CITY OF CHULA VISTA, CALIFORNIA
Held Tuesday
October 24, 1967
A regular meeting of the City Council of the City of Chula Vista was held
in the Council Chambers on the above date at 7:00 P.M. with the following Council-
men present: Councilmen Sylvester, Anderson, McCorquodale, McAllister, Sparling
Absent: None
Also present: City Attorney Lindberg, Administrative Officer Ross, City Engineer
Cole, Planning Director Warren, Assistant Administrative Officer
Stenberg, Administrative Assistant Sullins
Mayor McCorquodale led the pledge of allegiance to the Flag, followed by a moment
of silent prayer.
Statement:
The City Clerk hereby states that he did post within twenty-four hours
of adjournment, as provided by law, the order of adjournmm~Z of the
regular meeting of October 24, 1967.
SELECTION OF NEW MAYOR
It was moved by Councilman McAllister, seconded by Councilman Sylvester~
and carried that the Council consider the question of selection of a new mayor.
Mayor McCorquodale abstained.
Councilman McAllister nominated Councilman Sylvester for the position of
Mayor. There being no other nominations, Mayor McCorquodale declared the nomina-
tions closed. A roll call vote was taken with Councilman Sylvester receiving a
majority of the votes. Mayor McCorquodale abstained.
Councilman McCorquodale thereupon relinquished his chair to Mayor Sylves-
ter who proceeded with the business at hand.
APPROVAL OF COUNCIL MINUTES
It was moved by Councilman Sparling, seconded by Councilman McAllister,
and carried that the minutes for the meeting of October 10, 1967, be approved,
copies having been sent to each of the Councilmen.
PRESENTATION OF PLAQUE AND CERTIFICATES TO MEMBERS OF CHULA VISTA AQUATIC ASSOCIATION
Mayor Sylvester presented certificates to 77 members of the Chula Vista
Aquatic Association competitive swimming and diving teams who brought home top
honors from the San Diego Junior Olympics Long Course meeting held in August. A
plaque was also presented with the names of Rick Evans, swimming coach, Tom Crosby,
diving coach and June Curtis, Aquatic Supervisor, engraved upon it for deposit in
the trophy case at the Recreation Center.
~/PRESENTATION OF UNITED NATIONS FLAG
Mrs. Ada ~ introduced several folk dancers and presented the Council
with a United Nations Flag to be flown at the Civic Center with ~hat of the United
States and State of California.
b/PRESENTATION OF CERTIFICATE TO MRS. ADA ~
Mayor Sylvester presented a certificate to Mrs. Ada~~rom the United
Nations Association of the United States of America in appreciation of public serv-
ice and promotion of the nation-wide observance of United Nations Day, 1967.
k, MUBLIC HEARING - Helm's Sweetwater Valley Annexation
This being the time.and place, as advertised, for a hearing on the proposed
Helm's Sweetwater Valley Annexation, Mayor Sylvester declared the hearing open.
Mr. Ernest Nanson, 2606 Bonita Road and Mr. H. L. O'Brien, 2630 Bonita Road, both
protested the annexation. A letter was read from Mr. Walter Peterson, 2624 Bonita
Road, objecting to the annexation. No others wishing to be heard, the Mayor de-
clared the hearing closed.
The findings of the Planning Commission were read. Councilman McCorquo-
dale Expressed opposition to the annexation as long as the prezoning is left as
proposed.
ORDINANCE NO. 1081 - Approving Helm's Sweetwater Valley Annexation - First reading
It was moved by Councilman McAllister that Ordinance No. 1081 be placed
on its first reading and that reading of the text be waived by unanimous consent.
The motion carried by the following vote, to-wit:

PUBLIC HEARING - Quintard Annexation No. 1
This being the time and place, as advertised, for a hearing on the proposed
Quintard Annexation No. 1, Mayor Sylvester declared the hearing open. No one wish-
ing to be heard and the Clerk having received no written cormnunications, the Mayor
declared the hearing closed. The findings of the Planning Commission were read to
the Council.
ORDINANCE NO. 1082 - Approving Quintard Annexation No. 1 - First reading
It was moved by Councilman Anderson that Ordinance No. 1082 be placed on
its first reading and that reading of the text be waived by unanimous consent.
The mo~ion carried by the following vote, to-wit:
AYES: Councilmen Anderson, Sylvester, McAllister, Sparling, McCorquodale

