State law generally prohibits the Commission from discussing or taking action on any issue not included on the agenda, but, if appropriate, the Commission may schedule the topic for future discussion or refer the matter to staff. UNOFFICIAL MINUTES MINUTES OF A REGULAR MEETING OF THE CHULA VISTA SAFETY COMMISSION Council Chambers September 7, 2017 City Hall – Building A 6:00 p.m. 276 Fourth Avenue CALL TO ORDER Meeting called to order. ROLL CALL Present: Chair Hidinger, Commissioners Cervantes, DeMarco, Marroquin, and Marshall Absent: Commissiones Jackson and Munoz Staff present: City Traffic Engineer, Eddie Flores; Sr. Civil Engineer, Muna Cuthbert; Sgt. Eric Tarr; and Recording Secretary, Florence Picardal PLEDGE OF ALLEGIANCE Pledge of Allegiance was led by Chair Hidinger. OPENING STATEMENT Opening statement read by Chair Hidinger. PUBLIC COMMENTS None. 1. APPROVAL OF MINUTES OF AUGUST 2, 2017 Motion made by Commissioner Marroquin and seconded by Commissioner DeMarco to approve the minutes of August 2, 2017. MOTION PASSED 5-0-2 (Jackson and Munoz absent). 2. RESOLUTION OF THE SAFETY COMMISSION OF THE CITY OF CHULA VISTA RECOMMENDING THAT THE CHULA VISTA CITY COUNCIL ESTABLISH 25 MPH PRIMA FACIE SPEED LIMIT ON QUINTARD STREET BETWEEN ORANGE AVENUE AND THIRD AVENUE AND BETWEEN FIRST AVENUE AND HILLTOP DRIVE, AND THAT SCHEDULE X OF THE REGISTER MAINTAINED IN THE OFFICE OF THE CITY ENGINEER BE AMENDED TO REFLECT THESE SPEED LIMITS Sr. Civil Engineer Cuthbert gave a brief presentation. Public hearing opened. 1. Luis Carreno, Chula Vista resident, spoke in favor of staff’s recommendation, requested that his street be considered to be changed to a cul-de-sac, and voiced other concerns (i.e, speeding, vandalism). Public hearing closed. There was discussion amongst staff and the Commissioners regarding ways to alleviate Mr. Carreno’s concerns. Staff will work closely with Mr. Carreno and the neighborhood on possible solutions. Motion made by Commissioner Marroquin and seconded by Commissioner Cervantes to adopt the resolution. PEDESTRIAN AND BIKEWAYS SAFETY PROGRAMS – CIP UPDATE Sr. Civil Engineer Cuthbert gave a brief presentation. 5. POLICE DEPARTMENT TRAFFIC ACCIDENTS Sgt. Tarr gave a brief synopsis. 6. ELECTION OF CHAIR AND VICE CHAIR Motion made by Commissioner Marroquin and seconded by Commissioner Cervantes to nominate Commissioner Hidinger for Chair. MOTION PASSED 5-0-2 (Jackson and Munoz absent) Motion made by Commissioner Hidinger and seconded by Commissioner Cervantes to nominate Commissioner Marroquin for Vice Chair. MOTION PASSED 5-0-2 (Jackson and Munoz absent) OTHER BUSINESS 7. COMMISSIONERS’ COMMENTS Chair Hidinger questioned staff on the EMTS on traffic surveys. Commissioner Marroquin gave a brief report on the Public Safety Advisory Committee of which he’s attended two meetings. Commissioner Jackson is also a representative on this Committee. He was selected by the members of the IAFF. Chair Hidinger requested that an update on the Public Safety Advisory Committee be a standing item on future Safety Commission agendas. 9. STAFF COMMENTS City Traffic Engineer Flores, in answer to a question at last month’s meeting from Commissioner Marroquin re: SR125 transponders, stated that after contacting SANDAG, yes, transponders must be visible for law enforcement and it is enforced. Sr. Civil Engineer Cuthbert gave a brief synopsis on: 1) Pedestrian Connectivity Study, 2) Pedestrian Master Plan RFP, and 3) Bike and Pedestrian Study.
