however, given the proximity the Hilltop High School and the relatively high number of vehicles
exceeding 35 mph around school start and dismissal, staff is proposing that the speed cushions be
installed.
Speed Cushions
Speed cushions are primarily similar to speed humps with a key difference: they permit the
relatively unhindered passage of emergency response vehicles. While speed humps span the full
width of the roadway, speed cushions have two indentations at the track width of larger vehicles
like those used for emergency response (e.g. fire apparatus, ambulances, etc.). This allows
emergency response vehicles to bypass the “hump” portion of the speed cushion and not have to
slow down if aligned to the indentations. However, the large majority of other vehicles cannot
align to these indentations and must slow down to pass speed cushion.
Public Outreach
Residents adjacent to the proposed locations of the speed cushions received notice letters to state
their support of or opposition to the proposed locations of the speed cushions.

CONCLUSION:
Based on the speeds, ADT and road geometry, staff has determined that the installation of speed
cushions will not impact the traffic but will help with the safety of the roadway and reducing the
speeds along these streets. The speed cushions will potentially reduce the speeds and help to
maintain the existing posted speed limit of 25 mph.

FISCAL IMPACT:
The purchase and installation of the speed cushions will be funded by an existing Traffic
engineering Capital Improvement Project, TRF0327, Neighborhood Safety Program.

Street lighting must exist on the street blocks where Speed Humps are proposed to be
installed.
The installation of Speed Humps shall not result in unacceptable delays to emergency
vehicles as determined by the Police Department and the Fire Department.
The street shall have good vertical sight distance, pavement surface quality, horizontal
sight distance, drainage and street lighting. It must be free of usual features which might
affect the safe operation of Speed Humps.

The installation of Speed Humps on public streets will be considered only If all of the following conditions are met over the
entire proposed street segment as determined by the City Engineer.
The average daily traffic volume shall be less than 3500 through vehicles per day. Speed
Humps shall not be permitted on collector, arterial, or major streets.
Installation of a road Speed Hump will not be permitted where substantial diversion of traffic
to other local streets will occur as determined by the City Engineer.
To avoid approach speeds of greater than 40 mph, the location of the first Speed Hump can
be effectively controlled via a physical design feature such as a curve or controlled
intersection.
More than 50% of the surveyed motorists must exceed the posted or if not posted then the
prima facie speed limit for a residential street of 25 mph, and the 85th percentile speed
must exceed 35 mph.
Residential district as defined in the Chula Vista Municipal Code, Section 10.52.090(B)
shall mean any block in which over fifty percent of the ground level buildings fronting on
said block are dwellings. Said dwellings may be single-unit structures or multi-unit
structures.
The curb adjacent to the road Speed Hump locations must be of the raised six inch
standard barrier curb type and not roll-over curb.
The street shall have a posted speed limit of 25 or be unposted with a prima facie limit of 25
mph.
The street shall not be over 40 feet wide and have no more than 2 through traffic lanes. It
shall also have 1/4 mile of length that is uninterrupted by stop signs or traffic signals.

RESOLUTION OF THE SAFETY COMMISSION OF THE CITY OF
CHULA VISTA APPROVING THE INSTALLATION OF SPEED
CUSHIONS ON EAST WHITNEY STREET AND EAST GEORGINA
STREET BETWEEN HILLTOP DRIVE AND CLAIRE AVENUE
WHEREAS, E. Whitney Street between Hilltop Drive and Claire Avenue and E. Georgina
Street between Hilltop Drive and Claire Avenue (collectively the “Segments”) are local
residential streets adjacent to Hilltop High School; and
WHEREAS, a resident of the Segments and the Assistant Principal at Hilltop High School
indicated that vehicles speed on the Segments near school start and dismissal times; and
WHEREAS, staff’s collected speed data indicated that higher vehicle volumes and speeds
ranging from 35 to 45 mph were observed generally coincident with school start and dismissal
times; and
WHEREAS, the Segments were evaluated for speed hump installation in accordance with
the City’s Speed Hump Policy (576-18) and determined that all criteria were met except that the
85th percentile speeds did not exceed 35 mph on the Segments, although higher speeds were
observed during school start and dismissal times; and
WHEREAS, the Segments are in close proximity to Hilltop High School; and
WHEREAS, in consideration of the aforementioned site conditions, staff recommends the
installation of speed cushions on the Segments; and
WHEREAS, speed cushions are traffic calming devices that slow traffic but differ from
speed humps in that they permit the relatively unhindered passage of emergency response
vehicles; and
WHEREAS, staff requested the opinions of the residences at proposed speed cushion
locations in the form of a letter; and
WHEREAS, of the 15 residences contacted, 13 responded in favor of the speed cushions
with one responding with conditional opposition and one resident that did not respond; and
WHEREAS, as a result of its investigation and the responses received, staff recommends
that speed cushions be installed on the Segments.
NOW, THEREFORE, BE IT RESOLVED that the Safety Commission of the City of
Chula Vista does hereby approve the installation of speed cushions on East Whitney Street and
East Georgina Street between Hilltop Drive and Claire Avenue.

