RESOLUTION OF THE SAFETY COMMISSION OF THE CITY OF CHULA VISTA RECOMMENDING THAT THE CHULA VISTA CITY COUNCIL ESTABLISH SPEED LIMITS AT THE FOLLOWING SEGMENTS: A) 50 MPH SPEED LIMIT ON OLYMPIC PARKWAY BETWEEN HUNTE PARKWAY AND OLYMPIC VISTA ROAD; B) 45 MPH SPEED LIMIT ON OLYMPIC PARKWAY BETWEEN OLYMPIC VISTA ROAD AND WUESTE ROAD; AND SCHEDULE X OF THE REGISTER MAINTAINED IN THE OFFICE OF THE CITY ENGINEER BE AMENDED TO REFLECT THE ESTABLISHED SPEED LIMITS 2. Sr. Civil Engineer Cuthbert gave a brief presentation. Staff Recommendation: Commission adopts the resolution. Motion made by Commissioner Marroquin and seconded by Commissioner Marshall to adopt the resolution. MOTION PASSED 6-0-1 (Jackson absent). PEDESTRIAN AND BIKEWAYS SAFETY PROGRAMS - CIP UPDATE Sr. Civil Engineer Cuthbert gave a brief presentation. Commissioner Munoz thanked staff for their efforts during the recent storms. Commissioner H[dinger asked about the Palomar and Heritage Bridge. Commissioner Munoz asked if the Willow Street Bridge would stay open during construction. Assistant Director Valle stated the bridge will stay open during construction, but that traffic may be congested. UNOFFICIAL MINUTES Safety Commission Minutes April 5, 2017 Pa,qe 2 3. POLICE DEPARTMENT TRAFFIC ACCIDENTS Officer Zualet gave a brief update. OTHER BUSINESS 4. COMMISSIONERS' COMMENTS Chair Hidinger complimented Police staff on their assistance with the Tour of California. He questioned staff on San Diego being designated as a "proving ground" for self-driving cars. Commissioner Marroquin also had questions on the autonomous cars. Assistant Director Va]le responded with some information on the autonomous cars and stated that at future meetings, staff will give presentations on "Smart Cities", the City's new Traffic Management Center, and an update on the BRT. He also stated we have a new City Traffic Engineer, Eddie Flores. A few comments were made by the newest Commissioner Cervantes. He is a retired Chula Vista Police Sergeant and was appointed to replace Jesse Navarro who termed out on June 30th, 2016. 5. STAFF COMMENTS Eddie Flores, City Traffic Engineer, stated staff will be coming forward with formal presentations on autonomous vehicles, Traffic Signal Communications Master Plan, Adaptive Traffic Signals, and Adaptive Street Lights. Respectfully submitted, Florence Picardal, Recording Secretary J:\Engineer\TRAFFIC\SAFETY COMMISSION 017 2017-04\04-05-17 minutes.doc UNOFFICIAL MINUTES SAFETY COMMISSION AGENDA STATEMENT Item 2 Meeting Date 05/03/17 ITEM TITLE:Resolution of the Safety Commission of the City of Chula Vista recommending that the Chula Vista City Council establish 50 mph speed limit on Otay Lakes Road between Allen School Lane and Bonita View Terrace Apt., and that Schedule X of the register maintained in the Office of the City Engineer be amended to reflect the established speed limit. SUBMITTED BY: City Traffic Engineer (S Staff completed an Engineering and Traffic Survey for a segment on Otay Lakes Road in accordance with the California Vehicle Code, which indicates that the posting of speed limits be determined by an Engineering and Traffic Survey for each street with a posted speed lime within the City. Based on the results of the speed survey, staff has determined that the speed limit on Otay Lakes Road between Allen School Lane and Bonita View Terrace Apt. should be 50 mph (see Attachment 1, Location Plat). RECOMMENDATION: That the Safety Commission concur with staff and recommend that the Chula Vista City Council establish 50 mph speed limit on Otay Lakes Road, between Allen School Lane and Bonita View Terrace Apt, and that Schedule X of the register maintained in the Office of the City Engineer be amended to reflect the established speed limit. DISCUSSION: Currently, the existing posted speed limit on Otay Lakes Road is as follows: Segment A: 45 mph between Allen School Lane and Camino del Cerro Grande ; and Segments B and C: 50 mph between Camino del Cerro Grande and Bonita View Terrace Apt. City staff completed a speed survey by combining above segments to one segment of Otay Lakes Road, between Allen School Lane and Bonita View Terrace Apt. in accordance with the California Vehicle Code. As described in the California Vehicle Code, the survey shall include: (1) Prevailing speeds as determined by traffic engineering measurements; (2) Accident records; (3) Traffic/roadside conditions not readily apparent to the driver. These roadway segments have same characteristics and are then used to help determine an appropriate speed limit. In addition, the Manual on Uniform Traffic Control Devices (MUTCD) states that the speed limit shall be established at the nearest 5mph increment of the 85th percentile speed. Page 2, Item 2 Meeting Date 05/03/17 Speed limits established on the basis of the 85th percentile speed conform to the consensus of those who drive the street as to what speed is reasonable and safe, and are not dependent on the judgment of one or a few individuals. Speed limits posted higher than the 85th percentile speed are not generally considered reasonable and safe, while speed limits posted below the 85th percentile typically do not facilitate the orderly movement of traffic. Based on the speed survey, the 85th percentile speed for segment A of Otay Lakes Road (Allen School Lane and Camino