HomeMy WebLinkAboutcc min 1967/09/26 MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Held Tuesday September 26, 1967 A regular meeting of the City Council of the City of Chula Vista was held in the Council Chambers on the above date at 7:00 P.M. with the following Coun- cilmen present: Councilmen Sylvester, Anderson, McCorquodale, McAllister, Sparling Absent: None Also present: City Attorney Lindberg, Administrative Officer Ross, City Engineer Cole, Planning Director Warren, Assistant Administrative Officer Stenberg, Administrative Assistant Sullins Mayor McCorquodale led the pledge of allegiance to the Flag. The invocation was given by Rev. Frank Maguire of the Church of the Good Shepherd. u/ACTION ON APPEAL OF CH~ VISTA HOSPITAL HELD OVER It was moved by Councilman Sylvester, seconded by Councilman Anderson, and carried that the motion to grant the conditional use permit to Bay General Hospital and deny the appeal of the Chula Vista Community Hospital be removed from the table. It was moved by Councilman Anderson, and seconded by Councilman Sylvester, that any further discussion on the matter be postponed definitely until December 19, 1967, because of the fact the consultant's report has been made available to the Council which report raises questions concerning parking space require- ments for hospitals and also that the whole subject matter requires further study by members of the City staff and individual Council members. Attorney Paul Pierik, representing the Bay General Hospital~ requested and demanded that the Council vote on the appeal at this time due to the fact that they have complied with every legal requirement of the City and that there is no basis on which further study could prove otherwise. The motion carried with Councilmen McAllister and Sparling voting no. Upon the recommendation of the City Attorney, it was moved by Councilman Sylvester, seconded by Councilman Anderson, and carried that the matter be re- advertised for hearing on December 19, 1967, at 7:00 P.M., in order that inter- ested parties may be properly notified and heard on whatever facts might be brought forward from further study. Councilmen McAllister and Sparling voted no. APPROVAL OF COUNCIL MINUTES It was moved by Councilman Sparling, seconded by Councilman Sylvester, and carried that the minutes for the meeting of September 19, 1967, be approved, copies having been sent to each of the Councilmen. RESOLUTION NO. 4560 - Requesting the Board of Supervisors of San Diego County to permit the Registrar of Voters to conduct special bond election for Police facility Offered by Councilman Sparling, the reading of the text was waived by unanimous consent, passed and adopted by the following vote, to-wit: AYES: Councilmen Sparling, Sylvester, Anderson, McCorquodale, McAllister Noes: None Absent: None RESOLUTION NO. 4561 - Supporting modification of Law Enforcement Assistan~Act (S. 917, H. R. 5037) Offered by Councilman Sylvester, the reading of the text was waived by unanimous consent, passed and adopted by the following vote, to-wit: AYES: Councilmen. Sylvester, Anderson, McCorquodale, McAllister, McCorquodale Noes: None Absent: None RESOLUTION NO. 4562 - Supporting Federal Tax-sharing program Offered by Councilman Sparling, the reading of the text was waived by unanimous consent, passed and adopted by the following vote, to-wit: AYES: Councilmen Sparling, Sylvester, Anderson, McCorquodale, McAllister Noes: None Absent: None RESOLUTION NO. 4563 - Establishing a policy regarding the installation of tempo- rary cul de sacs in new subdivisions Offered by Councilman Sylvester, amended by adding the following phrase to the end of Section 3: "or if at any time within the said five-year period the adjacent property is developed and such development is such that it is evi- dent that said street will not be extemded, then the developer shall install the full standard improvements at that time." Reading of the text was waived by unanimous consent and the resolution passed and adopted by the following vote, to-wit: AYES: Councilmen Sylvester, Anderson, McCorquodale, McAllister, Sparling Noes: None Absent: None RESOLUTION NO. 4564 - Accepting drainage easement to construct a box culvert across Bonita Road at Bonita Glen Drive Offered by Councilman Sparling, the reading of the text was waived by unanimous consent, passed and adopted by the following vote, to-wit: AYES: Councilmen Sparling, Sylvester, Anderson, McCorquodale, McAllister Noes: None Absent: None RESOLUTION NO. 4565 - Authorizing excess driveway width - 