PUBLIC HEARING - Appeal of William Bauer to action of Planning Commission denying
him a reduction in setback from 20 feet to 10 feet for property
at 735 Nolan Avenue
This being the time and place, as advertised, for a hearing on the appeal
of William Bauer to action of the Plan~ing Cormnission denying him a reduction in
setback from 20 feet to 10 feet for property at 735 Nolan Avenue, Mayor Sylvester
declared the hearing open. Mr. Bauer spoke in support of his appeal. Mr. Paul
Kincade, 715 Nolan Avenue, spoke in favor of the reduction in setback. No others
wishing to be heard and the Clerk having received no written communications, the
Mayor declared the hearing closed. The Planning Commission findings were read.
It was moved by Councilman McCorquodale, seconded by Councilman Anderson,
and carried that the appeal be granted ar~ the City Attorney directed to prepare
for the next meeting the necessary resolution setting forth the findings that the
variance does not create a problem for the adjoining property; that it is to the
City's interest for residents of the city to be able to get their boats and trail-
ers off the street; that it will not detract in any way from the surrounding prop-
erty or detract from the value of those dwellings adjoining and that there are ex-
ceptional circumstances in that the property is unique to other properties in the
city because of the 10-foot to 15-foot bank in the back with long narrow lots
backing up to it. Councilman Sparling voted no.
ORDINANCE NO. 1083 - Prezoning Helm's Sweetwater Valley Annexation - First reading
It was moved by Councilman McAllister that Ordinance No. 1083 be placed
on its first reading and that reading of the text be waived by unanimous consent.
The motion carried by the following vote, to-wit:

RESOLUTION NO. 4581 - Accepting bids and awarding contract for purchase of Remit-
tance Control Machine for Finance Department
Offered by Councilman Sparling, the reading of the text was waived by
unanimous consent, passed and adopted by the following vote, to-wit:

RESOLUTION NO. 4582 - Accepting grant of easement for drainage facilities
Offered by Councilman Sparling, the reading of the text was waived by

RESOLUTION NO. 4583 - Requesting California Water Commission support of certain
Flood Control projects