del Cerro Grande) is 52 mph. Furthermore, the 85th percentile speed for segments B and C of Otay Lakes Road (Camino del Cerrn Grande and Bonita View Terrace Apt) is 52 mph and 51 mph respectively. Per speed limit establishment protocol, this was measured during the off-peak hours under normal driving conditions, as required per the MUTCD. Speed limits established on the basis of the 85th percentile speed conform to the consensus of those who drive the street as to what speed is reasonable and safe, and are not dependent on the judgment of one or a few individuals. Speed limits posted higher than the 85th percentile speed are not generally considered reasonable and safe while speed limits posted below the 85th percentile typically do not facilitate the orderly movement of traffic. Only when roadside development results in traffic conflicts or unusual conditions not readily apparent to drivers may speed limits be further reduced. Traffic Calming: Traffic calming consists of measures designed to reduce traffic speeds on streets. Physical and nonphysical treatments (such as enforcement) are used to alter a motorist's behavior and improve conditions for people living, walking and bicycling in a neighborhood. Devices such as speed humps, raised intersections and crosswalks, residential traffic circles, and chokers and neckdowns have proven to be effective in cities throughout the country for calming and slowing speeding traffic on streets. Unfortunately, these types of physical treatment are not suitable or warranted for these segments of Otay Lakes Road. There are no readily apparent issues or history of speeding concerns that would justify such calming measures. Otay Lakes Road is a major road with high volume of over 31,000 ADT and the collision rate on Otay Lakes Road is significantly less than the statewide average. An effective traffic calming measure would be to set the appropriate speed limit (85th percentile) which would allow defensible police enforcement. Police enforcement, as a traffic calming, entails the presence of police to monitor speeds and other inappropriate driving behavior and issue citations when necessary. This will encourage motorists to drive at the posted speeds and follow the rules of the road. This approach is only effective when the proper speed limits established and posted. Physical Conditions The following information describes the existing conditions along the segment of Otay Lakes Road: • Otay Lakes Road between Allen School Lane and Bonita View Terrace Apt. o Length/Width - 7,905 feet (1.5 miles) long and 78' to 92' wide. e Street Classification- 4 Lane Major Page 3, Item 2 Meeting Date 05/03/17 • Existing Speed Limits - Posted 45 mph and 50 mph ® 85% Percentile Speed: Segment A - 52 mph, between Allen School Lane and Camino del Cerro Grande, Segment B - 52 mph, between Camino del Cerro Grande and Ridgeview Way, Segment C- 51 mph, between Ridgeview Way and Bonita View Terrace Apt. o Number of Lanes - 4 total lanes (two per direction) e Striping - 4 lanes, striped center median, right-turn and left-turn pockets, crosswalks and limit lines. • Parking - No Parking along entire segment. o Bike lanes, bus, and truck route - exist along both side of the roadway. ® Land Use - Residential area with no direct access to Otay Lakes Road. ® Horizontal Alignment - Horizontal Curve with a radius of 500' over a length of 302.5' along the centerline produces a design speed of 38 mph. A curve warning sign with an advisory speed of 40 mph exists in the northbound direction. • Vertical Alignment - Crest Vertical Curve with a +8.0% to -2.17% grade change over 1,920' along the centerline produces a design speed of 55 mph ® Accident Rate History - The accident rate at this segment is 0.08 accidents per million vehicle miles, which is lower than the rate of 1.47 for similar roadways in the State of California (2013 ). CONCLUSION: When speed limits are appropriately established (set at the 5 mph increment of speed in the upper half of the normal pace of traffic (85th percentile)) the following objectives are achieved: Meaningful, unambiguous enforcement Voluntary public compliance Clear identification of the unreasonable violator Elimination of unjustifiable "tolerances" of higher speed travel Based on the 85th percentile speed of the roadway, as well as a low collision rate outlined in the Engineering/Traffic Survey, staff has determined that the speed limit on Otay Lakes Road: o Segment A- Allen School Lane to Camino de Cerro Grande, increase to 50 mph speed limit e Segment B- Camino del Cerro Grande to Ridgeview Way, retain 50 mph speed limit ® Segment C - Ridgeview Way to Bonita View Terrace Apt, retain 50 mph speed limit Should the City Council establish the proposed 50 mph speed limit on Otay Lakes Road between Allen School Lane and Bonita View Terrace Apt., Schedule X of the register maintained in the office of the City Engineer would be amended to reflect the revised speed limit as follows: Page 4, Item Meeting Date 05/03/17 10.48.020 Schedule X - Established Speed Limits in Certain Zones - Designated Name of Street Beginning At Ending At Proposed Speed Limit Otay Lakes Road Allen School Lane Bonita View 50 mphTerrace Apt FISCAL IMPACT: The establishment of the speed limit would require the posting of new speed limit signs and speed limit legends.
