SAFETY COMMISSION AGENDA STATEMENT Item 1 Meeting Date 7/15/20 ITEM TITLE: RESOLUTION OF THE SAFETY COMMISSION OF THE CITY OF CHULA VISTA APPROVING A LANE REDUCTION ON THIRD AVENUE BETWEEN NORTH GLOVER AVENUE AND “E” STREET FROM FOUR LANES TO TWO LANES AND INSTALLING ANGLED PARKING ON THE NORTHEAST SIDE OF THE ROADWAY AS A PILOT STUDY TO BE REVERSED SHOULD FUTURE TRAFFIC VOLUME REQUIRE SUBMITTED BY: City Traffic Engineer Staff is recommending a lane reduction on Third Avenue between North Glover Avenue and “E” Street from two lanes to one lane in each direction. The measured traffic volumes on this segment of Third Avenue indicate that one lane in each direction can accommodate observed volumes. Third Avenue also has only one lane in each direction south of “E” Street. Additionally, staff is recommending permitting parallel parking on portions of the southwest side of the roadway and installing angled parking on portions of the northeast side of the roadway. RECOMMENDATION: That the Safety Commission approve the lane reduction and revised parking on Third Avenue between North Glover Avenue and “E” Street. DISCUSSION: Third Avenue, between North Glover Avenue and “E” Street is scheduled to be re-paved this year with Capital Improvement Project STM0396. When any street in the City is proposed to be re- paved, Traffic Engineering staff review the following street characteristics: posted speed limits, collisions, striping and signage. Traffic Engineering determines whether any modifications are needed to improve safety and traffic circulation. The posted speed limit on Third Avenue between North Glover Avenue and “E” Street is 35 mph. Parking is allowed on the northeast side of the street between North Glover Street and Sea Vale Street for the adjacent commercial and residential use. In the east/southbound direction starting at North Glover Avenue, there are two lanes of traffic increasing to three lanes at the intersection with “E” Street to accommodate a left-turn pocket. In the west/northbound direction starting at “E” Street, there are two lanes of traffic increasing to three lanes at the intersection with North Glover Avenue to accommodate a left-turn pocket. Between Sea Vale Street and Kimball Terrace, there exists a two-way left turn lane down the center of Third Avenue. A raised center median exists between Kimball Terrace and “D” Street. Traffic Engineering studied the traffic volume and circulation on Third Avenue and determined that reducing the number of lanes would not appreciably affect traffic flow. Page 2, Item 1 Meeting Date 7/15/20 The table below summarizes the average daily traffic (ADT) volumes from 2018 through 2020. Year 2018 2019 2020 Segment N. Glover Avenue – Sea Vale Street Southbound ADT 3,576 3,555 3,760 Northbound ADT 3,881 3,879 3,797 Total ADT 7,457 7,434 7,557 For comparison, ADT volumes on portions west and south of this segment where there is one lane in each direction varies from 7,519 ADT to the west in 2015 to 9,115 ADT to the south in 2019. Staff proposes to have one travel lane in each direction. Staff proposes the following two options for the remainder of the roadway not dedicated to parking: Option 1: include a two-way left turn lane between the travel lanes to allow for safer access to commercial and residential driveways. The presence of the two-way left turn lane will allow turning vehicles to exit through traffic to wait for a gap in oncoming traffic before turning instead of stopping in traffic to do so; or Option 2: include a Class II bikeway in both directions. In addition, the space recovered from the travel lane reduction will be used for portions of Third Avenue as diagonal parking. The lane reduction will be a pilot program and will monitored on an annual basis to ensure proper traffic circulation. The City Traffic Engineer can reverse the lane reduction if future traffic volume dictates a reversal to the original condition. CONCLUSION: Based on the ADT on Third Avenue, between North Glover Avenue and “E” Street, staff has determined that the lane reduction in the southbound direction will not impact the traffic. The lane reduction is anticipated to improve safety on the segment and potentially help maintain the existing posted speed limit of 35 mph. FISCAL IMPACT: The revision to the striping and the signage modification will be incorporated into an existing pavement project. Therefore, no new impact to City funds. Attachments: 1. SC-2020-_____ RESOLUTION OF THE SAFETY COMMISSION OF THE CITY OF CHULA VISTA APPROVING A LANE REDUCTION ON THIRD AVENUE BETWEEN NORTH GLOVER AVENUE AND “E” STREET FROM FOUR LANES TO TWO LANES AND INSTALLING ANGLED PARKING ON THE NORTHEAST SIDE OF THE ROADWAY AS A PILOT STUDY TO BE REVERSED SHOULD FUTURE TRAFFIC VOLUME REQUIRE WHEREAS, the Road Maintenance and Rehabilitation Account (RMRA) Major Pavement Rehabilitation Phase II FY2018-19 (STM0396) project will be performing pavement rehabilitation on Third Avenue between North Glover Avenue and “E” Street (the “Segment”); and WHEREAS, the Segment currently has two lanes in each direction; and WHEREAS, vehicles attempting to turn left into a driveway on the Segment must stop in traffic to do so; and WHEREAS, existing traffic volume obtained in January 2020 indicates that existing traffic volume can be accommodated by one lane per direction; and WHEREAS, the proposed striping plan will maintain dedicated right turn or left turn lanes, as applicable, at the North Glover Avenue, “D” Street and “E” Street intersections; and WHEREAS, as a result of its investigation, staff is proposing the following for consideration by the Safety Commission: a lane reduction on the Segment from two southbound travel lanes to one travel lane, and two northbound travel lanes to one travel lane, diagonal parking in the northbound direction only, maintain the southbound parallel parking lane, and either: include a two-way left turn lane (“Option 1”) or a Class II bike lane in both northbound and southbound directions (“Option 2”); and WHEREAS, as a pilot study, traffic volumes and flow patterns on the Segment will be monitored, and the proposed change will be reversed by the City Traffic Engineer to restore existing conditions should traffic volumes and patterns necessitate the reversal. NOW, THEREFORE, BE IT RESOLVED that the