MINUTES OF A REGULAR MEETING
OF THE CITY COUNCIL OF THE
CITY OF CHULA VISTA~ CALIFORNIA
October 3, 1967
A regular meeting of the City Council of the City of Chula Vista was held
in the Council Chambers on the above date at 7:00 P.M. with the following Coun-
cilmen present: Councilmen Sylvester, Anderson, McCorquodale, McAllister, Sparling
Absent: None
Also present: Administrative Officer Ross, City Engineer Cole, Aasistant Plan-
ning Director Manganelli, Assistant Administrative Officer Sten-
berg, Administrative Assistant 8ullins
Mayor McCorquodale led the pledge of allegiance to the Flag. The invocation was
given by Rev. Ken Pagard, First Baptist Church.
APPROVAL OF COUNCIL MINUTES
It was moved by Councilman Sparling, seconded by Councilman Sylvester, and
carried that the minutes for the meeting of September 26, 1967, be approved,
copies having been sent to each of the Councilmen.
REPORT BY DR. EARL KERNAHAN - Visit to Sister City, General Roca, Argentina
Dr. Earl Kernahan gave a report on his recent trip to General Roca, Argen-
tina, Sister City of Chula Vista, and presented a plaque which was sent to the
Chula Vista Sister City Friendship Con~nission.
ORDINANCE NO. 1079 - Amending Ordinance No. 1059 regarding requirements under
National Electric Code of 1965 - First reading
It was moved by Councilman Sparling that Ordinance No. 1079 be placed on
its first reading and that reading of the text be waived by unanimous consent.
The motion carried by the following vote, to-wit:
AYES: Councilmen Sparling, Sylvester, Anderson, McCorquodale, McAllister
Noes: None

RESOLUTION NO. 4568 - Determining that the public interest and necessity demand
the acquisition and construction of certain municipal im-
provement and making findings relating thereto - Police
facility
Offered by Councilman Sylvester, the reading of the text was waived by
unanimous consent, passed and adopted by the following vote, to-wit:
AYES: Councilmen Sylvester, Anderson, McCorquodale, McAllister, Sparling

ORDINANCE NO. 1080 - Ordering, calling, providing for and giving notice of a
special election to be held in Chula Vista on November 28,
1967, for the purpose of submitting to the qualified voters
of said City a proposition to incur bonded indebtedness for
a certain municipal improvement - Police facility - First
reading
It was moved by Councilman Sparling that Ordinance No. 1080 be placed on
its first reading and that reading of the text be waived by unanimous consent.
The motion carried by the following vote, to-wit:
AYES: Councilmen Sparling, Sylvester, Anderson, McCorquodale, McAllister
Noes: None
Absent: None
The opinion of City Attorney Lindberg on the legality of placing location
for police facility upon the ballot for consideration by the electors was read
to the Council.
b.z~RETAINING THE FIRM OF O~MELVENY & MYERS AS LEGAL COUNSEL FOR BOND ELECTION
It was moved by Councilman Sylvester, seconded by Councilman Sparling,
~amd ca~ri~d-t~at the proposal of the firm of O'Melveny &Myers, as outlined in
their letter to the Council, dated Smptember 13, 1967, for legal services in
connection with the police facility bond election, be approved.

Subdivision No. 2
Offered by Councilman McAllister, the reading of the text was waived by

RESOLUTION NO. 4571 - Accepting, dedicating and naming certain real property for

RESOLUTION NO. 4574 - Proclaiming the week of October 8 through 14, 1967, as
"Salute to City-County Government Week"
Offered by Councilman Anderson, the reading of the text was waived by unan-
imous consent, passed and adopted by the following vote, to-wit:

