APPROVAL OF MINUTES MOTION MSUC (Koester/Thomas) 5-0, Waller abstained (absent previous meeting), to approve the minutes of December 14, 1989. 2. CONTINUED MATTERS 1.tl Crosswalk situation at Woodlawn & "H" Streets Commissioner Arnold brought up the crosswalk situation at Woodlawn & "H" Streets. Commissioner Militscher and Commissioner Arnold attended the meeting with Don Jefferies, principal of Mueller Elementary School and after discussing the problems and looking at the City map with City staff it was decided to try to solve the problem of the crossing there. They want: (1) to coordinate the westbound light with the trolley barrier, (2) install no right turn on red light signs on the southwest corner of Woodland/"B" Street and (3) paint a "Keep Clear" in intersection of "H" heading west. We thought that by doing this we might solve the problem without having to put a crosswalk guard at that intersection. SAFETY COMMISSION MINUTES - 2- Januarv 11. 1990 . Chairman Decker made Commission accept the recommend that it be Koester seconded. a motion that Subcommitte's incorporated. the Safety report and commissioner Discussion: commissioner Arnold asked for clarification of the letter itself and would like to refer the item to the Workshop Meeting after the regular meeting. Mehran Seperhi responded stating that one of the problems was that cars stop in the middle of the block and that when the railroad crossing barriers come down that the signal light for East "H" Street westbound remains green. By coordinating the street light signals with the railroad track the traffic signal westbound will become red at the same time that the railroad track barrier comes down. Cars will stop and with the coordination of light signal with the railroad track barrier, the intersection will remain clear, allowing children to cross the street without cars blocking their path. It was determined that we should try this and see if it solves the problem. If not, we will come back and say it did not solve the problem. . Commissioner Koester noted that the trolley every 7 minutes and that 7 minutes was an amount of time to make children wait to street. only comes inordinate cross the Frank Rivera responded that there was a problem during the peak hours of the day when the vehicles will go through the intersection on the green light, the trolley gate comes down and the traffic has stopped flowing and the vehicles, because they have the green light continue through the intersection, blocking the intersection. When their light turns red, the people southbound on Woodlawn Avenue could not enter into the intersection because of the vehicles westbound stopped within the intersection. Commissioner Koester stated that he picturing it. He asked to see a intersection involved here. The minutes apart--one is going north, leaving 7 minutes between signals. had a problem diagram of the trolley goes 15 one going south, Mr. Sepehri stated that the light on East "H" street will become red, thereby allowing children to cross the street. . SAFETY COMMISSION MINUTES - 3- Januarv 11. 1990 . commissioner Koester asked if that meant that the light would be on a 7 minute cycle to correspond with trolley movements (one going north, one going south every 7 minutes) . Chairman Decker responded that signal lights would be on their normal cycle, but that when the trolley comes along, it would interrupt that cycle and turn the light red. The signal lights would maintain their normal cycle and turn red, in addition to when the trolley crosses. It will not turn red only when the trolley comes, it is going to turn red in addition to when the trolley comes. Right now what it does is turn red only in its normal cycle and sometimes it does not turn red at the right time because the trolley is going through and the light is still green. So what staff is going to do is make it turn red in addition to its cycle also when the trolley comes through. The motion is on the floor to accept the Subcommittee Report and the staff action as indicated. MOTION: MSUC (Decker/Koester) 5-0 after discussion and did not (Braden arrived at 7: 12 participate in voting. p.m. , . 3. NEW BUSINESS .@l Request for a traffic siqnal at the intersection of Main Street and Del Monte Avenue. . Mehran Sepehri presented staff's report. Staff received a letter and petition dated November 21, 1989 requesting a traffic signal at Del Monte Avenue and Main Street. Staff--after thorough traffic signal evaluation conducted each year--we did a study at this intersection in addition to another 10 intersections. This intersection placed 9 in the list throughout the city of Chula vista. The average daily traffic volume on Main Street is approximately 22,000 vehicles per day and the vehicles using Del Monte Avenue totalled 1,200 per day. By installing a signal light at this intersection we would be stopping 22,000 vehicles. Staff did an accident study in the past three years and there have been seven accidents. Two of those accidents could have been prevented by installation of a traffic signal. The accident rate at this intersection is much lower than the average accident rate throughout the City and the State of California. Therefore, staff is not recommending installation of a traffic signal at this intersection. SAFETY COMMISSION MINUTES - 4- Januarv 11. 