Safety Commission of the City of Chula Vista does hereby approve staff’s proposed road reduction on the Segment from four lanes to two lanes, including the change reflected in Option ___, to be reversed should the City Traffic Engineer determine that traffic volumes require restoring the existing number of travel lanes; and BE IT FURTHER RESOLVED that the Safety Commission of the City of Chula Vista does hereby approve the inclusion of diagonal parking on identified portions of the Segment as part of the pilot study, to be reversed should the City Traffic Engineer determine that traffic volumes require restoring the existing number of travel lanes. Residents on Second Avenue have indicated that vehicles traveling along the street are above the speed limit. Speed cushions are a method of traffic calming that are applicable to this location (see Attachment 1, Location Plat). RECOMMENDATION: That the Safety Commission adopt the resolution. DISCUSSION: Location Description Second Avenue is a local residential street that provides access between Moss Street and Naples Street. The speed limit is 25 mph, prima facie for a residence district. Parking is allowed on both sides of the street for residential use. The segment has 32 single-family dwellings with direct driveway access. Traffic on Second Avenue On April 13, 2020, Moss Street was closed between Alpine Avenue and Naples Street for the construction of Fire Station No. 9. Before the street closure, the ADT on this segment of Moss Street in both directions was approximately 5,290. Staff developed measures in anticipation of traffic diverting to Naples Street and Second Avenue. Naples Street is a collector street and it was determined that it could accommodate the diverted traffic volume. Second Avenue, between Moss Street and Naples Street, is a short, curved segment. Staff performed before and after (Moss Street closure) ADT counts on Second Avenue. The results are in the table below. Second Avenue ADT NB ADT SB 2019 Before Closure 446 329 2020 After Closure 729 812 The results indicate that a relatively small portion of the traffic that formerly drove on Moss Street was diverted from Moss Street to Second Avenue, with the majority of traffic diverting to Naples Street. However, with the increased traffic volume on Second Avenue, residents have noticed an increase in speeds. Staff collected speed data that confirmed that the majority of vehicles exceeded the speed limit after the street closure, with an 85th percentile speed of 29 mph, higher than the posted speed limit of 25 mph. Page 2, Item 2 Meeting Date 7/15/20 In order to maintain a speed of 25 mph through this segment of Second Avenue and to discourage the use of Second Avenue for commuter traffic since it is not a collector road, staff is proposing that the speed cushions be installed. Speed Cushions Speed cushions are primarily similar to speed humps with a key difference: they permit the relatively unhindered passage of emergency response vehicles. While speed humps span the full width of the roadway, speed cushions have two indentations at the track width of larger vehicles like those used for emergency response (e.g. fire apparatus, ambulances, etc.). This allows emergency response vehicles to bypass the “hump” portion of the speed cushion and not have to slow down if aligned to the indentations. However, the large majority of other vehicles cannot align to these indentations and must slow down to pass speed cushion. Public Outreach Residents adjacent to the proposed locations of the speed cushions received notice letters to state their support of or opposition to the proposed locations of the speed cushions. The following table summarizes the resident responses that were received: ADDRESS RESPONSE 1057 Second Ave Support 1062 Second Ave No response 1078 Second Ave Support 1080 Second Ave No response 1081 Second Ave Support CONCLUSION: Based on the observed speeds and traffic volume, staff has determined that the installation of speed cushions could help calm and reduce the flow of traffic on Second Avenue to levels observed prior to the closure of a portion of Moss Street. FISCAL IMPACT: The purchase and installation of the speed cushions will be funded by an existing Capital Improvement Project, GG230, Fire Station Repair. Attachments: 1. Location Plat 2. SC-2020-_____ RESOLUTION OF THE SAFETY COMMISSION OF THE CITY OF CHULA VISTA APPROVING THE INSTALLATION OF SPEED CUSHIONS ON SECOND AVENUE BETWEEN MOSS STREET AND NAPLES STREET WHEREAS, Second Avenue between Moss Street and Naples Street (the “Segment”) is local residential street; and WHEREAS, residents of the Segment have expressed concern with traffic volume and potentially associated with the closure of Moss Street for the construction of Fire Station No. 9; and WHEREAS, staff’s collected traffic volume and speed data on the Segment indicated that higher vehicle volumes and speeds are present after the closure of Moss Street; and WHEREAS, in consideration of the aforementioned site conditions, staff recommends the installation of speed cushions on the Segment; and WHEREAS, speed cushions are traffic calming devices that slow traffic but differ from speed humps in that they permit the relatively unhindered passage of emergency response vehicles; and WHEREAS, staff requested the opinions of the residences at proposed speed cushion locations in the form of a letter; and WHEREAS, of the 5 residences contacted, 3 responded in favor of the speed cushions with two that did not respond; and WHEREAS, as a result of its investigation and the responses received, staff recommends that speed cushions be installed on the Segment. NOW, THEREFORE, BE IT RESOLVED that the Safety Commission of the City of Chula Vista does hereby approve the installation of speed cushions on Second Avenue between Moss Street and Naples Street as proposed by staff. This lane reduction is a much needed safety improvement in this area. The two main driveways of Fredericka Manor and Fredericka Manor Care Center are used frequently by the senior citizens that live here and all that visit their friends and relative here. The lanes in their current state make these driveways dangerous intersections. On behalf of all the residents of Fredericka Manor, I urge the Safety Commission to adopt this resolution.
