Action on these item(s) is typically limited to the Commission receiving the presentation and providing direction or feedback to staff, as appropriate. 6.1.ASSEMBLY BILL 43 UPDATE Staff Recommendation: Commission hear presentation and provide direction to staff. 6.2.POLICE DEPARTMENT TRAFFIC COLLISIONS/CITATIONS AND CIP UPDATE 11 Staff Recommendation: Commission hear the presentation. 7.STAFF COMMENTS 8.COMMISSIONERS' COMMENTS 9.ADJOURNMENT to the regular meeting on July 7, 2021, via teleconference, at 6:00 p.m. Materials provided to the Safety Commission related to any open-session item on this agenda are available for public review by contacting the Engineering Department at SC@chulavistaca.gov. 06/02/2021 SC Agenda Page 2 of 34 SAFETY COMMISSION AGENDA STATEMENT Item 5.1 Meeting Date 6/2/21 ITEM TITLE: RESOLUTION OF THE SAFETY COMMISSION OF THE CITY OF CHULA VISTA APPROVING A LANE REDUCTION ON PASEO DEL REY BETWEEN EAST “H” STREET AND BAJO DRIVE FROM FOUR LANES TO TWO LANES AS A PILOT STUDY TO BE REVERSED SHOULD FUTURE TRAFFIC VOLUME REQUIRE SUBMITTED BY: City Traffic Engineer At the request of members of the community, Staff is recommending a lane reduction on Paseo Del Rey between East “H” Street and East “J” Street (the “Segment”) from four lanes (two lanes in each direction) to two lanes (one lane in each direction) and between East “J” Street and Bajo Drive from two lanes in the northbound direction to one lane. The measured traffic volumes on this segment of Paseo Del Rey indicate that the proposed lane configuration can accommodate observed volumes. Paseo Del Rey also has only one lane in each direction south of Bajo Drive. In order to accommodate the lane reduction, staff is recommending converting the No. 2 northbound travel lane into a bike buffer lane. RECOMMENDATION: That the Safety Commission approve the resolution. DISCUSSION: Background On March 4, 2020, a speed limit increase from 35 mph to 40 mph on Paseo Del Rey, East “H” Street to East “J” Street, was approved by the Safety Commission. On February 2, 2021, the proposed speed limit was presented to City Council. The City Council did not vote on the speed limit increase on Paseo Del Rey and directed staff to review other more significant traffic calming alternatives on the affected section of Paseo Del Rey. Upon coordination with the citizens who commented on the Council agenda item and the Councilmembers that directed staff to reevaluate the Segment, staff conducted a study for a potential lane reduction. Existing Conditions The posted speed limit on the Segment is 35 mph. Bike lanes exist on both sides of the roadway from East “H” Street to Telegraph Canyon Road to the south. In the southbound direction, starting at East “H” Street, there are two lanes of traffic increasing to three lanes at the intersection with East “J” Street to accommodate dedicated left turn and right turn lanes. In the northbound direction starting at East “J” Street, there are two lanes of traffic increasing to five lanes at the intersection with East “H” Street to accommodate a dual left-turn pocket and a right turn pocket in addition to two through lanes. Between East “H” Street and East “J” Street, Paseo Del Rey has a striped center median that changes into a two-way left turn lane as it approaches East “J” Street. Lane Reduction Study Traffic Engineering staff studied the traffic volume and circulation on Paseo Del Rey and determined that reducing the number of lanes would not appreciably affect traffic flow. However, the intersection turn-pockets will be maintained to accommodate the turning movements at the 06/02/2021 SC Agenda Page 3 of 34 Page 2, Item 5.1 Meeting Date 6/2/21 intersections as it appeared that peak demand and associated storage at the intersection approaches still required the capacity those lanes offered. The table below summarizes the average daily traffic (ADT) volumes from 2013 through 2021. Staff proposes to stripe the second lane as a bike lane buffer lane for the remainder of the roadway. The lane reduction will be a pilot program and will monitored on a bi-annual basis to ensure proper traffic circulation. The City Traffic Engineer can reverse the lane reduction if future traffic volume dictates a reversal to the original condition. Six months after the lane the reduction is striped, staff will prepare another speed survey to determine the recommended posted speed limit and will present an update to the Safety Commission. In addition, staff determined that as part of the effort to implement a lane reduction on the Segment, striping changes can be performed to complete the lane reduction south of northbound East “J” Street between Bajo Drive and East “J” Street from two lanes to one lane that was initially installed as part of a paving project. The Safety Commission approved said lane reduction on June 5, 2019. CONCLUSION: Based on the ADT on Paseo Del Rey, between East “H” Street and East “J” Street, staff has determined that the lane reduction in the southbound direction will not impact the traffic. The lane reduction is anticipated to improve safety on the segment and potentially help maintain the existing posted speed limit of 35 mph. However, it should be noted that such a lane reduction does not guarantee that speeds decrease on the Segment. FISCAL IMPACT: The revision to the striping and the signage modification will require minimal removal of some existing striping and legends with the majority being added striping around existing pavement stripes. Additionally, lane widths will not be modified to allow for minimal removal and installation of striping to reduce the roadway to one lane in each direction. SC-2021-_____ RESOLUTION OF THE SAFETY COMMISSION OF THE CITY OF CHULA VISTA APPROVING A LANE REDUCTION ON PASEO DEL REY BETWEEN EAST “H” STREET AND BAJO DRIVE FROM FOUR LANES TO TWO LANES AS A PILOT STUDY TO BE REVERSED SHOULD FUTURE TRAFFIC VOLUME REQUIRE WHEREAS, on February 2, 2021, the Chula Vista City Council directed staff to reevaluate more significant traffic calming measures on Paseo Del Rey between East “H” Street and East “J” Street (the “Segment”) before proposing a speed limit increase, and WHEREAS, upon coordinating with residents and Councilmembers that commented on said proposed speed limit increase on February 2,2021, staff determined that studying a potential lane reduction on the Segment would be warranted; and WHEREAS, the Segment currently has two lanes in each direction; and WHEREAS, existing traffic volume obtained in February 2021 indicates that existing traffic volume can be accommodated by one lane per direction; and WHEREAS, based on intersection turning movement counts obtained in 2021, the proposed striping plan will maintain dedicated right turn and/or left turn lanes, as applicable, at the East “H” Street and East “J” Street intersections; and WHEREAS, as a result of its investigation, staff is proposing the following for consideration by the Safety Commission: a lane reduction on the Segment from two southbound travel lanes to one travel lane, and two northbound travel lanes to one travel lane; and WHEREAS, on June 5, 2019, the Safety Commission approved a lane reduction on northbound Paseo Del Rey between Telegraph Canyon Road and Bajo Drive (“South Segment”) from two lanes to one lane, and WHEREAS, staff implemented said lane reduction on the South Segment, which abuts the lane reduction proposed in this item; and WHEREAS, as a pilot study, traffic volumes and flow patterns on the Segment will be monitored, and the proposed change will be reversed by the City Traffic Engineer to restore existing conditions should traffic volumes and patterns necessitate the reversal.