1990 . Chairman Decker asked for questions of staff. It was asked where are the schools in relation to this intersection? Frank Rivera, using a viewgraph, showed the location of the school, Otay Elementary School being on Albany Avenue. It being three blocks up from Main Street, up by Anita. Commissioner Koester asked the location of the nearest traffic signal. Mr. Sepehri indicated that it was at Third and Main and that another one is at Hilltop and Main. Chairman Decker invited Mr. Richard Hermosillo to speak to the Commission. . My name is, Richard Hermosillo and I live at 3323 Alvoca Street, in that neighborhood there. In what has been presented here this evening, I would like to make clarification that first of all there are three schools that are involved there. Our children attend Castle Park Junior High, which is on Quintard Street, across Main Street. Our children also attend Montgomery Elementary School which is at Montgomery and Hermosa street. You cannot see it on the map, but that is one of the other elementary schools that is in our neighborhood that our children attend. Also, Otay Elementary. What our concern is, is that that intersection is a very busy intersection and crossing that intersection is very hazardous for the reason that cars that are parked on Main street block our view across the intersection, causing us not to be able to see the cars coming and going in that area, especially in the evening when the sunlight is coming down, we have a blind spot from the sun. Also, at 3:00 in the afternoon is one of the busiest times on Main street-- people coming from work heading east on Main Street. Our children at that time are coming home from school. I have children who attend Junior High and they attend Montgomery Elementary and they cross Main Street. My daughters will come down Del Monte and cross at Main street to come into Alvoca street. That is the only area we have that we cross. So, my concern not only is the traffic but our children that are crossing that street and there are a lot of children who live in the neighborhood and they do cross in that area. We would like for you to consider putting a signal light in there even though it I S a light that when the cars approach there turns green and then turns red immediately but something for the safety of our children and ourselves crossing the intersection. I . SAFETY COMMISSION MINUTES - 5- January 11. 1990 ~ was one of the misfortunate people that had an accident there because I was blinded by a semi-truck that was parked on Main Street and I could not see and I crossed and got involved in an accident and was one of them that was there and would like for you to consider voting for a signal light in this area. Thank you. Chairman Decker asked if staff knows recommended safe route is in this area. what the Mr. Rivera responded that the safe route to school recommends that the children use the signal light at the intersections. For this street, the recommended route would be to go up Del Monte Avenue and then go to Main Street and cross the street, since that is signalized, and then from there they would continue along the north side of Main Street and up toward Otay Elementary School. Commissioner Braden asked if staff was saying that children should go to Third and Main to cross. Mr. Rivera responded in the affirmative to Commission Braden's question. It is a signalized intersection. . Richard Hermosillo requested to be able to comment. He stated that a child who comes from the Castle Parkjotay area is not going to go all the way to Third and Main to cross, they would come straight down and cross into Del Monte. A child is not going to walk two blocks down to cross at a signal light. It just is not going to happen. Our concern is that we walk here and they are not going to cross two blocks away. Most of the kids who don I t cross Del Monte go across Banner or Albany. I am hoping that one signal I ight is put at Del Monte and they will use that light to cross. I just don't want to see one child get killed because they were crossing at a busy time of the evening. It was asked if there guards at this area. this intersection. were any school safety crossing Staff responded that no, not at Commissioner Braden asked if there were a red curb at this intersection so that people do not park too close to the intersection. . SAFETY COMMISSION MINUTES - 6- Januarv 11. 