pursuant to Council Policy Number 478-03.
Public hearing was opened and closed. There were no speakers.
Commissioners White and Lopez stated they concurred with staff recommendation.

the intersection of South Greensview Drive and South Silverado Drive based on the location receiving 15

Commissioner Gove nominated ComMissioner Liken for the position of Chair of the Safety Commission.

Commissioner White nominated Commissioner McAlister for the position of Vice Chair of the Safety
Commission (4-1-1, Gove voting no, Acton absent)
14. Commissioner Comments
Commissioner White complimented staff on their diligence in providing the Commission with additional
information in the Powerpoint presentations.
Commissioner Liken asked if it would be possible to go over the rules of order after adjournment.
Commissioner McAlister, on behalf of the Safety Commission, extended best wishes and appreciation to the
Armed Forces for their service to our country.
Commissioner Liken thanked Chair Gove on her services this year.

Chair Gove thanked Sgt. Arsenault for the new forms "Traffic Complaint Service Request" he provided the
Commission. Chair Gove asked if he has received an comments from the residents of Corte Maria/'E" Street.
Sgt. Arsenault stated that a number of tickets were written at the start of the extra enforcement. Officer Polan
has been approached a number of times by the residents thanking him for the extra enforcement. Since the
implementation of the "Traffic Complaint Service Request" and documentation of these requests, they have
had 40 in the past month.
Chair Liken, upon review of past reports, he came across a report dated August 1997 regarding the effects of
the installation of all -way stops on vehicular speeds. A follow-up study was to be done that would analyze the
effect 6 months after the installation of an all -stop. He asked staff if this report has been done and if it has not
been done, could it be done. Mr. Al-Ghafry stated that a formal reports have not been done, but that staff
would be more aware of the follow-up.
Chair Gove stated that Commissioner Acton received a letter from the residents of Corte Maria thanking her
for her understanding of the item when it came before the Safety Commission.
