MOTION

Mr. Rivera mentioned that Mr. Herring (represeJ:tative of Shell Oil Company) would
not be in attendance tonight and that staff has a meeting scheduled for next
Thursday. We hope to bring back a complete report next month with She]]'s
mitigating proposal.

(3B) Report on Te]eeraph Canvon Road speed limit in the vicinity of Hilltop Drive.
Mr. Rivera stated that staff had no additional comments to those contained in staffs
report other than staff recommend that the speed limit be lowered to 35 mph on
Telegraph Canyon Road between Hilltop Drive and East "L" Street.

I want to compliment you. We have lived at this residence for 23 years and the
traffic along Te]egraph Canyon Road has gotten worse and worse. One always kind
of waits for the other guy to do something about it and I have finally realized I am
the other guy. It came to a head on February 13, there was another fata]ity--a young
lady lost her life. Watching Life Flight land on Te]egraph Canyon Road is kind of
scary, you feel as if it is coming right through the house. The noise gives you an
awful feeling. My son is a San Diego police officer and I asked him if he thought I
was being overly concerned about the speed and he told me no, someone really
should do something and why not you. I really appreciate your prompt action. I only
wrote to the Council on May 15 and here you are ready to decide about it and
reduce the speed. I would have loved it to have been 30 mph, but I guess that is
unrealistic. I know there are still going to be speeders and that probably there will
be more accidents, but at least pulling it from 45 mph to 35 mph, maybe it will save
one life and it will be well worth it. Thank you for such prompt action.
COMMISSION DISCUSSION
Commissioner Arno]d stated that he assumed the plat shows as the location is today
and not as it is to be.
Frank Rivera stated that his assumption is correct; the existing signs are shown with
their approximate locations on Telegraph Canyon Road.
Commissioner Arnold inquired if there were a 35 mph sign near "L" Street.
Frank Rivera noted that there was not. Staff will be placing one between "L" Street
and Nacion Avenue and the 45 mph signs will be removed.

(3C) ReQuest for an all.wav stop at East Oxfm'd Street and Oleander Avenue.

Frank Rivera gave staffs report. Staff received a request from Mr. and Mrs.
Matthews requesting an all-way stop at the intersection of Oleander Avenue and East
Oxford Street. Staff has completed some speed surveys and traffic counts and also
an all-way stop study for this intersection. Although we could not justify the all-way
stop based on traffic volumes and pedestrian volumes, the speed surveys do show that
the average speed is 35 mph and the 85 percentile is 41 to 43 mph. Staff is not
recommending the all-way stop at this intersection but staff feels that some police
enforcement of the 25 mph is needed at this street.
PUBLIC COMMENTS
Michelle Matthews, 1188 Oleander Avenue, Chula Vista, 92011.
I know that your studies have been real thorough and they were wonderful and they
do have police enforcement in the mornings, at least I see it quite often. They do
pull over a lot of people, it's like hooking fish in a barrel. Anyway, I live there and
I see close calls all the time because there are kids there. I just want you to know
that all your studies cannot show all that. There is something ugly I think is going to
happen and that is just what I wanted you to know.
Commissioner Arnold inquired of Mrs. Matthews if this location was near a school.

However, Mr. Rivera responded to Commissioner Arnold's inquiry.]
Frank Rivera noted that the Greg Rogers Elementary School and Greg Rogers Park
were in the immediate vicinity as well as the YMCA. The intersections of East
Oxford Street/Oleander Avenue and East Naples Street/Oleander Avenue are
patrolled by the school patrol.
Commissioner Militscher asked about a curve on the hill (looking at the view graph).
Frank Rivera showed (using the view graph) the location of the beginning of the hill,
noting that the roadway is 36 feet wide and begins to widen to 40 feet further down,
and going downhill with East Palomar Street down below, being the low point of the
curve. He further pointed out an all-way stop at East Naples at East Palomar Street,
that is only for eastbound, East Palomar Street traffic. He noted that the next all-way
stop is at East Orange Avenue. All the cross streets stop for Oleander Avenue.