Staff recommends eliminating a segment and combining another segment to coincide with the
existing traffic signals. The proposed segments would be as follows:

City staff completed a speed survey for above segments in accordance with the California
Vehicle Code. As described in the California Vehicle Code, the survey shall include:
(1) Prevailing speeds as determined by traffic engineering measurements;
(2) Accident records;
(3) Traffic/roadside conditions not readily apparent to the driver.
Physical Conditions
The following information describes the existing conditions along all segments of Telegraph
Canyon Road:
• Six-lane Prime Arterial.
• Length/Width – 3.5 miles long and 100’ to 122’ wide.
• Average Daily Traffic: 50,844 (2018)
• Number of Lanes: 6 lanes (3 per direction).
• Existing Speed Limits – Posted 40, 45 and 50 mph.
• 85% Percentile Speed: 1) Halecrest Dr to Crest Dr/Oleander Ave is 45 mph. 2) Crest
Dr/Oleander Ave to Paseo Del Rey is 47 mph. 3) Paseo Del Rey to Otay Lakes Rd is 51
mph.
• Striping – Six lanes of traffic.

• Parking – Parking is not allowed along entire segment.
• Bike Lanes in both directions.
• Horizontal Alignment – Horizontal Curve with a radius of 1600’ over a length of 733’
yields a design speed of 50 mph.
• Vertical Alignment – Less than a 2% grade change.
• Accident Rate History – The accident rate at this segment is 0.37 accidents per million
vehicle miles, which is lower than the rate of 1.36 for similar roadways in the State of
California (2016).
Traffic Calming
Segments 1 and 3 are the only segments with a proposed speed increase. Given their short length
and major roadway classification, no traffic calming measures are feasible. The MUTCD
recommends that roadway segments be a minimum of 0.25 miles; therefore, a speed increase on
Segment 1 and merging it with Segment 2 as well as a speed increase on Segment 3 and merging
it with Segments 4 and 5 are the recommended approach.

Speed Enforceability
If the proposed speed increase is not approved, the following are the only means of enforcing
speed on Segments 1 and 3:
• Basic Speed Law: police car matches speed of vehicle and determines that speed is
unsafe for current conditions. Infeasible due to insufficient police availability and the
segment is too short.
• Maximum Speed Law: use RADAR/LiDAR methods to enforce speed limit of 65 mph.
If the proposed speed limit is approved, police can use RADAR/LiDAR to enforce the approved
posted speed limit.
CONCLUSION:
When speed limits are appropriately established the following objectives are achieved:
- Meaningful, unambiguous enforcement
- Voluntary public compliance
- Clear identification of the unreasonable violator
- Elimination of unjustifiable “tolerances” of higher speed travel
Based on the 85th percentile speed of the roadway, as well as a low collision rate outlined in the
Engineering/Traffic Survey, staff has is recommending the speed limit increases and modifying

the segments to be from a traffic signal to another traffic signal. It is also recommended that a
speed survey segment not be less than 0.25 mi.
Should the City Council establish the proposed 45 mph and 50 mph speed limits, Schedule X of
the register maintained in the Office of the City Engineer be amended to reflect the speed limit
increase:
• Telegraph Canyon Road, between Halecrest Drive and Crest Drive/Oleander Avenue,
proposed Speed Limit Increase to 45 mph.
• Telegraph Canyon Road, between Paseo Del Rey and Old Telegraph Canyon Road,
proposed Speed Limit Increase to 50 mph.
FISCAL IMPACT:
The increase of the speed limit would require the posting of new speed limit signs and speed
limit legends. This work will be funded by an existing Traffic Engineering Capital Improvement
Project, TF-332, Signing and Striping Program.