LETTER OF RESIGNATION
A letter was read from R. William Ryan tendering his resignation from the
Civil Service Commission. It was moved by Councilman Sparling, seconded by Coun-
cilman Sylvester, and carried that the resignation be accepted with regret and a
letter written expressing appreciation for his service to the community while
serving on the Commission.
REQUEST FROM PARKS AND RECREATION COMMISSION FOR ACQUISITION OF PROPERTY
A letter was read from the Parks and Recreation Commission requesting that
the Council attempt to acquire an additional twenty acres adjacent to Rohr Park
and the Chula Vista Municipal Golf Course. The properties are owned by Charles
Provence and Richard Wilson. Referred to Administrative Officer Ross.
~./'REQUEST FROM PARKS AND RECREATION COMMISSION FOR ACCESS STREET TO LO~A VERDE PARK
A letter was read from the Parks and Recreation Commission urging the Coun-
cil to establish an access street to the Loma Verde Park from the south. Referred
to Administrative Officer Ross.
LETTER OF APPRECIATION
A letter was read, and certificate received, from the Chula Vista 20-30
Club expressing their appreciation to the Council for the help given in obtaining
the use of the County lot at Fourth and "F" Street for the staging of their cir-
cus. The circus was held for the benefit of the Starlight School for retarded
children.
4/' NOTICE GIVEN OF DOWNTOWN ASSOCIATION HEARING
Mr. Niek SliJk, representing the Downtown Association, reported the associ-
ation will be holding informal hearings in the Council Chamber at 7:00 P.M. on
October 4 and October 11 pertaining to the formation of a downtown business pro-
motion district. He,welcomed the Councilmen to participate in the hearings.
t/.REQUEST FOR CLARIFICATION OF ROBERTS RULES OF ORDER
Mr. Mark Tutt, 358 Brightwood, asked if the audience has a right to call
for a roll call vote or to call for a point of order. Administrative Officer
Ross stated that the advice of the City Attorney should be obtained on questions
of this nature. The City Attorney was absent from this meeting.
REQUEST OF SAN DIEGO COMMITTEE TO SUPPORT YOUR LOCAL POLICE, CLARIFIED
Mr. H. W. Creaser, 637 Penelope Drive, read a prepared statement regarding
the letter from the San Diego Committee to Support Your Local Police, and the
cormnittee's desire to honor police for a job well done. The letter, which was
read to the Council at their meeting of September 26, requested that the Council
proclaim October 15 through 21 as "Police Appreciation Week". It was the desire
of Mr. Creaser that the Council not misconstrue the intent of the committee.
Mr. Mark Tutt, 358 Brightwood, stated that in his opinion there were mis-
conceptions in the Star-News of what the letter meant and what it was represented
to be.
~/IkEpORT ON LETTER FROM THE SAN DIEGO COb~ITTEE TO SUPPORT YOUR LOCAL POLICE
In reply to the request of the San Diego Committee to Support Your Local
Police that the Council proclaim a "Police Appreciation Week", Administrative
Officer Ross stated that the Council has recognized the local police department
and officers in many ways in the past and is continuing to do so by calling for
a bond election for a new police facility. Mr. Ross stated that the police would
also be recognized during the URalute to City-County Government Week" which was
just proclaimed for the week of October 8 through 14.
Mayor McCorquodale gave a list of the many, many ways in which the Council
has recognized and aided the local police department.
VOTING LIGHTS FOR COUNCIL
Upon the suggestion of Councilman Sylvester, Administrative Officer Ross
was directed to make a further study on the feasibility of voting lights for
Council meetings.
/GAL COUNSEL SUGGESTED IN ABSENCE OF CITY ATTORNEY
Councilman McAllister suggested that it might be wise if~arrangements
are made to have legal counsel present at Council meetings when the City Attorney
is to be absent from a meeting.
DDITION TO CHAMBER OF COMI~RCE SIGNS FORTHCOMING
Mr. Charles Pattullo, 311 Twin Oaks Avenue, asked what had happened to the
"Home of 1967 Pony League Champs" sign which Councilman Anderson suggested that
the Chamber of Co~nerce add to their signs at the north and south entrances to
the City. Mr. Niek Slijk stated that the signs were being prepared by a sign
company and should soon be in place.

Mayor McCorquodale adjourned the meeting at 8:15 P.M., sine die.
