Roll Call: Present: Chair Gove; Commissioners Acton, Cochrane, Liken (arrived at 6:42), Lopez, and McAlister Absent: Commissioner White Also present: Ralph Leyva, Senior Civil Engineer; Majed AI-Ghafry, Civil Engineer; Jeff Moneda,Assistant Civil Engineer; Sgt. Bryan Treul;and Florence Picardal, Recording Secretary Meeting was called to order at 6:35 p.m. 2. Pledge of Allegiance/Silent Prayer 3. Opening Statement Opening statement read by Chair Gove.. 4. Approval of Minutes-April 12,2001 April 12, 2001 minutes were not available. 5. Oral Communications None 6. 2001 Intersection Evaluation List-Traffic Signal Warrant Accepted into record. 7. Letter on Denial of All-Way Stop at the Intersection of Palomar Street with First Avenue Accepted into record. 8. Information Memorandum to Council on Denial of All-Way atthe Intersection of Palomar Street with First Avenue Accepted into record. MEETING AGENDA 9. Report on all-way stop control on Allen School Lane/Surrey Drive Mr.AI-Ghafry presented staff report and slide show. Staff Recommendation:,That the Safety Commission accept the report and consider staffs recommendation to deny the installation of an all-way stop control at the intersection of Alley School Lane with Surrey Drive, based on the intersection receiving 29 points of a possible 100 points,where 45 points are needed to justify the installation of the all-way stop control. John Westerman, 957 Buckaroo Lane, Bonita, CA Public hearing closed. Commission Discussion: Commissioner Lopez asked how many children attend Allen Elementary School. Principal Goodwin stated 480 students. Commissioner Acton asked Principal Goodwin if there were any after school programs. Principal Goodwin stated yes, DASH Program (approx. 50 students)and YMCA daycare (open until 6:00 p.m.) Commissioner Liken discussed the City's Speed Hump Policy. Mr.AI-Ghafry stated Allen School Road would not qualify for speed humps because the north side has no curb and emergency vehicles use-the street for an access corridor. Commissioner Liken thanked Principal Goodwin for the school's participation. Commissioner Liken asked if radar enforcement could be utilized. Sgt. Treul stated radar enforcement could be enforced. He stated he was in favor of an ali-way stop at this location. Commissioner Liken thanked the residents for their participation. Mr. AI-Ghafry stated that 21 phone calls were received, 15 for installation of the all-way stop and 6 against the installation of the all-way stop. Commissioner Cochrane stated that with the limited sight distance and the proximity of the elementary school, he was in favor of an alkway stop. He expressed his appreciation to all the residents for their participation. Commissioner Acton was in favor of an all-way stop and radar enforcement. Commissioner McAlister stated that he was in favor of the all-way stop. He also expressed his appreciation to the Principal and residents for their participation. Commissioner Lopez stated he was in favor of an all-way stop at this location. Commissioner Liken asked Ann Amaral if traffic patterns have changed in their neighborhood. Ms.Amaral stated the she felt the traffic'patterns have changed. There appears to be more drivers that are rushed and tend to speed. Commissioner Lopez had concerns about the children crossing to walk on the unpaved side of the street. Principal Goodwin stated that the students are encouraged to use the south side,which is paved. Commissioner Acton asked if the trees on the corner property could be trimmed to improve visibility. Mr.AI- Ghafry stated actions have already been taken. Action Summary Update/Staff Comments Action Summary Update accepted into record. No staff comments. 11. Traffic Accident Summary—March 2001 Sgt.Treul pointed out that the some statistics were in the negative,possibly attributed to the addition of more stop signs and traffic signals,which, in turn, results in safer/smarter drivers. 12.
