MINUTES OF THE SAFETY COMMISSION MEETING CITY OF CHULA VISTA, CALIFORNIA Thursday, November 9, 1989 7:03 p.m. ROLL CALL Council Chambers Public Services Building MEMBERS PRESENT: Chairman pro tempore Braden, Commissioners Arnold, Koester, Militscher, Thomas, Waller MEMBERS ABSENT: Chairman Decker STAFF PRESENT: Hal Rosenberg, City Traffic Engineer; Frank Rivera, Assistant Civil Engineer; Agent E. T. Lenihan, Chula Vi sta Pol ice Department; Fred Kassman, Redevelopl'lent Coordinator OTHERS PRESENT: 1. APPROVAL OF MINUTES See attached attendance list Chai rman pro tempore stated that the spell i ng for t1r. Lou Pal ensti ni 's last name should be Mr. Lou Palestini, (without the first On"). Commissioner Arnold asked about the CUP permit for the bank on H Street. . t1r. Rivera noted that the bank was doing everything properly, there were no violations. Chairman pro tempore Braden noted that Mr. Garcia has put up a new fence which is very tall and has also cut the hedges on his property. MOTION MSUC H1i 1 i tscher/Koester) 5-0, Braden abstai ned, to approve the mi nutes of October 12, 1989 with the spelling change (Mr. Lou Palestini) noted. 2. CONTINUED MATTERS None. 3. NEW BUSINESS ~ Request for a one-way street at Center Street and Garrett Avenue Mr. Robert J Kolkey, builder, owner, developer of Chula Vista Center, 3634 Fenelon Street, San Diego 92106. He agrees with staff's recommendation for a one-way street and will also answer any questions with regard to the shopping center. . . SAFETY COMMISSION MINUTES -2- November 9, 1989 Mrs. Coralea Schneider, 376 Center Street, #310, and is employed by Lee Mather Company whi ch manages 60 units in Parkwoods and wi 11 soon be sell ing these units. She is opposed to the one-way street since it wi 11 i nconveni ence the resi dents of the area comi ng in and out. The proposed 1 oadi ng zone wi 11 lower property val ues, be unsi ghtly and a hazard. The street is al ready very narrow and now a loading zone will be added to one side. All the trucks will be driving past the Parkwoods entrance. She al so mentioned that there were four dumpsters out on the street. Trucks should use the shopping center and not Center Street. Center Street is bei ng treated as an all ey. She is also willing to prepare a petition to stop the one-way conversion. . Chai rman pro tempore Braden menti oned a 1 etter recei ved from a r1r. Hubert A. Christensen. Braden will read it after the next speaker. Mr. Michael W. Stanko, 376 Center Street, #321, agreed with ~1rs. Schneider. The traffic flow will inconvenience the residents. He mentioned additional traffic congestions with the traffic signal at Fourth Avenue and F Street. Presently only one or two vehi cl es can turn left each time (cycle). Most residents use Garrett Avenue to avoid the traffic at Fourth Avenue. Congestion on Fourth Avenue also backs up to Center Street, maki ng that 1 eft turn diffi cult (southbound to eastbound). Chairman pro tempore Braden read Mr. Hubert A. Christensen's letter, 376 Center Street, #350, (attached) in its entirety. Mr. Christensen is against the one-way proposal. Mr. James A. Good, 376 Center Street, #325, wants Center Street as a two-way street. for the east end westbound Center hydrant. He al so wanted a of Center Street. Street relocated 15 mph speed limit sign installed He al so wanted the stop si gn for since it was too close to a fire Mr. Rosenberg presented staff's report which includes a one-way street system. This item was brought up by Community Development due to a need to link Memorial Park to the Library Park. Since the shopping center is being remodeled, it was recommended that at this time, it is a good opportunity to improve the area. Aesthetics and landscaping improvements would be added. The intersection of Garrett Avenue and F Street was discussed. There are crosswalks in the area, and the new building on Garrett Avenue will be adding traffic to the area. The shopping center needs commercial vehicle accessibility. . Trucks used to drive on F Street, then back up southbound on Garrett Avenue to go into the loading dock. This movement would be el iminated by the one-way street system. The intersection of Center Street and Garrett Avenue is narrow and two vehicles in opposite directions have to be careful when negotiating the turn since they need most of the street width. The building on the northwest corner . . . SAFETY COMMISSION MINUTES -3- November 9, 1989 is very close to the street and, therefore, reduces sight distance. The need for a two-way street for Parkwoods services is why the (west end) section of Center Street which is wider is going to remain a two-way street. Mr. Rosenberg mentioned that the traffic at Fourth Avenue and Center Street is not any worse than at other locations in the City. Fred Kassman, Redevelopment Coordinator, was introduced to the Safety Commission by Hal Rosenberg. Mr. Rivera mentioned the traffic counts on Center Street at 980 vehicles per day and Garrett Avenue at 630 vehicles per day. Mr. Rosenberg al so di scussed the truck prohi biti on whi ch woul d be