1990 . Mr. Rivera showed slides of the area. One showed eastbound on Main Street, west of Del Monte which showed the intersection in question. Another slide, looking southbound, where parking is allowed. Looking back toward the west, he pointed out the area that has been causing the sight obstruction. There is a sign at this corner which indicates "No Parking Begins" and ends at the corner, 25 feet away. Staff indicated that the No Parking could be extended to Third Avenue to increase the sight distance. Chair would entertain motions. commissioner Thomas made the motion to accept staff's proposal. Commissioner Koester seconded. Discussion: Commissioner Koester asked about staff's comments on three other intersections and if staff were making a recommendation there, or if that was a passing comment. . Frank Rivera responded that the intersections that were ranked and were at the top of the list that staff is recommending that the City Council appropriate funds to have those signals built and installed and the reason the list was put in the report was to show the difference in the intersections that are being requested to be built in comparison to the intersections that were not recommended to be built. Chairman Decker stated that the Motion is to accept the following recommendation: That the Safety Commission accept this report and not recommend to have a traffic signal installed at the intersection of Del Monte and Main Street. That is the Motion on the floor at this time. Chairman Decker requested any further discussion. It was asked about extending the No Parking area down to Third Avenue. Do we make the recommendation of staff, or is staff going to extend the No Parking. Mr. Rivera responded that the Commission could make that recommendation. . Chairman Decker commented that the Safety Commission commissioners were not insensitive to the plights of any neighborhood and were always thinking about these things, but that it is only one block away to the nearest signal and he is inclined to think that it is a matter of education to try to get the children to cross at that signal. We have other neighborhoods that have SAFETY COMMISSION MINUTES - 7- Januarv 11. 1990 . the same situation, where the easiest path is to cross somewhere where there is no signal or there is no stop sign and the schools have been very accommodating in reinforcing this. I think that maybe that the parents in the neighborhood need to go through the local PTA and get the schools to reinforce the safety paths. Every school has a safe path that is designated by the school and if you do not have one at your school then you need, through the PTA, to get one started. But, I know you have one, because we have them allover the City. It may not be up to date and the children may need to be reminded that there are ways to walk home that are safe and there are ways that are not safe. Until we can say that, in fact, this is being done, I would like to see this approach first before we start moving toward some other direction. That's my comment and I would ask if any other Commissioners have any other comments along this line. If not, he will call for the Question and ask for the vote. MOTION: MSUC (Thomas/Koester) 6-0, to accept staff's recommendation. commissioner Braden deferred to Commissioner Waller to make a recommendation regarding parking. . Commissioner Waller asked parking--asking if the No Monte to Third or Del Monte for clarification on Parking would be from to Banner. the Del Frank Rivera responded that the No Parking would be from Del Monte to Third. Commissioner Waller made the Motion that we extend the No Parking sign from Del Monte to Third. This would alleviate some of the problems. Commissioner Braden seconded. Chairman Decker stated that it has been moved and seconded to make the entire south side of Main Street between Del Monte and Third a No Parking zone by so assigning it. Discussion: commissioner Koester was concerned about the property owners in that segment of Main Street, that they may not be aware of what is transpiring, but that they should be given notice of this situation before it is done. They should have an opportunity to either give it their blessing or say what they feel is their situation. . SAFETY COMMISSION MINUTES - 8- Januarv 11. 1990 . Commissioner Braden asked what were the number of parking spaces that would be lost. Mr . Rivera noted that probably six to eight parking spaces would be lost. Mehran Sepehri stated that before staff goes to City Council they will notify the businesses of this area to let them know what we are doing. commissioner Koester stated that this might have an impact on what we might want to decide depending upon what they have to say. The Chair requested any other comments. MOTION: MSC (Waller/Braden) 5-1 in favor (Arnold against). Commissioner Braden requested that her approval of the Minutes of the last meeting. Chair so noted. The approval of the Minutes of the last meeting be changed to 5-0 (Braden also approved) with 1 abstention (Waller). . lhl Proposed vouth center in the 400 block of "L" Street Chair asked for staff's report. Frank Rivera stated that Development Department, available to answer any have on the youth center. Pam Buchan, from the Community was ln the audience and questions the Commission may . There is a youth center that is proposed