OPENING STATEMENT Opening statement read by Chair Hidinger. PUBLIC COMMENTS None. 1. APPROVAL OF MINUTES OF APRIL 5, 2017 Motion made by Commissioner Marroquin and seconded by Commissioner Jackson to approve the minutes of May 3, 2017. MOTION PASSED 5-0-2 (DeMarco and Munoz absent). 2. ORAL PRESENTATION REGARDING THE CITY COUNCIL OF THE CITY OF CHULA VISTA DECLARING THE CITY’S SUPPORT FOR THE RESEARCH AND DEVELOPMENT OF AN AUTONOMOUS VEHICLE (AV) PROVING GROUND IN THE CITY OF CHULA VISTA City Traffic Engineer Flores gave a brief presentation. 3. ORAL PRESENTATION REGARDING THE INSTALLATION AND INTEGRATION OF AN ADAPTIVE TRAFFIC CONTROL SYSTEM PROJECT Sr. Civil Engineer Cuthbert gave a brief presentation. 4. PEDESTRIAN AND BIKEWAYS SAFETY PROGRAMS – CIP UPDATE Sr. Civil Engineer Cuthbert gave a brief presentation. 5. POLICE DEPARTMENT TRAFFIC ACCIDENTS Sr. Civil Engineer Cuthbert gave a brief synopsis. 6. ELECTION OF CHAIR AND VICE CHAIR This item was continued until all Commissioners are in attendance. SELECTION OF REPRESENTATIVE FOR PUBLIC SAFETY ADVISORY COMMITTEE Commissioner Marroquin expressed interest in serving as the Safety Commission representative for the Public Safety Advisory Committee and was unanimously selected by the Commission. OTHER BUSINESS 8. COMMISSIONERS’ COMMENTS Chair Hidinger thanked staff for the bike sharrows on Oleander/Nacion. He mentioned that the bike lanes by Hedenkamp Elementary School are blocked during school hours. During the CIP update, he mentioned there were no bike lanes on a segment of Heritage. Commissisioner Marroquin asked staff to question SANDAG about transponders needing to be visible for law enforcement on SR125. He has researched this for a citizen and could not find any documentation. 9. STAFF COMMENTS None. As described in the California Vehicle Code, the survey shall include: (1) Prevailing speeds as determined by traffic engineering measurements; (2) Accident records; (3) Traffic/roadside conditions not readily apparent to the driver. Physical Conditions The following information describes the existing conditions along all segments of Quintard Street: Segment A  Orange Avenue and Third Avenue.  Length/Width – 1,113 feet (0.21 miles) long and 36’ to 52’ wide.  Average Daily Traffic: 1,888  Number of Lanes: two lanes (1 per direction).  Existing Speed Limits – Posted 30 mph.  85% Percentile Speed: 31 mph.  Striping – Yellow centerline.  Parking – Parking allowed along entire segment.  Land Use – Residential and Business area with direct access to Quintard Street.  Horizontal Alignment – Horizontal Curve with a radius of 43’ over a length of 48. Vertical Alignment – Sag Vertical Curve with a 1.6% to 7% grade change over 120’ along the centerline produces a design speed of 25 mph  Accident Rate History – The accident rate at this segment is 0.00 accidents per million vehicle miles, which is lower than the rate of 1.11 for similar roadways in the State of California (2013). Segment B  Third Avenue and First Avenue  Length/Width – 2,645 feet (0.5 miles) long and 31’ to 50’ wide.  Average Daily Traffic: 5,647  Number of Lanes: two lanes (1 per direction)  Existing Speed Limits – Posted 30 mph  85% Percentile Speed: 32 mph  Striping – Yellow centerline, right-turn, and crosswalks and limit lines.  Parking – Parking allowed along entire segment.  Land Use – Residential area with direct access to Quintard Street.  Horizontal Alignment –Tangent Page 3, Item _2__ Meeting Date 09/06/17  Vertical Alignment – Less than 2% grade change along the entire segment.  Accident Rate History – The accident rate at this segment is 0.97 accidents per million vehicle miles, which is lower than the rate of 1.11 for similar roadways in the State of California (2013). Segment C  First Avenue to Hilltop Drive  Length/Width – 1,323 feet (0.25 miles) long and 40’ wide.  Number of Lanes: two lanes (1 per direction)  Existing Speed Limits – Posted 30 mph  85% Percentile Speed: 28 mph  Striping – Yellow centerline, striped center median, right-turn, and crosswalks and limit lines, and stop legend.  Parking – Parking allowed along entire segment.  Land Use – Residential area with direct access to Quintard Street.  Horizontal Alignment – Tangent  Vertical Alignment – Sag Vertical Curve with a 1.0% to 10% grade change over 320’ along the centerline produces a design speed of 30 mph  Accident Rate History – The accident rate at this segment is 1.15 accidents per million vehicle miles, which is higher than the rate of 1.11 for similar roadways in the State of California (2013). CONCLUSION: When speed limits are appropriately established the following objectives are achieved: - Meaningful, unambiguous enforcement - Voluntary public compliance - Clear identification of the unreasonable violator - Elimination of unjustifiable “tolerances” of higher speed travel Based on the outlined information in the E&TS, staff has determined that the speed limits on segments of Quintard Street need to be reduced. The proposed reduction of existing speed limits on segments of Quintard Street is due to CVC Sections 515 and 240 definitions. By these sections definitions, Segments A and C of Quintard Street are classified as a business and residence district that qualifies of 25 mph prima facie speed limit by statue. Therefore, these segments of Quintard Street will not require an E&TS update in five or seven years, unless roadway and traffic conditions necessitate an update. However, staff has also determined that the existing 30 mph speed limit of Segment B of Quintard Street needs to be retained. This is based on the outlined information in the E&TS of Segment B. Should the City Council establish the proposed speed limits, the speed limit would be revised along Quintard Street and that Schedule X of the register maintained in the Office of the City Engineer be amended to reflect these speed limits: Page 4, Item _2__ Meeting Date 09/06/17  Segment A: between Orange Avenue and Third Avenue; reduce to 25 mph prima facie speed limit  Segment B: between Third Avenue and First Avenue, retain 30 mph speed limit  Segment C: between First Avenue and Hilltop Drive, reduce to 25 mph prima facie speed limit FISCAL IMPACT: The establishment of the speed limit would require the posting of new speed limit signs and speed limit legends.
