Page 3 1 Safety Commission Agenda September 2, 2020 SAFETY COMMISSION AGENDA STATEMENT Item 1 __ Meeting Date 9/02/2020 ITEM TITLE: RESOLUTION OF THE SAFETY COMMISSION OF THE CITY OF CHULA VISTA APPROVING THE IMPLEMENTATION OF ALL-WAY STOP CONTROL AT THE INTERSECTION OF SANTA VICTORIA ROAD AND CALLE AVILA, AND TO ACCORDINGLY AMEND SCHEDULE II OF THE REGISTER OF SCHEDULES MAINTAINED IN THE OFFICE OF THE CITY ENGINEER SUBMITTED BY: Principal Traffic Engineer City Staff received a request from a resident for the installation of an all-way stop at the intersection of Santa Victoria Road and Calle Avila (the “Intersection”) adjacent to Otay Ranch High School. Staff conducted an investigation and prepared a warrant study that concluded that all-way stop control is warranted. RECOMMENDATION: Safety Commission adopt the resolution. DISCUSSION: City Staff received a request from a resident requesting the installation of an all -way stop at the Intersection, which is adjacent to Otay Ranch High School. Staff conducted an all-way stop warrant study per Council Policy #478-03, the results of which are presented below. When evaluating an intersection for all-way stop control, various factors are studied to determine the need for implementation. The physical factors (topography) of an area, vehicle volumes and speeds, roadway alignment (vertical and horizontal curves), collision history, pedestrian volumes and available sight distance are all taken into consideration. The Intersection has four legs: Santa Victoria Road is a northbound/southbound street with one lane of travel in each direction. The Intersection provides access to Otay Ranch High School and the Villas de Avila community. Santa Victoria Road is 38 feet wide, but at the curb extensions to define parking areas, it is as narrow as 24 feet wide. There is parking on both sides of the street with a marked, uncontrolled crosswalk across the north leg of Santa Victoria Road. The Intersection was observed to be used heavily by Otay Ranch High School students in the morning and afternoon. The Average Daily Traffic (ADT) on Santa Victoria Road is 4,537 with a 25 mph speed limit. Calle Avila serves Otay Ranch High School and the Villas de Avila complex. East of Santa Victoria Road, Calle Avila is a private street (east/west direction) with stop control at the Intersection. The ADT approaching the Intersection 2,068. In the past five years, the Intersection had one reported collision that may have been susceptible to correction by the installation of an all-way stop control. Criteria 2 - Unusual Conditions: (14 points assigned out of a maximum 21 points) ▪ 7 points assigned for being adjacent to high school ▪ 7 points assigned for being on a suggested route to school with no other stop control Criteria 3 -Pedestrian Volume: (20 points assigned out of a maximum 20 points) ▪ 20 points were assigned because 96 pedestrians were observed crossing Santa Victoria Rd between 2:10 pm to 3:10 pm on 8/8/2019. Criteria 4 - Traffic Volume: (11 points assigned out of a maximum of 24 points) ▪ 11 points were assigned based on observed volumes. Criteria 5 - Traffic Volume Difference: (5 points assigned out of a maximum 10 points) ▪ 5 points were assigned because of the Intersection’s volume ratio. Calle Avila approach volumes were 50.6% of the approach volumes on Santa Victoria Road. CONCLUSION: The Intersection received a total of 55 points out of a possible 100 points, where a minimum of 45 Page 3, Item 1__ Meeting Date 9/02/2020 points are required to warrant the installation of an all-way stop control. Therefore, Staff recommends implementing all-way stop control at the Intersection FISCAL IMPACT: The estimated cost for the installation of two stop signs, stop bars, crosswalk and pavement legends at this intersection is $5,000. This cost will be funded by an existing Traffic Engineering Capital Improvement Project. NOW, THEREFORE, BE IT RESOLVED that the Safety