to be built on the Chula vista High School area site and it will be a 14,000 square foot center on the north side of "L" street, mid-block between Fifth Avenue and Fourth Avenue. Volumes on "L" Street are expected to increase because of the youth center as well as other developments in the Eastern part of the City of Chula Vista. staff has looked at the accidents that have occurred in this block and have determined that many of the accidents which occurred could have ben prohibited by the installation of a two-way turn pocket on the center of "L" street. Frank Rivera, using viewgraphs, showed the Commission the youth center site. The existing driveway located on "L" street just east of Fifth Avenue will be closed and relocated on Fifth Avenue just north of "L" Street. The addition of a two-way turn lane into the youth center on "L" street will necessitate the prohibition of street parking and at this time most of the vehicles which do park on "L" SAFETY COMMISSION MINUTES - 9- Januarv 11. 1990 . Street are parking along the south side; there are several apartment complexes, single family dwellings and a private school located on the south side of "L" street. Some of these buildings toward the west end of the street do have large parking lots, toward the east end many just have double driveways. In the interest of public safety and in view of the proposed youth center development staff is recommending that the Safety Commission recommend prohibiting street parking along both sides of the 400 block of "L" Street. Chair asked for questions of staff. commissioner Arnold asked if the fire hydrant located at the northeast corner of Fifth Avenue and "L" Street would have to be moved. Mr. Rivera stated that it would not have to be moved. The driveway could be moved further to the north. Commissioner Arnold asked if the single family homes and apartments have off-street parking. . Mr. Rivera responded that the single family dwellings have driveways, though there there are some parcels that have more than one house on them and so parking for them, at times, can be quite difficult--they would have three to four cars in one driveway and some of them do utilize the on-street parking. Most of them do not and on occasion there has probably been about seven or eight cars parked at night. Most of the people do park off-street. commissioner Braden asked if the parking on both sides of the street would need to be eliminated. Mr. Rivera stated that it would be for both sides because the two-way turn pocket is proposed to be 10 to 12 feet wide and that we would have to take the parking off on both sides to accommodate the number of trucks that use that street as it is a designated truck route and we do have a lot of traffic on that street. Commissioner Braden asked if the residents along that area been notified. Mr. Rivera stated that staff Chula vista School District, south side and everybody on intersections. notified everybody--the all residents along the all four sides of the commissioner Arnold asked if anyone was here. . SAFETY COMMISSION MINUTES - 10- Januarv 11. 1990 . Chairman Decker stated that no one from the pUblic was at this meeting. commissioner Arnold asked who would be operating the youth center. Pam Buchan responded that at the present, the plan is that the Chula vista High School District will utilize part of the facility during the day and during the summer. The City will either participate in operating some activities and get a lessee for other times so we can get full utilization of the building, or it will just be the City and the School District with no lessee. As far as operation, the answer to your question is most likely the City and the School District and possibly a lessee as well. It was asked if would be closed activities on the the activities of if and when the fields. the youth center high school has Ms. Buchan stated that provision. She further envision that would be the staff stated case. has that not she made that would not . commissioner Braden stated there was a lot of activity on that field. Commissioner Arnold was concerned about the present off-street parking lot. Ms. Buchan stated that when she has attended functions at the field that the parking lot that is there now where the youth center parking lot will be located and the facility itself, that parking lot is not over utilized. As a matter of fact, not a lot of cars park there even when the fields are being used. Everybody seems to park along "K" Street. That is full of parking. commissioner Arnold stated he is concerned primarily with night and/or afternoon activities in the stadium, as that parking area is heavily used when they are having games or activities at the stadium, track, and so forth. He wished to know if the parking facilities of the youth center when there is heavy traffic being parked in that area. Chairman Decker wished to know what will be the hours of operation for the youth center. . SAFETY COMMISSION MINUTES - 11- Januarv 11. 