REPORT ON JOINT POWERS AGREEMENT FOR FOILMATION OF HOSPITAL AUTHORITY
Upon the recommendation of Administrative Officer Ross, it was moved by
Councilman McCorquodale, seconded by Councilman Anderson, and carried that this
item be continued to the meeting of October 31, 1967.
~zDATE SET FOR HEARING ON REQUEST FOR INCREASE IN TAXI CAB FARES
Administrative Officer Ross stated a letter has been received from the law
firm of Higgs, Jennings, Fletcher & Mack, representing the San Diego Yellow Cabs,
Inc., Carnation Cab Company and Diamond Cab Company. The letter requests consid-
eration of an increase in the schedule of taxi cab fares in Chula Vista. It was
moved by Councilman Sparling, seconded by Councilman McCorquodale, and carried
that October 31, 1967, be set as the time for a hearing on the matter.
APPOINTMENT OF MEMBER TO CIVIL SERVICE COMMISSION
It was moved by Councilman Sparling, seconded by Councilman McAllister,
and carried that action on this appointment be held over until the meeting of
October 31, 1967.
CIVIL SERVICE COMMISSION RECOMMENDATIONS
A letter was read from the Civil Service Commission requesting that the
Council extend the City's contract with Griffenhagen-Kroeger to March 31, 1968;
that the Council request that the consultant provide the Council with compensa-
tion and fringe benefit recommendations for all full-time classified employees by
March 31, 1968; that the Council request that the consultant provide the Council
with all other recommendations, as provided by contract, as soon as possible; and
that the Council withhold the final twenty-five per cent payment of the total bill
for services rendered until ten days following the submission of the consultant's
final report.
It was moved by Councilman Sparling, seconded by Councilman Anderson, and
carried that the request be referred to Administrative Officer Ross for a report
back at a later date.
~IIqFORMATION ON OUTDOOR ADVERTISING ACT
A letter was read from the State Division of Highways informing the Coun-
cil that the Outdoor Advertising Act was recently amended to provide that the Act's
provisions apply to certain advertising displays located adjacent to interstate
and federal-aid primary highways in incorporated areas and providing that the
Director of Public Works shall, when requested to do so, pursuant to a resolution
adopted by the governing board of a city, require applicants for State outdoor
advertising permits to present a certificate of local zoning compliance.
It was moved by Councilman Sparling, seconded by Councilman Anderson, and
carried that the letter be referred to Administrative Officer Ross for study and
report back.
REQUEST TO BLOCK OFF MILLAN STREET FOR BLOCK PARTY
A letter was read from La Verna Hansen, 179 Millan Street, requesting
permission to block off the cul-de-sac in front of the residence at 121 Millan
Street on October 28, 1967 from 5 to 9 P.M., for a block party.
It was moved by Councilman McCorquodale, seconded by Councilman McAllister,
and carried that the request be granted.
~/PROTEST TO METHOD OF TRAFFIC CONTROL FOR FIESTA PARADE
A~iletter was read from E. Alan Comstock protesting the method of traffic
control at the Fiesta de la Luna parade. He protested being directed by police
through a supermarket parking lot in order to reach his house.
It was moved by Councilman McCorquodale, seconded by Councilman Sparling,
and carried that a letter be written to Mr. Comstock expressing regret for the
convenience he was caused by diversion of traffic at the parade and that steps will
be taken to rectify the situation in the future.
NAVY DAY PROCLAMATION
A request was received from the South Bay Cities Council of the Navy League
requesting that the Council proclaim Friday, October 27, 1967, as "Navy Day".
It was moved by Councilman Sparling, seconded by Councilman Anderson, and
carried that October 27, be proclaimed '~avy Day" as requested.
NOTICE OF MEETING BY SOUTH BAY CITIZENS COMMITTEE ON HUMAN RELATIONS
A letter was read from James Brabant, Minister of the Park Hill Methodist
Church, informing the Council of the organization of the South Bay Citizens Com-
mittee on Human Relations and giving notice that the next meeting of the organi-
zation is scheduled for October 30, at 7:30 P.M., at the First Methodist Church,
corner of Third Avenue and "J" Street in Chula Vista.
~/OPPOSITION EXPRESSED TO FLYING UNITED NATIONS FLAG AT CITY HALL
Mro Theo Cartwright, 246 Broadway, stated reasons why he feels it will be
a disgrace and an insult to our Flag to fly the United Nations flag along-side
that of the United States Flag.
PRESENTATION BY HISTORICAL COMMITTEE
Mr. Sid Cornell, on behalf of the Mayor's Historical Committee, introduced
other members of the Committee who were gathered to call attention to the anniver-
sary of the City's incorporation. He expressed appreciation to the Council for
working with the Historical group.
Mr. Dan Putnam displayed a sketch of a proposed cultural center building
to house all cultural activities of the City. It was the hope and desire of the
Committee that the building could be available for San Diego's 200th anniversary
celebration.
Councilman McAllister stated that the Committee deserves the congratula-
tions of the Council for their work and indicated that the Council would welcome
~articipating in the coming anniversary events. Councilman Sparling stated he
would do all he can to promote the construction of an auditorium at the same time
a proposed library is built.
REQUEST FOR ACQUISITION OF PROPERTY FOR CIVIC CENTER EXPANSION
Dr. Aaron Mannis urged that the Council authorize a study on the feasi-
bility of acquiring the property lying directly north of Memorial Park, east of
Fourth Avenue and south of Center Street and extending to the Lee Lumber Company
on the east.
It was moved by Councilman McCorquodale that Administrative Officer Ross
be directed to negotiate with the owners of this parcel for purchase by the City
and report back in four weeks. Motion died for lack of a second.
It was moved by Councilman McAllister, seconded by Councilman Sparling,
and carried that the matter be referred to the Public Facilities Committee for
recormnendations.
Mr. Hugh Christensen recommended that Dr. Aaron Mannis be appointed a
member of the Public Facilities Committee.
~OUNCIL CONFERENCE SET
It was moved by Councilman McCorquodale, seconded by Councilman Sparling,
and carried that a Council Conference be held at 3:30 P.M. ~nMonday, November 6,
1967, for the purpose of meeting with the Public Facilities Committee.
REQUEST FOR PERMISSION TO COT3.~.CT CA/qDY FOR HOSPITAL CHILDREN
Mr. John McBride, member of the Hilltop High School Key Club, asked per-
mission for club members to go out into the community on Holloween day and ask for
donations of candy and then to distribute the candy to the children at the Chula
Vista Community Hospital.
It was moved by Councilman McAllister, seconded by Councilman McCorquodale,
and carried that the members of the Key Club be encouraged to carry out their pro-
posed project.
~/REQUEST FOR LIST OF COMPLAINTS
Councilman McCorquodale requested that a list of complaints received by
the City departments be kept by the departments and transmitted to the Council
monthly in ordew that the Council can check to see if the complaints have been
taken care of. Administrative Officer Ross stated that such a list is now being
kept and that it would be no problem to provide the Council with same.
~,REQUEST FOR ARRANGEMENTS TO HOST TIJUANA MAYOR AND DEPARTMENT HEADS
It was moved by Councilman McAllister, seconded by Councilman Sparling,
and carried that Administrative Officer Ross be directed to arrange a day between
now and Christmas and invite the Mayor and Department Heads of Tijuana to be guests
of the City for a day.
~/~OUNCIL CONFERENCE SET
Upon the recommendation of Administrative Officer Ross~ it was moved by
Councilman Sparling, seconded by Councilman McAllister, and carried that a Council
Conference be held at 3;30 P.M. on Monday, October 30, 1967, for the purpose of
discussing problems on sidewalk repairs and future policy, with possibly a field
trip~ and discussion on formation of a Crime Prevention Committee.
APPRECIATION EXPRESSED TO CHAMBER OF COMMERCE
Councilman Anderson expressed appreciation to the Chamber of Commerce for
having the words "Home of 1967 World Pony League Champs" added to the Chamber signs
at both ends of the City.
ADJOURNMENT
Mayor Sylvester adjourned the meeting at 9:15 P.M. to October 31, 1967,
at 7:00 P.M.
City Clerk