established in the area and the additional angle parking. Chai rman pro tempore Braden asked about the truck movement into the 1 oadi ng dock. Mr. Rosenberg and Mr. Kolkey described the truck maneuver which would mostly occur on the shopping center property. Mr. Kolkey said that many people use the back of the shopping center as a garbage dump. He tries to clean it up all the time. With construction going on right now, it is more difficult. The trash dumpsters are out on the street because of concrete work in the area where they are stored. This is only a temporary condition. That area will still be used by the Family Arcade Center. All big trucks and semi's will have to unload in the loading dock. Mr. Rivera discussed the angle parking and proposed 1 ighting for Garrett Avenue. MOTI ON MS (Militscher/Thomas) Commissioner Arnold asked ~1r. Kolkey to describe the access doors off of Center Street. Commissioner Arnold asked about truck traffic in the shopping center. Mr. Kolkey mentioned that smaller trucks do use the parking lot for del iveries of bread, sodas, etc. for Mary's Sandwich Shop and The Poor Gourmet. Mr. Rosenberg stated that the parking layout will not allow for larger trucks to use the shopping center parking lot. Chairman pro tempore Braden asked 11r. Rosenberg about the vehicles making a left turn on Fourth Avenue to F Street. . SAFETY COMMISSION MINUTES -4- November 9, 1989 Hal Rosenberg said that since the traffic signal did not have a left turn phase, there would be delay to the residents during peak hours. Residents could al so use a different street. No changes to this traffic signal are scheduled in the near future. Chairman pro tempore Braden asked about the completion date for all the work in the area. ~1r. Kolkey sai d the center woul d be done by June or July. Fred Kassman sai d that the work on Garrett Avenue is one to two years away from completion. Commissioner Arnold felt that there was no problem for trucks to use Center Street and Garrett Avenue as it is now. MOTI ON MSC (Militscher/Thomas) recommendation. 5-1 (Arnold), to accept staff's (b) Request for an all-way stop at Otay Valley Road and Rios Avenue . Mr. Rivera presented staff's report. The intersection received seven points out of a possible 50, thereby, not receiving the minimum 30 points required for justifying an all-way stop. There has only been one reported accident at this location. It involved a bicyclist and a car. Approximately 2,500 vehicles per day on Otay Valley Road and approximately 930 vehicles per day on Rios Avenue. Commissioner Militscher asked about the block wall on the northwest corner and how it affects sight distance. Mr. Rivera described the pl acement of the wall and the procedure southbound motorists use to merge onto Otay Valley Road. Commissioner Arnold discussed the sketch which was submitted with t1r. Smail's 1 etter. He questi oned the exi stence of the southbound stop sign. Mr. Rivera replied that it is a private driveway and it may at one time had a stop sign but one was not required. MOTI ON MSUC (Koester/Mil itscher) 6-0, to accept staff's recommendation to deny the request for an all-way stop at the subject intersection. (c) Request to prohibit left turns from Corte Maria Avenue to E Street Mr. Rosenberg presented staff's report and menti oned the acci dent history and sight distance. Staff notified area residences about this item. No opposition for this left turn prohibition was received from residents. There is no accident problem at this location and staff will continue to monitor the intersection. . The cross gutter on E Street at First Avenue was also discussed. . . . SAFETY COMMISSION MINUTES -5- November 9, 1989 110TI ON MSUC (Thomas/11i1 i tscher) 6-0, to accept staff's recommendati on and not prohibit the southbound to eastbound left turn maneuver at Corte Maria Avenue and E Street at this time until a favorable response by area residents can be obtained. Mr. Arnum Ambrose, 191 Corte Maria Avenue, a resident of a few months. He is aware of the traffic situation and adjusts his driving accordingly. A fence has been put up by Mr. Garci a. Commi ss i oner Militscher wanted the bank to look into the drive through. He stated that there is a need to alleviate congestion in the alley. Rosenberg replied that the California Highway Patrol along with Chula Vista Police would do traffic control. (d) Safety Commission Policy for expediting Council referrals No comments since policy is still being prepared. 6. COMMUNICATIONS (a) Public Remarks None. (b) Commission Comments Chairman pro tempore Braden wanted a budget review for the Safety Commission. Mr. Rivera summarized the Safety Commission budget. Chai rman pro tempore Braden commented on the Botts Dots whi ch were installed at Broadway/H Street and Fourth Avenue/H Street. Commissioner Koester mentioned the Health Safety Fair and Bicycle Rodeo to be held at Chula Vista Hills Elementary School on Saturday, November 18 from 10:00 a.m. to 3:00 p.m. Mr. Ri vera menti oned the 18th Annual BCC Banquet whi ch is schedul ed for Thursday, November 16. 7.