1990 . Ms. Buchan responded that this has not been decided until staff has actually determined what the programs are going to be. She stated that this is something that certainly should be taken into consideration, particularly when a football game is going on, as she could see the parking lot being over utilized. It could be that when a football game is going on that the youth center would not be operating fully because the youths would be at the football game. That is not going to be all the cases, but that certainly is something for staff to take into consideration when we prepare the activity list and scheduling. We will be doing that in conjunction with the School District so we will have all the schedules available. She believes the School District will be sensitive to that very question. Commissioner Braden asked what is the timing for all this construction. . Ms. Buchan stated it would commence as quickly as we can do it. According to the tentative schedule, the start of construction should begin in early 1991, and it could be moved forward. Completion is expected to be within seven to eight months after start of construction. At this point staff is still in final design development. It is not possible to be precise about the schedule when staff is still working with construction drawings; however, Ms. Buchan's best estimate is that it would be around the first part of 1991. Commissioner Braden asked when is it planned to eliminate the parking. If the construction is not due to start for nearly a year, when does staff plan to prohibit the parking and why is it being done now. Is this not premature? Frank Rivera responded, stating that this item has to be brought before the City Council and, in addition, the most efficient way to remove the parking is going to be to change the striping and we would prefer to do it in the summer when there is a chip sealing program in effect and we can chip over the old striping instead of sandblasting and paint it at that time. So we would be looking at removing the parking sometime in the late summer at the earliest. . commissioner Braden inquired about how many layers of chip seal do you put on before you finally quit. She stated that crossing some streets is just about bottoms out one's car. SAFETY COMMISSION MINUTES - 12- Januarv 11. 1990 . Frank Rivera responded that he did not know the answer to Commissioner Braden's inquiry. Commissioner Arnold wished to know if a berm was going down through the middle of the street. Frank Rivera responded that no, it was a centerline stripe. It will all be paint, there will be no berms or medians. commissioner Waller asked a question of staff regarding church parking. Specifically, 189 spaces for church parking and then 20 parking spaces. Mr. Rivera stated that the church and their school had that number of spaces for parking. The 20 parking spaces next to that, to the east on the south side, is parking for the apartment complex or condominium building and that is separate in itself. Commissioner Waller wished to know if others could use the church parking spaces for evening/ afternoon. . Mr. Rivera stated he believes that that parking lot is used as a playground for their school and so he would not have that information, but it could be a possibility. Chair asked if there were any additional questions of staff. Motion was made by Commissioner Koester that the Commission accept staff's recommendation. Motion was seconded by Commissioner Thomas. Chair noted that it was moved, and seconded, to accept staff's recommendation to prohibit on-street parking along the north and south sides of the 400 block of "L" Street. Chair inquired if there were any discussion on the motion. Commissioner Arnold wished to make sure that the same invitation is given to people in the area to attend ci ty Council meeting in connection with this parking issue. . Mr. Rivera stated that everybody on the 400 block of "L" Street as well as those a little way to the east and west of the intersection and that staff would be notifying them again. Staff sent out almost 100 notices for tonight's Safety Commission meeting and he was somewhat surprised that no one showed as he received numerous telephone calls that people would be attending. . . . SAFETY COMMISSION MINUTES - 13- Januarv 11. 1990 Commissioner Arnold stated that he lives just to the west of this area and that he was not aware of anything like this happening at this location and he thinks that perhaps the people did not get the notice and that they do not realize the full impact that it will have upon their area. commissioner Arnold stated he wants to make sure they are given good notice in the future before it goes to Council. Chair asked for any other statements or comments. MOTION: MSUC (Koester/Thomas) 6-0, to accept staff's recommendation. 