Commission of the City of Chula Vista does hereby approve staff’s proposed all-way stop control at the Intersection and accordingly amend Schedule II of the Register of Schedules maintained in the office of the City Engineer. Resolution No. SC 2020-____ Page 2 ACTION by the Safety Commission of the City of Chula Vista, California, this 2nd day of September 2020, by the following vote: AYES: Commissioners: NAYS: Commissioners: ABSENT: Commissioners: ____________________________________ Jorge Marroquin, Chair ATTEST: ______________________________________ Florence Picardal, Secretary SAFETY COMMISSION AGENDA STATEMENT Item __ 2___ Meeting Date 9/02/2020 ITEM TITLE: RESOLUTION OF THE SAFETY COMMISSION OF THE CITY OF CHULA VISTA RECOMMENDING THAT THE CHULA VISTA CITY COUNCIL INCREASE THE EXISTING SPEED LIMIT ON EASTLAKE PARKWAY BETWEEN OLYMPIC PARKWAY AND HUNTE PARKWAY FROM 45 MPH TO 50 MPH, AND THAT SCHEDULE X OF THE REGISTER MAINTAINED IN THE OFFICE OF THE CITY ENGINEER BE AMENDED TO REFLECT THESE SPEED LIMITS SUBMITTED BY: Principal Traffic Engineer Staff completed an Engineering and Traffic Survey (E&TS) on Eastlake Parkway between Olympic Parkway and Hunte Parkway (the “Segment”) in accordance with the California Vehicle Code (CVC) and California Manual on Uniform Traffic Control Devices (CAMUTCD), which indicate that the posting of speed limits that are not the maximum or standard prima facie speed limits defined by the CVC be determined by an E&TS for each street with a posted speed limit within the City. Based on the results of the E&TS, staff has determined that the speed limit on Eastlake Parkway between Olympic Parkway and Hunte Parkway be increased from 45 mph to 50 mph (see Attachment 1, Location Plat). RECOMMENDATION: That the Safety Commission adopt the resolution. DISCUSSION: The CVC establishes minimum and maximum prima facie speed limits for all streets in the State. The minimum prima facie speed limit is 25 mph for specific roadway conditions and the maximum speed limit is 65 mph (55 mph for undivided roads) and an Engineering and Traffic Survey (E&TS) is required to change the prima facie speed limit from these preset limits for any City roadway that do not meet those conditions. The CVC requires that local agencies review changes in local speed limits every five to ten years to determine if the existing street segment speed limits require updating due to the age of the E&TS or changes in roadway and traffic conditions. In June 2019, staff completed an E&TS for the segment of Eastlake Parkway between Olympic Parkway and Hunte Parkway in accordance with the California Vehicle Code. As described in the California Vehicle Code, the survey shall include: (1) Prevailing speeds as determined by traffic engineering measurements; (2) Accident records; (3) Traffic/roadside conditions not readily apparent to the driver. Currently, the existing posted speed limit on the Segment is 50 mph, and signs and pavement legends have indicated 50 mph since prior to October 2012. It is proposed to update the E&TS and Ordinance 3190 based on the observed 85th percentile speed. Physical Conditions The following information describes the existing conditions along the subject Segment on Eastlake Parkway: • Six-lane Prime Arterial. • Length/Width – 1.05 miles long and 104’ to 120’ wide. • Average Daily Traffic: 12,718 (2018) • Number of Lanes: 6 lanes (3 per direction). • Existing Speed Limit – Posted 50 mph. • 85% Percentile Speed: 1) Olympic PW to Birch Rd - 46 mph. 2) Birch Rd to Hunte PW – 50 mph. • Striping – Six lanes of traffic. • Parking – Parking is not allowed along entire segment. • Bike Lanes in both directions. • Horizontal Alignment – Horizontal Curve with a radius of 1100’ over a length of 204’ yields a design speed of 55 mph. • Vertical Alignment – Crest Vertical Curve with a 7.25% over 1350’ yields a design speed of 55 mph. • Accident Rate History – The accident rate at this