864 Broadway Offered by Councilman McAllister, the reading of the text was waived by unanimous consent, passed and adopted by the following vote, to-wit: AYES: Councilmen~l~r$~pa~S, Sylvester, Anderson, McCorquodale Noes: None Absent: None RESOLUTION NO. 4566 - Declaring formal bidding to be impractical and appropriat- ing funds for improvements at the Golf Course Offered by Councilman Anderson, the reading of the text was waived by unanimous consent~ passed and adopted by the following vote, to-wit: AYES: Councilmen Anderson~ McCorquodale, McAllister, Sparling, Sytvester Noes: None Absent: None RESOLUTION NO. 4567 - Accepting grant of easement from Port District for street purposes Offered by Councilman Sparling, the reading of the text was waived by unanimous consent, passed and adopted by the following vote, to-wit: AYES: Councilmen Sparling~ Sylvester, Anderson, McCorquodale, McAllister Noes: None Absent: None AUTHORIZATION GIVEN TO APPLYING FOR GRANT FRC~4 OFFICE OF LAW ENFORCEMENT ASS ISTANCE Upon the request of Chief of Police Winters and the recommendation of Administrative Officer Ross, it was moved by Councilman McAllister, seconded by Councilman Sylvester, and carried that authorization be given to the making of an application for a Planning and Research grant under the Law Enforcement Sys- tems Act of 1965 through the Office of Law Enforcement Assistance of the U. S. Department of Justice. ~LIBRARY BOARD REQUEST FOR CONFERENCE WITH COUNCIL A letter was read from the Library Board of Trustees requesting a Council Conference to discuss the need for strengthening the library book collection. It was moved by Councilman Sylvester~ seconded by Councilman McAllister, and carried that Administrative Officer Ross check with Board members to determine when they can best meet and report back to the Council. ~,/REQuEST FOR "POLICE APPRECIATION WEEK" PROCLAMATION A letter was read from the San Diego Co~nittee to Support Your Local Police requesting that the Council take action to proclaim the week of October 15 through October 21 as "Police Appreciation Week". It was moved by Councilman McAllister, seconded by Councilman Sparling, and ca,tied that the letter be re- ferred to Administrative Officer Ross. %z/REQUEST FOR BLOCKING OFF OF MADRONA STREET A letter was read from Police Chief Winters stating that the Temple Beth Sholom Synagogue at 208 Madrona Street is requesting that they be permitted to block off Madrona Street between Del Mar and Second Avenues on Sunday, October 1, 1967 from 1:00 P.M. to 3:30 P.M., while they are having dedication ceremonies for a new portion of their building. It was moved by Councilman Sparling, seconded by Councilman Sylvester, and carried that the request be granted. DIRT HAULING ON "L" STREET In connection with the trucks hauling dirt down "L" Street to the tide- lands, R. W. Farmer, 63 "L" Street, asked that the trucks be checked for speed- ing and also that many of the trucks are returning on "L" Street instead of Naples Street, as designated. Administrative Officer Ross stated that trucks hauling on the Port District project were complying with the rules one hundred per cent and that other trucks are being stopped and asked to use the Naples Street return route. He suggested that Mr. Farmer obtain license numbers of trucks not following the rules in order that it can be determined to whom they belong. FIESTA REQUESTS APPROVED Administrative Officer Ross stated that no objections have been found by the Police Department and Parks and Recreation Department to the request of the Chula Vista Jaycees for permission to close Davidson Street between Fourth and Glover Avenues on October 14 and 15 in order to set up bleachers for the rodeo which is being held in conjunction with the Fiesta de la Luna; for permission to use the Civic Center parking lot as a dispersal area for the parade on October 14; and permission for the Camsmen Car Club of California to show their cars in the center strip of Parkway on October 9. Mr. Ross therefore recon~mended approval. It was moved by Councilman McAllister, seconded by Councilman Sparling, and carried that the requests be granted. It was moved by Councilman McAllister, seconded by Councilman Anderson, and carried that the matter of whether or not the site of the rodeo should be oiled prior to its use, at the expense of the Junior Chamber of Commerce, be left to the discretion of Administrative Officer Ross. Councilman Anderson voted no. ADJOURNMENT Mayor McCorquodale adjourned the meeting at 8:05 P.M., sine die. City Clerk