4. TRIAL TRAFFIC REGULATIONS ill Establish 35 mph speed limit on Anita Street between Frontaqe Road and Third Avenue Chair asked if staff had a report on this item. Frank Rivera stated that staff wants to establish a trial traffic regulation on Anita Street to make the speed limit 35 mph from 1-5 and the Frontage Road all the way to Third Avenue. At the present time we have three speed limits in four different areas. We have a 25, 35 and 40 mph. The signs are missing and it is confusing. We have a school in the area on the east end. An Engineering Traffic Survey on the following page confirms our recommendation to establish a 35 mph speed limit. The 85 percentile speeds were 36, 37, 38 and 36 and so a 35 mph speed limit would keep traffic flowing at a proper rate and not increase congestion and we do not feel that it would present a problem for the type of street that Anita Street is. Chair asked if there were any questions of staff. Commissioner Koester stated that he lives on Anita Street and that the area between Broadway and Hermosa is a regular race track. People do at least 50 mph. I think this 1S very good. I make the Motion that we go along with staff's recommendation. Commissioner Braden seconded. Chair asked that before Motion is made, were there any other questions of staff. As there were none, Chair stated that the Motion is to accept staff's recommendation to establish a trial traffic speed along Anita Street between Frontage Road and Third Avenue of 35 mph. Approved and seconded. . . . SAFETY COMMISSION MINUTES - 14- Januarv 11. 1990 Chairman Decker requested that staff state how long this trial traffic regulation be in effect. Mr. Rivera stated that the trial traffic regulation will be in effect for eight months. Staff wants to go to the City Council so that they can establish it, but we want to go to the city Council telling them that the Safety Commission backs this trail traffic recommendation so that we can establish it. Chairman Decker then stated his understanding that at the end of eight months the item would be back before the Safety Commission. Discussion: commissioner Braden asked if staff were planning to have some patrol there. Mr. Rivera stated that yes there would be as soon as the trial traffic established we can start the enforcement on this as the signs would be posted. Chairman Decker stated that he drove this route one Saturday and that it was a little confusing with regard to various speed limits. MOTION: MSUC (Koester/Braden) 6-0, to accept staff's recommendation. 5. STAFF REPORTS iBl CIP Status Report FY 1989-90 Mehran Sepehri stated no comments on this item. explanatory. Self- lQl Chula vista Police Department Traffic Summarv for November 1989 Chair asked for questions. The number of fatalities were noted from Summary. commissioner Braden noted that Summary indicated speed is really contributing to a lot of this. Frank Rivera responded that on the fatalities, in fact, that probably all the fatals that have occurred up to the November, they were speed related accidents. Chairman Decker stated that we would have to redouble our efforts about getting the city Council to hire more Motor Officers. SAFETY COMMISSION MINUTES - 15- Januarv 11. 1990 . Commissioner Braden requested to know the number of Motor Officers who were female. Agent E. T. Lenihan informed the Commission that none were. Commissioner Braden wished to know why none were female. Agent E. T. Lenihan responded that he did not know if females were interested in this duty. In addition, they would have to be physically able to pick up their motorcycle. He noted that it takes great upper body strength to do that, should the bike fall over and that females could not do this. He noted that the California Highway Patrol has one female officer that was recently hired. San Diego has had three females who applied over the past seven or eight years and could not pass the physical. Chairman Decker noted that this same restriction would apply to a male officer. . He stated, however, that riding the bike is no problem and should a female be interested in this position and had the physical strength, she could be considered. lQl 1989 SANDAG ADT MAPS Discussion followed on the noted it was difficult to asked if this map was worth maps. Commissioner relate to scale. the money. Braden It was Frank Rivera responded that the map was provided, free of charge from the San Diego Association of Governments (SANDAG) .. It was pointed out to Frank that somebody paid for it and that there is no such thing as TANSTAAFL. Commissioner Braden stated that she looked at the map quite closely and she thought, sheet. She noted that the map was interesting and that a lot of work went into it but that it was difficult to relate to scale. Chairman Decker was interested in knowing whether something like this exists in projection or as opposed to history. . Mehran Sepehri stated that staff has it for the city of Chula vista as proj ection as a matter of the General Plan. SANDAG does a regional projection. SAFETY COMMISSION MINUTES - 16- Januarv 11. 