Materials provided to the Safety Commission related to any open-session item on this agenda are available for public review at https://chulavista.granicusideas.com/meetings or by contacting the Engineering Department at SC@chulavistaca.gov. 05/05/2021 SC Agenda Page 3 of 38 SAFETY COMMISSION AGENDA STATEMENT Item __ 1___ Meeting Date 05/05/2021 ITEM TITLE: RESOLUTION OF THE SAFETY COMMISSION OF THE CITY OF CHULA VISTA RECOMMENDING THAT THE CHULA VISTA CITY COUNCIL DECREASE THE EXISTING SPEED LIMIT ON MOSS STREET BETWEEN BROADWAY AND SECOND AVENUE FROM 35 MPH TO 30 MPH, THAT A PRIMA FACIE LIMIT OF 25 MPH BETWEEN SECOND AVENUE AND THE EAST CUL-DE-SAC BE ESTABLISHED, AND THAT SCHEDULE X OF THE REGISTER MAINTAINED IN THE OFFICE OF THE CITY ENGINEER BE AMENDED TO REFLECT THE REVISED SPEED LIMITS SUBMITTED BY: Principal Traffic Engineer Staff completed an Engineering and Traffic Survey (E&TS) on Moss Street between Industrial Boulevard and the easterly cul-de-sac (the “Segment”) in accordance with the California Vehicle Code (CVC) and California Manual on Uniform Traffic Control Devices (CAMUTCD), which indicate that the posting of speed limits that are not the maximum or standard prima facie speed limits defined by the CVC be determined by an E&TS for each street with a posted speed limit within the City between Industrial Boulevard and Second Avenue. Based on the results of the E&TS, staff has determined that the speed limit on Moss Street between Industrial Boulevard and Second Avenue should be 30 mph and Moss Street between Second Avenue and the cul-de- sac to the east should be established at 25 mph, prima facie as a residence district (see Attachment 1, Location Plat). RECOMMENDATION: That the Safety Commission adopt the resolution. DISCUSSION: The CVC establishes minimum and maximum prima facie speed limits for all streets in the State. The minimum prima facie speed limit is 25 mph for specific roadway conditions and the maximum speed limit is 65 mph (55 mph for undivided roads) and an Engineering and Traffic Survey (E&TS) is required to change the prima facie speed limit from these preset limits for any City roadway that do not meet those conditions. The CVC requires that local agencies review changes in local speed limits every five to ten years to determine if the existing street segment speed limits require updating due to the age of the E&TS or changes in roadway and traffic conditions. In April 2021, staff completed an E&TS for the Segment in accordance with the California Vehicle Code. Currently, the existing posted speed limit on Moss Street is 30 mph from Industrial Boulevard to Broadway, and 35 mph from Broadway to the easterly cul-de-sac. It is proposed to decrease the speed limit for this segment to 30 mph between Industrial Boulevard and Second Avenue, and to 25 mph from Second Avenue to the east cul-de-sac. 05/05/2021 SC Agenda Page 4 of 38 Page 2, Item _ 1__ Meeting Date 05/05/2020 As described in the California Vehicle Code, the survey shall include: (1) Prevailing speeds as determined by traffic engineering measurements; (2) Accident records; (3) Traffic/roadside conditions not readily apparent to the driver. Physical Conditions The following information describes the existing conditions along the subject Segment on Moss Street:  Two-lane Class III Collector  Length/Width – 1.3 miles long and 40’ wide  Average Daily Traffic: 6,631 (2021)  Number of Lanes: 2 lanes (1 per direction)  Existing Speed Limit – 30/35 mph  85% Percentile Speed: 37 mph  Striping – Two lanes of traffic  Parking – Parking is allowed along entire segment  Horizontal Alignment – Horizontal Curve with a radius of 2,740’ over a length of 650’ yields a design speed of 43 mph.  Vertical Alignment – Maximum grade change along segment is 2%.  Accident Rate History – The accident rate at this segment is 2.01 accidents per million vehicle miles, which is higher than the rate of 1.61 for similar roadways in the State of California (2018).  Two-lane Residence Road  Length/Width – 0.39 miles long and 40’-50’ wide  Average Daily Traffic: 490 (2021)  Number of Lanes: 2 lanes (1 per direction)  Existing Speed Limit – 35 mph  Striping – Two lanes of traffic with center two-way left-turn lane  Parking – Parking is allowed along entire segment Traffic Calming The proposed speed limits of 30 mph and 25 mph are lower than the existing speed limit along the Segment. Speed Enforceability If the proposed speed decrease is not approved, the following are the only means of enforcing speed on the Segment:  Basic Speed Law: police car matches speed of vehicle and determines that speed is unsafe for current conditions. Infeasible due to insufficient police availability and the segment is too short.  