Thursday, March 11, 1993 7:10 p.m. Council Chambers Public Services Building CALL TO ORDER 1. Roll Call: Present: Chair Thomas, Vice Chair Padilla, Commissioners Chidester, Koester, and Matacia MSC (Chidester/Koester) to excuse Commissioners Braden and Pitts. Approved 5-0-2 with Commissioners Braden and Pitts absent. Excused Absence: Commissioners Braden and Pitts Also Present: Harold Rosenberg, Traffic Engineer; Frank Rivera, Associate Traffic Engineer; Sgt. Tom Schaefer, Police Sergeant; Shirley Buxton, Recording Secretary 2. PledQe of AlleQiance/Silent Praver 3. OpeninQ Statement 4. Approval of Minutes August 13, 1992; February 11, 1993; and February 26, 1993 . August 13, 1992 - No action taken. MSC (Koester/Matacia) to approve the minutes of February 11, 1993 as presented. Approved 4-0-2-1 with Commissioners Braden and Pitts absent and Vice Chair Padilla abstaining. MSC (Padilla/Matacia) to approve the minutes of February 26,1993 as presented. Approved 4-0-2-1 with Commissioners Braden and Pitts absent and Commissioner Koester abstaining. MEETING AGENDA 5. REPORT on Request for an all-way stop at E. Naples and Foxboro Avenue Mr. Rivera stated that this item was again before the Safety Commission because Mrs. Norma Erhardt, the requestor, wanted an opportunity to speak. When the went before the City Council, Mrs. Erhardt said that she had to leave the meeting at 10:00 p.m. and her item had not yet been heard. She requested the City Manager's Office to allow the item be heard again. Mrs. Erhardt received a copy of the Safety Commission packet and staff had hoped she would be in attendance. MSC (Koester/Chidester) to accept staff's recommendation that the Safety Commission concur with both previous Staff Commission recommendations and the City Council action of January 26, 1993 and deny the request for an all-way stop at the intersection of East Naples Street and Foxboro Avenue. Approved 5-0-2 with Commissioners Braden and Pitts absent. . 6. REPORT on stops signs in the 600 block of Sierra Way Frank Rivera presented staff's report. Safety Commission Minutes March 11,1993 Page 2 MSC (Matacia/Koester) to accept staff's report and wait through the eight month trial period to review the stop sign installation on the 600 block of Sierra Way prior to City Council making the trial traffic regulation permanent. Approved 5-0-2 with Commissioners Braden and Pitts absent. 7. ORAL COMMUNICATIONS None. STAFF REPORTS 8. 1992-93 CIP Status ReDort - Distributed for Commissioner information. 9. Chula Vista Police DeDartment Traffic Summarv for Januarv 1993 - Distributed for Commission- er information. 10. Oral ReDort - Roberts Rules of Order Chair Thomas reminded the Commission to follow the Roberts Rules of Order and that all actions should be directed through the chair. Commissioners need to wait for recognition from Chair before proceeding with questions. This would make sure that when a Commissioner had the floor, he/she could not be interrupted by another Commissioner. Chair Thomas suggested having this info sheet at each meeting until all Commissioners are familiar with the procedures. OTHER BUSINESS 11 . Commissioner Comments Site Visitation by Commissioners - Commissioner Chidester Commissioner Chidester spoke to the Commission about testimony that is received from the public that it did not always reflect the situation. He suggested forming a sub-committee to visit and review each situation and report back to the Commission. Chair Thomas said that he felt that this was already done by staff and saw a duplication of work and effort. He encouraged all Commissioners to visit the site if possible. He also mentioned that it was inappropriate for Commissioners to come to the meeting without having read the Agenda Statement and then vote on a item anyway.