1990 . Chairman Decker requested that staff might want to think about a report on the Eastern links, as an example: Telegraph Canyon, East "H" Street and Bonita Road. What are some of the projections going to look like, four, five, eight years from now on those. Also on Main and Otay. Commissioner Braden noted that once construction starts in South Bay, it will jam up 1-5 even worse as well as J and L. Staff should really think about sharing projection map with the Commission. lQl Status report on Shell Gas Station at Bonita Road and Bonita Glen Drive Chairman Decker requested status report of staff. . Frank Rivera detailed staff's recent actions regarding this subject. Specifically, it is not a drainage problem at the site but water runoff problem from vehicles causing damage to asphalt paving. Shell hired Tate Engineering Company to look at modifications that could be done to the car wash to alleviate the problem. Study is not yet completed; however, staff will be appraised of study upon its completion. Mr. Brooks Herring of Shell oil noted that one of the drains was clogged and that Shell had repaired it but that they were still looking at alternative ways to solve the problem. They do not want this to be an ongoing problem, they want to solve it. Shell paid for the damage before. Staff has notified Shell that there is damage now and Shell will reimburse the City for expenses, but they do not want this to be an annual or every six months type of thing--they are committed to finding a permanent solution to this problem. Commissioner Waller asked what Shell is doing about the surface water on the street. Will they reimburse people for accidents and so forth. Mr. Rivera responded that that is the major problem associated with the water runoff--the tremendous amount of water that is on the roadway. It is causing much damage to the pavement in a short period of time. If there were an accident it is believed that Shell would in some way be responsible. 6. SAFETY COMMISSION MINUTES - 17- Januarv 11. 1990 . commissioner Koester had a question on addressing staff about the lighting situation up at the Country Club area. Mr. Rivera presented viewgraphs of the Country Club area. The lighting study has not been done as of yet. What has been done is the installation of delineators to reduce the travel lanes at this area. Traffic counters will be set out to see what effect the delineators may have on volume and speed. This was not done immediately in order to give motorists time to becoming accustomed to looking at these delineators and driving in the area. commissioner Koester reiterated his question about the lighting situation. Mr. Rivera responded that we will be testing lighting within the very near future. Chairman Decker pointed out that delineators should be a viable solution at this area, it makes it even more imperative to have good lighting because we are now changing the configuration of the intersection and we want people to see that change instead of driving up over that berm. . Mr. Rivera responded that this was correct and that this change was implemented to give this intersection a more right-angle type appearance such is found at most other intersections in the City. The delineators are white, they are also flexible so that if a vehicle hits them they will bend over and pop back up, the top has two stripes going around it of reflective tape so they are visible at night. Staff felt this was a safer approach than to try than asphalt berm painted white first. Chairman Decker asked for comments on item number six. commissioner Thomas directed the problem regarding both pedestrian and vehicle traffic at the Pacific Bell Building on Third Avenue between "G" and "R" of people who cross into oncoming traffic and people who double park to pay their bills. A brief discussion followed after which Commission Thomas asked staff to look into inadequate parking facilities at Pacific Bell and how is it that Pacific Bell was able to move without providing adequate parking, considering their former place had more than adequate parking. . Commissioner Arnold inquired how do street lights work at Oxford and Fourth. SAFETY COMMISSION MINUTES - 18- Januarv 11. 1990 . Mehran Sepehri responded that staff is hoping to have the signal lights at Oxford and Fourth become "fixed time", synchronizing them with Fourth and "H". commissioner Braden raised the issue of traffic at Nacion, between East "J" street and Palomar Street--it is much too fast, there have been a number of very near misses, desired staff to check volume and consider impediments to speeding vehicles. Frank Rivera advised that staff has placed stop signs, curb warning signs, and a speed limit of 25 mph at this location. commissioner Braden inquired about the City's Ordinance on RV parking of 72 hours. Staff detailed the nuances of the Ordinance and why it is somewhat difficult to have compliance. Brief general discussions, for clarification, were held between commissioners and staff on the following topics: (1) for sale signs in cars; (2) parking of tractor trailers; (3) chip seal; (4) slick area at East "H" Street, going west at Paseo del Rey; and (5) East "H" Street west 1-805 ramp. . 7 .