Hal Rosenberg interjected, noting that the all-way stops are located at intersections
that have four legs to the intersection. This intersection (the one under discussion)
only has 500 vehicles entering the intersection ven;us about 5,000--quite a differential
in traffic volume. It is very unusual to install ar. all-way stop at a "T" intersection
because the right-of-way at those intersections are very apparent and cars
approaching on the stem of the "T" will have to stop, as there is no inducement for
them to go through the intersection, they would have to turn either left or right. So
generally, these intersections operate very well, very safety. The only time where we
have successful all-way stops are where the volumes are relatively equal. Actually the

stop signs may in fact, create, as we always say, a false sense of security for the
children since they already have school patrol crossings and the volumes are so low,
that was the basis for our recommendation.
Chairman Decker asked if it was stated that there was a stop sign on East Oxford
Street to establish right of way.
Frank Rivera responded, noting that there is a stop sign for eastbound East Oxford
Street and on the opposite side on the east leg of the intersection is the driveway to
the parking lot for the park, and that also has a stop sign. He noted that staff had,
over an approximate 24-hour period, about 150 vehicles eastbound on East Oxford
Street and at the park staff approximated about half that many during the week and
about 150 to 200 on the weekend. Our warrants do not take into accountnor they
penalize streets which do not have high volumes and high pedestrian counts, and if
you look through the warrants you will note that it scored high except where we have
to take the volumes into account as volumes are too low on the minor street.
Commissioner Militscher wished to know if staff had the average speed.

Frank Rivera stated that this information was contained in the attachmentsnfor
northbound Oleander Avenue, as noted on page 3, the average speed of all vehicles
at 35 mph and the 85 percentile speed of approximately 44 mph, for northbound.
For southbound, there was an average speed of about 35-1/2 mph and the 85
percentile speed of 41 mph. The speed limit (for this area) is 25 mph.
Vice Chair Braden asked if staff said there are no stop signs on the stem of the "T"
or that generally staff would not think about it.
Mr. Rosenberg said no, that what he meant to say was that, generally speaking, the
stem of the street, in this particular casenEast Oxford Streetnthe traffic would have
to stop even if the stop sign was not there (there is a stop sign there now). That on
a "T" intersection it is very unusual to have a three-way stop, unless there were very
high volumes competing for the intersection. In this particular case, the vehicles
entering the intersection eastbound on East Oxford Street, according to our records,
is only 150 vehicles per day. While the volume is 600, there is an imbalancenmore
cars traveling westbound than eastbound. So, from a right of way perspective, the
intersection does not come at all close to qualifying or meeting our criteria for an all-
way stop.

Commissioner Militscher inquired if staff thought that more enforcement in this area
would be the correct solution in lieu of putting in a stop sign.
Mr. Rosenberg responded, yes.

enforcement from the Police Department during peak hours.

(3D) Report reQuestin!!: that the Municipal Code be amended to allow more than
one motorcYcle to park in an automobile parkin!!: space.
Commissioner Militscher wished to know what the disadvantage of this be--to have
more than one motorcycle in a parking spot.

Mr. Rosenberg stated that he did not believe there would be a disadvantage per se,
except that if you designate a parking space for motorcycJe parking it creates, I think,
an enforcement problem--and I will have to defer to Officer Kaminski to maybe
comment on it--but my experience in the City of San Diego was that there are two
problems: (1) compliance with the actual stalls, motorcycJists tend not to follow those
stalls exactly and then the question of which stall belongs to which motorcycJe and
(2) in setting the meters I wouldn't think we would want to set four or five meters--I
don't know how many motorcycJes you can fit in a 9 foot wide space, but supposing
you can get five motorcycJes in that parking space, are we going to put five meters.
That is going to be pretty awkward and pretty difficult and not very good looking.
We found in the City of San Diego that it is best to provide free parking because I
think in downtown San Diego they wanted to encourage the use of motorcycJes to
reduce the number of vehicJes entering downtown and to free up some of the traffic
problems that are occurring. Therefore the City (San Diego) selected strategic
locations to allow free parking, generally at the ends of the block where often times
there is just enough space left over when you start counting the 20 foot spacing per
metered parking spacenthis is parallel parkingnor if its angled parking, 12-1/2 feet
is what they usually measure. Then you maybe come up with 6 feet left over and
instead of painting it all red, leave a little extra for the motorcycle and give them free
parking. Or, use a regular parking space, don't put a meter in it and put them at the
end because it is more convenient. You don't really need an Ordinance change if the
Downtown Association and the motorcycJe group that is asking for this request would
identify for us the locations where they feel there is a need, or a concentration of
motorcycle use, we will look into that and come back to the Safety Commission, if
necessary, and recommend to you those locations where we feel we can utilize the
metered parking spaces for free motorcycJe parking, which is within our purview I
believe.

Frank Rivera noted that the City Ordinancenwhen a motorcycJe parks in a vehicJe
parking stall they must have one wheel up against the curb and we may have a
problem occurring which is the violation of feeding the meter. When we have one

motorcycle in the stall that person puts their money into the meter, the time is about
to expire but another motorcyclist shows up and sees that there is room for his
motorcycle, puts money in for his time and so the whole day motorcycles are parking
in that stall, in violation of the City code, feeding the meter.
Chairman Decker asked if this issue came about because of the letter from
A.B.A.T.E.
Frank Rivera stated, yes.

