MINUTES OF THE SAFETY COMMISSION MEETING CITY OF CHULA VISTA, CALIFORNIA Thursday, May 9, 1991 7:05 p.m. Council Chambers Public Services Building 1. ROLL CALL MEMBERS PRESENT: Chair Braden, Co-Chair Thomas, Commissioners Arnold, Chidester, Koester, Matacia EXCUSED ABSENCES: None. UNEXCUSED ABSENCES: None. STAFF PRESENT: Harold Rosenberg, City Traffic Engineer Frank Rivera, Associate Traffic Engineer Dennis Wolfe, Engineer Tech I OTHERS PRESENT: Sergeant Tom Schaefer See attached attendance list. 2. APPROVAL OF MINUTES: Motion by Koester to approve minutes of April 11, 1991 Safety Commission. Second Chidester. MSUC 6-0. 3. WRITTEN CORRESPONDENCE: None. 4. SUGGESTED ROUTE TO SCHOOL MAPS Staff gave their report regarding the status of new maps reflecting recent changes in Chula Vista City School Boundaries. Concern was raised by the Commission as to how these maps were getting to the children. The surveying of schools in the Chula Vista City School District is continuing. Almost half of the schools have new Suggested Route to School maps. Mr. John Linn, Assistant Superintendent of Business, Chula Vista City Schools Mr. Linn reported that he was not sure how the maps were being distributed. It was his understanding that the principals from each school were overseeing distribution. Chair Braden also suggested that information such as this could be passed also through PT A meetings. It is important that parents actually received the information. Mr. Fred Hume, Transportation Supervisor, Chula Vista City Schools Mr. Hume described operating procedures which are used by bus drivers to alert motorists of children loading/unloading in the area. . . . Safety Commission Meeting May 9, 1991 Minutes 5. REPORT ON 600 BWCK OF THIRD A VENUE PARKING Frank Rivera gave the report of staff findings regarding parking int he 600 block of Third Avenue. This was Council Referral #2292 from the February 12, 1991 City Council Meeting.Mr. Ron Floyd of Chula Vista had recommended that Council install parallel parking spaced along Third A venue between I and J Streets. The study revealed that approximately 90% of the cars parked on this block are by employees of the businesses in the area. Most of these cars do not move all day long. Staff recommended a continuous two-way left turn lane from I to J Streets to improve traffic flow and reduce accidents. RECOMMENDATION: The Safety Commission accept staff's recommendation not to install marked parallel parking spaces on the 600 block of Third Avenue and consider prohibiting on-street parking to allow for the installation of a continuous two-way left turn lane in this block. Motion by Matacia to accept staff recommendation. Koester second. MSUC 6-0. 6. REQUEST FOR AN ALL-WAY STOP AT LAKESHOREDRIVE AND EASTLAKE DRIVE (PARKWAY) On January 28, 1991, Eastlake Elementary School was evaluated by the Elementary School Traffic Safety Task Force. Among the recommendations for the area was the request for Traffic Engineering to evaluate the intersection of EastLake Drive (parkway) and LakeShore Drive for the installation of an all-way stop. At the March 14, 1991 meeting, the Safety Commission voted 7-0 to deny the request for an all way stop. On April 5, 1991, a citizen petition was received by the Mayor and City Council requesting an all-way stop. Council on April 16, 1991 referred this matter back to the Safety Commission. Staff Recommendation: The Safety Commission accept staff's report and recommend that an all-way stop at the intersection of Lakeshore Drive and Eastlake Drive be installed under a trial basis. A review will be completed within an eight month period. Motion by Koester to accept staff recommendation. Thomas second. MSUC 6-0. 7. REPORT ON TRAFFIC IMPACTS DUE TO CAR AUCTION AT 3650 MAIN STREET Frank Rivera gave report that several letters from area businesses have been received complaining about the car auction held adjacent to 3648 Main Street. Businesses located at the Irongate Business Park at 3648 Main Street are having difficulties conducting business when the Mission City Auto Action is held on an adjacent property. Due to the -2- . . . Safety Commission Meeting May 9, 1991 Minutes condition of some of the vehicles sold at the car auction, some of the vehicles are not driveable. Owners of these vehicles attempt repairs anywhere they can, usually affecting the reserved parking spaces for the Irongate Business Park. Several City departments have tried to resolve the congestion which occurs on auction days. The Building and Housing Department has sent Code Enforcement Officers to enforce City ordinances. The Chula Vista Police Department has cited illegally parked cars. Staff Recommendation: That City staff continue to monitor traffic conditions in the are and city illegally parked vehicles. Mike Vogt, 3648 Main Street #200, Chula Vista, CA 91911 Mr. Vogt is a business owner adjacent to the auto