State law generally prohibits the Commission from discussing or taking action on any issue not included on the agenda, but, if appropriate, the Commission may schedule the topic for future discussion or refer the matter to staff. Comments are limited to three minutes. 1. SELECTION OF REPRESENTATIVE FOR PUBLIC SAFETY ADVISORY COMMITTEE MINUTES OF A REGULAR MEETING OF THE CHULA VISTA SAFETY COMMISSION May 3, 20t7 6:00 p.m. CouncilChambers City Hall- Building A 276 Fou h Avenue CALL TO ORDER Meeting called to order at 6:01 p.m. ROLL CALL Present: Chair Hidinger, Commissioners Cervantes, DeMarco, Jackson, Marroquin, Marshall, and Munoz Absent: None Staff present: Assistant Director of Engineering, Bill Valle; City Traffic Engineer, Eddie Flores; Sr. Civil Engineer, Muna Cuthbert; Sgt. Eric Tarr; and Recording Secretary, Florence Picardal PLEDGE OF ALLEGIANCE Pledge of Allegiance was led by Chair Hidinger. OPENING STATEMENT Opening statement read by Chair Hidinger. PUBLIC COMMENTS None. 1. APPROVAL OF MINUTES OF APRIL 5 2017. Motion made by Commissioner Marroquin and seconded by Commissioner Munoz to approve the minutes of April 5, 2017. MOTION PASSED 6-0-1 (Jackson abstain). 2. RESOLUTION OF THE SAFETY COMMISSION OF THE CITY OF CHULA VISTA RECOMMENDING THAT THE CHULA VISTA CiTY COUNCIL ESTABLISH 50 MPH SPEED LIMITON OTAY LAKES ROAD BETWEEN ALLEN SCHOOL LANE AND BONITA VIEW TERRACE APT.AND THAT SCHEDULE X OF THE REGISTER MAINTAINED IN THE OFFICE OF THE CITY ENGINEER BE AMENDED TO REFLECT THE ESTABLISHED SPEED LIMIT St. Civil Engineer Cuthbert gave a brief presentation. Staff Recommendation: Commission adopt the resolution. Motion made by Commissioner Marroquin and seconded by Commissioner Jackson to adopt the resolution. MOTION PASSED 7-0. 3. ORAL PRESENTATION REGARDING THE CITY OF CHULA VISTA'S TRAFFIC SIGNAL COMMUNICATIONS MASTER PLAN (TSCMP) City Traffic Engineer Flores gave a brief presentation. Public hearing opened. 1. Art Pacheco, Chula Vista resident, asked if disaster recovery was factored in the communications plan. UNOFFICIAL MINUTES Safety Commission Minutes May 3, 2017 Page 2 Public hearing closed. 4. TOUR OF THE CITY'S NEW TRAFFIC MANAGEMENT CENTER (TMC) At 6:37 p.m., Commissioners, staff, and the public walked to the Traffic Management Center (TMC) located in the Public Services Building B, Engineering Section. Traffic Signal Systems Engineer Jerard Madrigal gave a demonstration of the new system. After the demonstration, everyone returned to the Council Chambers and continued with the meeting (7;14 p.m.). 5. PEDESTRIAN AND BIKEWAYS SAFETY PROGRAMS - CIP UPDATE Sr. Civil Engineer Cuthbert gave a brief presentation. 6. POLICE DEPARTMENT TRAFFIC ACCIDENTS Sgt. Tarr gave a brief update. OTHER BUSINESS 7. COMMISSIONERS' COMMENTS Chair Hidinger mentioned he attended the CiclaVista event on April 30th. Sgt. Tart stated that it was well attended with no problems. 8. STAFF COMMENTS None.