Maximum Speed Law: use RADAR/LiDAR methods to enforce speed limit of 65 mph. 05/05/2021 SC Agenda Page 5 of 38 Page 3, Item _ 1__ Meeting Date 05/05/2020 If the proposed speed limit is approved, police can use RADAR/LiDAR to enforce the approved posted speed limit. CONCLUSION: When speed limits are appropriately established the following objectives are achieved: - Meaningful, unambiguous enforcement - Voluntary public compliance - Clear identification of the unreasonable violator - Elimination of unjustifiable “tolerances” of higher speed travel Based on the 85th percentile speed of the roadway, as well as a higher than average collision rate outlined in the E&TS and roadway geometry, staff is recommending that the speed limit on Moss Street between Broadway and Second Avenue be decreased from 35 mph to 30 mph. Due to the changes to the roadway at the east end of Moss Street and the construction of the fire station, staff is recommending that the speed limit on Moss Street between Second Avenue and the cul- de-sac be decreased from 35 mph to the prima facie speed limit of 25 mph for a residence district. Should the City Council establish the proposed speed limits, Schedule X of the register maintained in the Office of the City Engineer be amended to reflect the speed limit:  Moss Street, between Industrial Boulevard and Broadway, maintain Speed Limit at 30 mph.  Moss Street, between Broadway and Second Avenue, proposed Speed Limit Decrease to 30 mph.  Moss Street, between Second Avenue and cul-de-sac to the east, proposed Speed Limit Decrease to prima facie 25 mph for a residence district. FISCAL IMPACT: The decrease of the speed limit between Broadway and the cul-de-sac to the east would require the posting of new speed limit signs and speed limit legends in applicable locations. This work will be funded by an existing Traffic Engineering Capital Improvement Project, TRF0332, Signing and Striping Program. Attachments: 1. Location Plat 2. SC-2021-_____ RESOLUTION OF THE SAFETY COMMISSION OF THE CITY OF CHULA VISTA RECOMMENDING THAT THE CHULA VISTA CITY COUNCIL DECREASE THE EXISTING SPEED LIMIT ON MOSS STREET BETWEEN BROADWAY AND SECOND AVENUE FROM 35 MPH TO 30 MPH, THAT A PRIMA FACIE LIMIT OF 25 MPH BETWEEN SECOND AVENUE AND THE EAST CUL-DE-SAC BE ESTABLISHED, AND THAT SCHEDULE X OF THE REGISTER MAINTAINED IN THE OFFICE OF THE CITY ENGINEER BE AMENDED TO REFLECT THE REVISED SPEED LIMITS WHEREAS, staff completed Engineering and Traffic Survey (E&TS) on Moss Street between Industrial Boulevard and the east cul-de-sac (the “Segment”) in accordance with the California Vehicle Code (CVC) and the California Manual on Uniform Traffic Control Devices (CAMUTCD), which stipulate that posted speed limits be determined by an E&TS for each street with a posted speed limit within the City except those determined by CVC-defined prima facie limits; and WHEREAS, as described in the CVC, the E&TS shall include: 1) Prevailing speeds as determined by traffic engineering measurements; 2) Accident records; and 3) Traffic/roadside conditions not apparent to the driver; and WHEREAS, the CVC and CAMUTCD state that the speed limit shall be established at the nearest 5 mph increment of the 85th percentile speed with a permitted 5 mph downward adjustment allowed for and elevated accident rate; and WHEREAS, the CVC indicates that an E&TS may be valid (and thus enforceable by the Police Department) for a period of up to ten (10) years or a time when conditions of the roadway change, whichever is sooner; and WHEREAS, with a valid E&TS, the posted speed limit on street can be enforced “prima facie,” which means that the Police Department can use RADAR/LIDAR technology to enforce the speed limit and the burden of proving whether the driver was proceeding at a safe speed is on the driver; and WHEREAS, denial of this resolution perpetuates the expired status of the E&TS for the Segment such that the Police Department will be unable to enforce the existing posted speed limit using RADAR/LIDAR technology; and WHEREAS, based on the 85th percentile speed of the roadway and the collision rate referenced in the E&TS, staff has determined that speed limit on Moss Street between Industrial Boulevard and Second Avenue should be decreased from 35 mph to 30 mph; and 05/05/2021 SC Agenda Page 11 of 38 Resolution No. SC 2021-____ Page 2 WHEREAS, based the changes to the roadway from the construction of the fire station and the roadway being a residence district, staff has determined that the speed limit on Moss Street between Second Avenue and the east cul-de-sac be decreased from 35 mph to prima facie 25 mph per CVC 22352(b)(1).