Commissioner Koester nominated Verne Decker as Chair and Ollie Braden as Vice
Chair for the next fiscal year. Commissioner Militscher seconded the nominations.

Chair for the next fiscal year.

Frank Rivera informed the Commissioners that Commissioner Koester was
reappointed last Tuesday, June 12, 1990, by the City CounciJ, to serve another four
year term (until June 30, 1994).

5. STAFF REPORTS

00 Chula Vista Police Department Traffic Summarv for April 1990.
Commissioner Koester noted that the number of traffic violations for this month
(ApriJ) went up to 3,000+ compared to 1,000+ last month (March). Something is
being accomplished out there.
Chairman Decker asked if more meter people had been hired.
Co Chair Braden said that she had heard from the neighborhood that this meter
person is really hard hearted. One of these days someone is going to lay them out
flat. I mean that if the meter has run out and someone comes along because they
are in an office or at the doctor's office or something and he should have a heart in
his work.

Status report on Broadwav median improvements.
Frank Rivera mentioned that the Broadway reconstruction for the median
improvements is going to be a four-phased project, as shown on the attached report.
In the first phase, for Broadway, being "L" Street to Naples Street. A consultant will
be hired this August and the work is estimated to be completed in 1991.
Commissioner Braden asked when in 1991--early, late, middle, what.
Frank Rivera responded that staff had no date as of yet. The work will consist of
roadway widening, the center medians has not been finalized yet, although they will
probably be close to the signalized intersections. The Business Association prefers
a two-way turn lane down the center of the roadway and so we still have to finalize
those arrangements. The roadway will be lowered, the utilities will be
undergrounded, and the traffic signals will be relocated due to the roadway widening.
Commissioner Arnold stated that it would be valuable to have the plans, as each
phase is ready, come before the Safety Commission before they go out for bid.

reconstruction of Broadway as each phase is prepared and before that phase goes out
for bid as an information item.

STAFF REPORT:
Mr. Rosenberg informed the Commission that last Tuesday, June 12, 1990, staff
presented the Country Vistas Lane/Canyon Drive request for all-way stops--and as
you recall from our report that we were recommending one intersection be signalized,
Country Vistas Lane/Canyon Drive, with the installation of a centerline stripe, and
the posting of a 30 mph speed limit. The community made a very impressive
presentation to the City Council requesting that we not install 30 mph signs, retain
the 25 mph, not install the centerline stripe. They agreed with the all-way stop at
Canyon Drive/Country Vistas Lane but they alsG wanted four additional stop signs
at virtually every intersection on the route that we presented to the Safety

Commission at their last meeting. The City Council unanimously approved the
addition of the four stop signs on a trial basis with the staff reporting back with a six-
month evaluation of four out of the five intersections. As staff agreed with the
residents on the all-way stop at Country Vistas Lane and Canyon Drive, that one is
permanent, the other four locations that they chosentwo on Country Vistas Lane and
two on Canyon Drive, those are under a six-month evaluation period.
On another item, Commissioner Arnold asked at the last meeting about the signal
on Oxford Street and Broadway. The request was for staff to look into the operation
of this signal. Staff had it checked and could not find any problems with it. We may
be experiencing some glitches with the connecting up to our computer system. The
problem may have been just something temporary in nature.

One last item, a number of months ago as you reca]] when we discussing the Hil1top
DrivelEast Reinstra Street/Kingswood Drive all-way stop and traffic signal item, we
informed the Commission that we were instructed by the City Council to come back
with a report at the Budget deliberation period and report the impact of signalizing
one or two of the intersections from the Signals Fund account and also to evaluate
these two intersections for a]]-way stops. We have prepared the report and it wil1 be
presented to the Council this Tuesday (June 19, 1990). Our report recommends that
we do not insta]] the a]]-way stops nor do we divert any more traffic signals. The
question was raised what the effect would be, where the money would come from.
We have money budgeted in our program for traffic signals at interchanges and in
our report we are informing the City Council, if they do decide to signalize the
intersection which is not identified in this year's program or next year's program, that
we would have to use the money that has been put aside for the interchange signal
and it might delay the signalization of perhaps Orange Avenue and the I-80S to
Orange Avenue off-ramp. We are recommending that if Council determines that a
signal should be placed somewhere on Hil1top Drive in the Kingswood neighborhood
area, that East Reinstra Street be the intersection selected. If they decide that an a]]-
way stop is appropriate, we are also recommending that East Reinstra Street be the
location.
Commissioner Thomas asked if the recently insta]]ed pedestrian-activated light is
permanent.
Mr. Rosenberg responded that the pedestrian signal is functioning solely for the
purpose of the pedestrians and the community is mterested and concerned about the
crossing of Kingswood, particularly since there i.s a commercial center across the
street. It would also serve automobile traffic as we]] as pedestrians if a signal is
insta]]ed at Kingswood.
Commissioner Thomas asked if there were going to be a sidewalk insta]]ed from the
gate to the street sidewalk.