segment is 0.41 accidents per million vehicle miles, which is lower than the rate of 1.36 for similar roadways in the State of California (2016). Infeasible due to insufficient police availability and the segment is too short. • Maximum Speed Law: use RADAR/LiDAR methods to enforce speed limit of 65 mph. If the proposed speed limit is approved, police can use RADAR/LiDAR to enforce the approved posted speed limit. CONCLUSION: When speed limits are appropriately established the following objectives are achieved: - Meaningful, unambiguous enforcement - Voluntary public compliance - Clear identification of the unreasonable violator - Elimination of unjustifiable “tolerances” of higher speed travel Based on the 85th percentile speed of the roadway, as well as a low collision rate outlined in the Engineering/Traffic Survey, staff has is recommending the speed limit increase. Should the City Council establish the proposed 50 mph speed limit, Schedule X of the register maintained in the Office of the City Engineer be amended to reflect the speed limit increase: • Eastlake Parkway, between Olympic Parkway and Hunte Parkway, proposed Speed Limit Increase to 50 mph. SC-2020-_____ RESOLUTION OF THE SAFETY COMMISSION OF THE CITY OF CHULA VISTA RECOMMENDING THAT THE CHULA VISTA CITY COUNCIL INCREASE THE EXISTING SPEED LIMIT ON EASTLAKE PARKWAY BETWEEN OLYMPIC PARKWAY AND HUNTE PARKWAY FROM 45 MPH TO 50 MPH AND THAT SCHEDULE X OF THE REGISTER MAINTAINED IN THE OFFICE OF THE CITY ENGINEER BE AMENDED TO REFLECT THIS SPEED LIMIT WHEREAS, staff completed Engineering and Traffic Survey (E&TS) on Eastlake Parkway between Olympic Parkway and Hunte Parkway (the “Segment”) in accordance with the California Vehicle Code (CVC) and the California Manual on Uniform Traffic Control Devices (CAMUTCD), which stipulate that posted speed limits be determined by an E&TS for each street with a posted speed limit within the City except those determined by CVC-defined prima facie limits; and WHEREAS, as described in the CVC, the E&TS shall include: 1) Prevailing speeds as determined by traffic engineering measurements; 2) Accident records; and 3) Traffic/roadside conditions not apparent to the driver; and WHEREAS, the CVC and CAMUTCD state that the speed limit shall be established at the nearest 5 mph increment of the 85th percentile speed with a permitted 5 mph downward adjustment allowed for and elevated accident rate; and WHEREAS, the CVC indicates that an E&TS may be valid (and thus enforceable by the Police Department) for a period of up to ten (10) years or a time when conditions of the roadway change, whichever is sooner; and WHEREAS, with a valid E&TS, the posted speed limit on a street can be enforced which means that the Police Department can use RADAR/LIDAR technology to enforce the speed limit and the burden of proving whether the driver was proceeding at a safe speed is on the driver; and WHEREAS, the E&TS for the Segment is expired, and the Police Department can only enforce speed on the Segment with respect to the Basic Speed Law, which would require that a police officer to follow vehicles the officer deems to be traveling at unsafe speeds and that he/she prove that the driver was proceeding at an unsafe speed; and WHEREAS, the Segment is a major roadway with no feasible or effective measures to implement traffic calming measures; and WHEREAS, denial of this resolution perpetuates the expired status of the E&TS for the Segment such that the Police Department will be unable to enforce the existing posted speed limit using RADAR/LIDAR technology; and Resolution No. SC 2020-____ Page 2 WHEREAS, the speed limit on the Segment is inaccurately posted at 50 mph although the speed limit on the Segment by ordinance is currently 45 mph; and WHEREAS, based on the 85th percentile speed of the roadway and the collision rate referenced in the E&TS, staff has determined that speed limit be increased from 45 mph to 50 mph.
