MINUTES OF A WORKSHOP MEETING OF THE CHULA VISTA SAFETY COMMISSION Thursday, March 19, 1992 7:00 p.m. Employee Lounge Public Services Building CALL TO ORDER Roll Call: Present: Commissioners Thomas, Koester, Matacia, and Pitts Excused Absence: Commissioner Padilla, Braden, Chidester Also Present: Harold Rosenberg, Traffic Engineer; Frank Rivera, Associate Traffic Engineer Staff discussed the Role of the Safety Commission. This workshop was held to discuss proposed ordinance changes to change the Commission from an advisory group to one with authority. The Commission discussed the possibility of revising the Boards/Commissions/Committees Handbook description of the Safety Commission. The Commissioners felt that the information regarding hazardous waste matters should be eliminated. The Commission has never dealt with hazardous materials and felt that the County Hazardous Materials office is better prepared for to handle this function. . The Safety Commission mentioned that they were in favor of changing the scope of the Commission to one of authority and how this would reduce the length of City Council agendas and give staff and the public a quicker turn around time responding to requests. An appeals procedure would occur if an item received three "no" votes and four "yes" votes. These items would be forwarded to the City Council. If items passed by unanimous vote or one or two "no" votes, it was not an issue for the City Council to act on. If an item was not passed due to a tie in voting, then it could be put on the next agenda only if there was no agreement reached. Unanimous votes by the Safety Commission could not be appealed. Another alternative to the appeals process was that the item could be put on the City Council agenda if a City Council member received a 4/5ths vote to put it on the agenda. A citizen could appeal to the City Council in writing to the City Council and having the City Council docket the item on an upcoming agenda. Budgetary constraints were discussed. Some questions were: 1 ) Would the Safety Commission and staff be able to approve an item as long as the Fiscal Impact is less than $1 ,500? 2) What about items which are already budgeted for? Traffic signals, special structures, such as sign bridges, pedestrian bridges would probably need City Council approval. . The Safety Commission was also considering changing the name to "Traffic Safety Commission." The Traffic Safety Commission would only hear items which occur in public rights-of-way and relate to issues of public safety. It is recommended that appeals to the City Council be limited.