Frank Rivera informed members that there is an existing asphalt walkway from the
back of the street sidewalk along the east curb line to the gate of the school crossing.
It is paved.
Mr. Rosenberg thought he was correct in stating that the school has closed the gate
and that the children are now walking the entire length because of the problem of
outsiders and junior high school kids and others short-cutting through the school yard
and disrupting the activities of the school.
Mr. Rivera stated that the school does keep that gate closed, but that sometimes
during the morning when there is somebody there to watch the gate they will open
it up for Lorna Verde students to go through.
Commissioner Arnold asked if he heard Mr. Rosenberg say there IS some
consideration of a traffic signal at Kingswood Drive.
Mr. Rosenberg responded, stating that staff was asked to evaluate both Kingswood
Drive and East Reinstra Street and staff determined that neither one of these
intersections qualify--at least in staffs criteria--and should therefore be recommended
for signalization. Once again, if the City Council determines that a signal should be
installed, then staff is recommending the intersection of East Reinstra Street and not
Kingswood Drive.

Commissioner Arnold stated that he got the notice in the mail today (the A-113 item
to Council on June 19, 1990 dealing with this issue) and while have not had a chance
to look it completely through, did look at staff's recommendation and nothing was
said about any control at East Reinstra Street or Kingswood Drive. That is why he
is questioning what Mr. Rosenberg has said here. I don't remember that there were
any alternatives. It also recommended that if people wanted to cross the street
(Hilltop Drive) to go to the stores, they go down to the pedestrian crossing where the
kids go across. Well, you know darn well that people are not going to go south to
that light to get over to the store. If they are going to come out of Kingswood Drive
or any other section close to those stores.
Mr. Rosenberg conceded that he was in error. The report does not deal with the
signal. That was a previous report that we presented to the City Council. The report
that, I think, you have in your packet deals only with the stop signs.
Mr. Rivera noted that at the last meeting it was requested by Chairman Decker that
staff look into the block wall on Melrose Street and East Oxford Street, on the
northeast corner. Staff has looked into that block wall surrounding that property and
that block wall is in compliance with City standards. The grading of the property and
the pad elevation of the house necessitates that block wall to be in place at that
location. Everything is proper at that location.

COMMUNICATIONS
1Al Public Remarks
Dr. J. O. Lee Solomon, 1640-57 Maple Drive, Chula Vista, 92011.
Coming north on 1-805 to Main or Otay and coming down the ramp there is a real
safety factor--the trucks are coming east and west, traffic is coming east and west and
it is a very hard thing to get off that exit. There are many times that traffic going
east come into the pocket and just sit there and you cannot come off the freeway.
If you really want to you come around those cars and cross over to go west and it is
a problem and I think that the Traffic Engineers should look into it.
Chairman Decker stated that, and asked if staff could back him, he believes this is
one of the intersections that are in the City's plan to do something about.
Mr. Rosenberg responded that staff appreciates the comment and that, in fact, we
have good news but it we are planning on signalizing the two ramps--the northbound
off-ramp and the southbound off-ramp. However, we are being delayed because we
have to get authorization from CalTrans and negotiate the sharing of the costs. We
hope to get a traffic signal turned on by this time next year. It takes a little while to
design, get through the approvals, and the like and that is subject to the availability
of funds from CalTrans. If CalTrans cannot advance the funds for the project we
may bear the cost ourselves with the hope that they will reimburse us later on. We
are shooting for at least June 1991.
Commission Militscher asked, as a point of information, how much a traffic signal
cost.
Mr. Rosenberg informed the Commission that staff is budgeting $250,000 for both
signals; hoping the share of $130,000 will come from CalTrans.
Steve Palma, Community Development Chairman, Otay Town Committee, 174-1/2
Montgomery Street, Chula Vista, 92011.
I have just a safety matter that I want to bring to your attention. I have brought it
to the attention of Carole Stinnett (Building & Housing) with the City, but we have
had a lot of complaints and it deals actually with a car dealership. (He presented the
Commission with a couple of snap shots of the location in question.) This particular
car dealership is located on the corner of Anita Street and Third Avenue. If you
look at the photograph you will see that they park vehicles on the corner itself, but
in this particular case there is a fire hydrant and with the law stating that they should
not be parking vehicles near that fire hydrant. The real problem is that the street is
narrow and when they park the vehicles, especially at the curb, vehicles trying to turn
onto Third Avenue or onto Anita Street from Third Avenue stand a good chance of
colliding. We have had a good number of incidents. That particular car dealership,
95 percent of the time will have vehicles there blocking the driveway onto their
property, but more blocking a fire hydrant. It is creating a safety hazard for us that
live in the area.