RESOLUTION NO. SC-2019-_____
RESOLUTION OF THE SAFETY COMMISSION OF THE
CITY OF CHULA VISTA RECOMMENDING THAT THE
CHULA VISTA CITY COUNCIL INCREASE THE EXISTING
SPEED LIMITS ON TELEGRAPH CANYON ROAD: 1)
BETWEEN HALECREST DRIVE AND CREST
DRIVE/OLEANDER AVENUE FROM 40 MPH TO 45 MPH
AND 2) BETWEEN PASEO DEL REY AND OLD
TELEGRAPH CANYON ROAD FROM 45 MPH TO 50 MPH,
AND THAT SCHEDULE X OF THE REGISTER
MAINTAINED IN THE OFFICE OF THE CITY ENGINEER
BE AMENDED TO REFLECT THESE SPEED LIMITS
WHEREAS, staff completed Engineering and Traffic Surveys (E&TS) on Telegraph
Canyon Road between Halecrest Drive and Otay Lakes Road (the “Overall Segment”) in
accordance with the California Vehicle Code (CVC), which stipulates that posted speed limits be
determined by an Engineering and Traffic Survey for each street with a posted speed limit within
the City; and
WHEREAS, as described in the CVC, the E&TS shall include: 1) Prevailing speeds as
determined by traffic engineering measurements; 2) Accident records; and 3) Traffic/roadside
conditions not apparent to the driver; and
WHEREAS, the Manual on Uniform Traffic Control Devices (MUTCD) states that the
speed limit shall be established at the nearest 5 mph increment of the 85th percentile speed. Also,
if the 5 mph reduction is applied, the E&TS shall document in writing the conditions and
justification for the lower speed limit and be approved by a registered Civil or Traffic Engineer;
and
WHEREAS, the CVC indicates that an E&TS may be valid (and thus enforceable by the
Police Department) for a period of up to ten (10) years or a time when conditions of the roadway
change, whichever is sooner; and
WHEREAS, with a valid E&TS, the posted speed limit on street can be enforced “prima
facie,” which means that the Police Department can use RADAR/LIDAR technology to enforce
the speed limit and the burden of proving whether the driver was proceeding at a safe speed is on
the driver; and
WHEREAS, the E&TSs for the Overall Segment are expired, and the Police Department
can only enforce speed on the Overall Segment with respect to the Basic Speed Law, which
would require that a police officer to follow vehicles the officer deems to be traveling at unsafe
speeds and that he/she prove that the driver was proceeding at an unsafe speed; and
WHEREAS, the Overall Segment is a major roadway classification and the segment of
Telegraph Canyon Road between Halecrest Drive and Crest Drive/Oleander Avenue (“Segment
Resolution No. SC 2019-____

1”) and between Paseo del Rey and Old Telegraph Canyon road (“Segment 2”) are too short to
feasibly and effectively implement traffic calming measures; and
WHEREAS, denial of this resolution perpetuates the expired status of the E&TS for the
Overall Segment such that the Police Department will be unable to enforce the existing posted
speed limit using RADAR/LIDAR technology; and
WHEREAS, based on the 85th percentile speed of the roadway and the collision rate
referenced in the E&TSs, staff has determined that speed limit on Segment 1 should be increased
from 40 mph to 45 mph and on Segment 2 should be increased from 45 mph to 50 mph; and
WHEREAS, the roadway conditions and 85th percentile speed of the Telegraph Canyon
Road segment immediately to the east of Segment 1 between Crest Drive/Oleander Avenue and
Paseo del Rey are identical to those of Segment 1; and
WHEREAS, the roadway conditions and 85th percentile speed of the Telegraph Canyon
Road segments immediately to the east of Segment 2 between Old Telegraph Canyon Road and
Otay Lakes Road are identical to those of Segment 2.
NOW, THEREFORE, BE IT RESOLVED that the Safety Commission of the City of
Chula Vista does hereby recommend that the City Council establish the proposed 45 mph speed
limit on Telegraph Canyon Road from Halecrest Drive to Paseo del Rey and establish the
proposed 50 mph speed limit on Telegraph Canyon Road from Paseo del Rey to Otay Lakes Road
and that Schedule X of the register maintained in the Office of the City Engineer be amended to
reflect the proposed speed limit as follows:
Telegraph Canyon Road, beginning at Halecrest Drive and ending at Paseo del
Rey, speed limit 45 mph.
Telegraph Canyon Road, beginning at Paseo del Rey and ending at Otay Lakes
Road, speed limit 50 mph.