action. Mr. Vogt explained many of the problems that occur on auction days. These include people parking vehicles in his reserved spaces to repair cars. There is no provision by Mission City Auto Action for refuge disposal or restroom facilities. There is much trash left on the lot and Mr. Vogt's property is used by some people as a toilet. Mr. V ogt also stated that there is a great concern with people parking on the south side of Main Street and running across the street to the Auto Action. Motion by Thomas to prepare a letter to the City Council requesting immediate action to stop the auctions. Second by Matacia. Motion by Thomas to notify Mission City Auto Action that they are in violation of zoning ordinances. Second by Matacia. MSUC 6-0. The Commission encouraged Mr. Vogt to attend a City Council Meeting and again stress the urgency of this matter. 8. STATUS REPORT ON SHELL OIL COMPANY Staff mentioned that a report will be going to the City Council later this month to approve the street improvement project for Bonita Glen Drive. 9. TRIAL TRAFFIC REGULATION: (a) Parking prohibited during certain hours on "J" Street and Corte Maria Avenue Staff reported back on the signs posted prohibiting cars from parking on "J" Street and Corte Maria Avenue during certain hours. Signs were posted on Thursday, November 1, 1990 and a review of the traffic conditions show that they are operating effectively. Staff Recommendation: That the Safety Commission recommend to City Council that the Trial Traffic Regulation be made permanent. -3- . . . Safety Commission Meeting May 9, 1991 Minutes (b) All-way stop at the intersection of Avenida Ysidora/Calle Santiago/Rain Forest Road Staff reported back on the all-way stop sign at the intersection of Avenida YsidoralCalle Santiago/Rain Forest Road. Signs were posted on Thursday, October 25, 1990 and a review of the traffic conditions show that they are operating effectively. There have been no reported accidents at this intersection since the all-way stop was installed. Staff Recommendation: That the Safety Commission recommend to City Council that the Trial Traffic Regulation be made permanent. (c) Parking prohibition for vehicles over 6 feet in height on East Flower Street Staff reported back on the prohibition of parking for vehicles over 6 feet in height on East Flower Street. The purpose of this six-foot vehicle height parking restriction was to prevent large vehicles from parking in a manner which may affect visibility of motorists exiting from the Eucalyptus Grove apartment complex from seeing oncoming traffic. Signs were posted on Monday October 29, 1990 and a review of the traffic conditions show that they are operating effectively. Staff Recommendation: That the Safety Commission recommend to City Council that the Trial Traffic Regulation be made permanent. Motion by Thomas to accept staff recommendations. Matacia second. MSUC 6-0. 10. STAFF INFORMATIONAL REPORT: C.I.P. STATUS REPORT FY90-91 Staff mentioned that the contractor has started work on the signal modifications for Broadway and "I" Streets and the flashing red beacon for southbound Hilltop Drive at E. Rienstra Street. 11. ORAL COMMUNlCATIONS- Tadeusz Pieknik, 72 F Street, Chula Vista, CA 91910 Mr. Pieknik is the owner of a property at 616 3rd A venue, which is a Preschool/Day Care Center. Mr. Pieknik informed the Commission that he did not receive any notice of the intention of the Safety Commission or of this meeting. Mr. Pieknik stated that if the city went ahead with plans to prohibit on street parking in the 600 block of Third Avenue, then the patrons to his business would not have any place to park and walk their children into the center. The location is equipped only with a small one-car driveway. He wanted to know how the parents would drop off their children with no parking. Staff informed the Commission that all businesses on Third Avenue received notification of these proceedings. The letters were addressed to "Occupant/Resident/Tenant." Mr. Pieknik indicated that he was the owner of the property and rented to another party. The Commission informed Mr. Pieknik that the matter has already been acted upon and it would be up to him to go the City Council before any official action was taken. -4- . . . COMMISSIONER COMMENTS Mr. Arnold stated that his term was due to expire on June 30, 1991, however, he had been asked by Mayor Pro Tempore Moore to stay on the commission until someone is reappointed. Mr. Arnold agreed and will continue to serve until then. The June meeting of the Safety Commission will be dinner workshop if no agenda items are received. No official action will be taken at this meeting. The commission will meet at the Olive Garden in Chula Vista on June 13, 1991. 14. ELECTION OF CHAIR AND VICE CHAIR Mr. Koester moved that the same officers serve for next year. Second by Matacia. MSUC 6-0. ~ ADJOURNMENT 15.