Commissioner Koester asked staff to check into this area and see what the situation
is and come back with a recommendation.
Mr. Rosenberg informed the Commission that Mr. Rivera had received a call on this
problem and that it was staffs intent to bring this matter to their attention as an
agenda item at the next meeting; however, I think it would be prudent for us to field
inspect the site and determine whether or not there is any traffic operation
corrections that we can make immediately if it is truly a safety problem. Additionally,
we will ask the Police Department to assist us in cite for illegal parked cars. We will
do that and report back to the Commission at the next meeting. Mr. Palma is
certainly welcome to join us and we will notify him of the meeting.
STAFF ACTION ITEM:
Field inspect the site and determine whether or not there is any traffic operation corrections
that we can make immediately. Additionally, ask the Police Department to assist us in cite
for illegal parked cars.
00 Commission Comments
Commissioner Arnold stated that the shopping center at the corner of "L" Street and
Third Avenue (Long's and Von's), the center driveway into that parking lot, that the
height of the hedges on both sides of that exit from the shopping center are very high
and the sight distance is zilch. I would like to have staff take a look at this. He
asked if the maximum height is 4 feet and is it from the street level or curb level.
Mr. Rosenberg responded that we try to keep the hedges down to 3 to 3-1/2 feet at
the maximum. If we are looking at landscaping in a median it is from the road
surface, if it is on private property it is a little more difficult, generally speaking, it is
from the sidewalk surface to the top of the hedge. We will solicit cooperation from
the shopping center to trim their hedges.
Chairman Decker commented that on the intersection of Buena Vista Way and East
"H" Street is signalized but there are some new condominiums going in on the north
side and those condos will be finished in another two to three months and the signals
will be used by children going to school. Plus there are apartments just west of there
that will also probably use that route to go to school, to Chula Vista Hills Elementary
School. Given that, it would behoove the staff to look into the crossing times after
you press the button from the northeast corner and, I believe, there is no button on
the southeast corner. You will need to look into that possibility. There will have to
be a suggested route to school and I am sure they will all come up that way and cross
at Buena Vista Way because then it is right through the park. While that has not
come up yet, it is going to come up in the near future and we might as well get a
head start.
Mr. Rosenberg said staff would look into this.

Chairman Decker made a brief statement about the high caliber quality of the
personnel in our Police Department and that we need more of them.
Public Comments

I thought this police officer (Officer Kaminski) and of course, policeman are very
close to my heart (her son is a policeman), I think Chula Vista is very fortunate in
the police officers that we have. The police officers of Chula Vista are very polite
and very courteous. I think we need to make the public more aware and they (the
police) should be given more recognition and credit for the enormous job they do--it
is a very dangerous job, even here in Chula Vista. I think they need to be recognized
more frequently and thanks extended to them by the City Council would be nice,
once in awhile, to acknowledge the service these officers do give to us. Maybe there
is something you can do about that.
Commissioner Decker said that it almost goes without saying, but it should be said
occasionally, that C/wZa Vista's finest are in fact C/wZa Vista's finest and that we (the
Safety Commission) appreciates your efforts.
Staff Comments
Mr. Rosenberg had a passing comment, information about State Route 54, the South
Bay Freeway. CalTrans informs us that they will open that freeway, partially, within
a month or so. They will have completed their connection to Interstate 5 to and
from the north. The bridge connecting the westbound to southbound 1-5 will not be
completed probably for another year, but they intend to open the freeway between
1-805 and Interstate 5 within two months. At that point in time the ramps at Second
Avenue will be closed and traffic will then use either Fourth Avenue or Broadway to
enter into Chula Vista or National City. By the way we are also doing traffic counts
at strategic locations and after the freeway is open we will be able to come back to
the Safety Commission and describe the effect of the freeway in terms of reduction
in traffic on "E" Street, maybe "H" Street and some of the other streets that we think
may be affected by the other freeway. If it pleases the Commission, we will come
back next meeting and tell you what the new speed profile is on East "H" Street to
see whether Chairman Decker's observations are correct, and in fact, if speeds have
been lowered than we previously recorded them.
