The ADT in both directions increased slightly over the last ten years with no significant impacts.
The single northbound traffic volume was approximately the same as the southbound traffic
volume spread across two lanes. Therefore,a southbound lane reduction is not expected to
negatively impact the traffic circulation.City staff also monitored the traffic volume when
Clearview Elementary was dismissed in the afternoon.Over the half hour of peak school traffic,
the southbound vehicle queue from the E. “H” Street signal backed up to Windjammer Circle for
two traffic signal cycles, but not into the area of the proposed lane reduction.
The lane reduction will be a pilot program based on annual analysis and monitoring of the traffic
circulation. The City Traffic Engineer can reverse the striping if future traffic volume dictates a
reversal to the original condition.
CONCLUSION:
Based on the ADT on Hidden Vista Drive, between Windjammer Circle and Smoky Circle,staff
has determined that the lane reduction in the southbound direction will not impact the traffic.
The lane reduction will potentially reduce the downhill speed and create more parking.
FISCAL IMPACT:
The revision to the striping and the signage modification will be incorporated into an existing
pavement CIP. Therefore, no impact to City funds.

WHEREAS,a City Capital Improvement Project will re-pave Hidden Vista Drive,
between Windjammer Circle and Smoky Circle and allow striping modifications for a lane
reduction; and
WHEREAS,residents have expressed concerns about speeding on the subject segment;
and
WHEREAS,residents of the Montillo Neighborhood have expressed concerns about
parking in their neighborhood due to overflow parking from the surrounding condominiums; and
WHEREAS, the measured traffic volumes for both northbound and southbound Hidden
Vista Drive are comparable despite there being two lanes in the southbound direction; and
WHEREAS, observations of peak afternoon school traffic associated with Clearview
Elementary School indicated that queuing on southbound Hidden Vista Drive from East “H”
Street does not extend beyond Windjammer Circle; and
WHEREAS, a lane reduction is proposed in the southbound direction of Hidden Vista
Drive, between Windjammer Circle and Smoky Circle, from two lanes to one lane; and
WHEREAS, the removed travel lane is proposed to be designated for parking where
permissible; and
WHEREAS, as a pilot study, traffic volumes on the subject segment will be monitored,
and the lane reduction will be reversed to restore existing conditions should traffic volumes
necessitate the reversal.
NOW, THEREFORE, BE IT RESOLVED that the Safety Commission of the City of
Chula Vista does hereby approve a lane reduction on southbound Hidden Vista Drive from two
lanes to one lane, to be monitored and potentially reversed should new traffic volume indicate that
two lanes are required in the subject segment.

Physical Conditions
The following information describes the existing conditions along all segments of Paseo Del
Rey:
Classification Between E.‘H’Street and E.‘J’Street –Class I Collector.
Length/Width –1,113 feet (0.21 miles) long and 36’ to 52’ wide.
Average Daily Traffic: 1,888
Number of Lanes:four lanes (2 per direction).
Existing Speed Limits –Posted 35 mph.
85% Percentile Speed:41 mph.
Striping –Four lanes of traffic and a Yellow striped median.
Parking –Parking is not allowed along entire segment.
Bike Lanes in both directions.
Horizontal Alignment –Horizontal Curve south of East “H” Street with a radius of 50’
over a length of 392’ yields a design speed of 38 mph.
Vertical Alignment –Crest Vertical Curve north of East “J” Street with a -0.2% to -7.3%
grade change over 400’along the centerline yields a design speed of 42 mph
Accident Rate History –The accident rate at this segment is 0.25 accidents per million
vehicle miles, which is lower than the rate of 1.37 for similar roadways in the State of
California (2015).
CONCLUSION:
When speed limits are appropriately established the following objectives are achieved:
-Meaningful, unambiguous enforcement
-Voluntary public compliance
-Clear identification of the unreasonable violator
-Elimination of unjustifiable “tolerances” of higher speed travel
Based on the 85th percentile speed of the roadway, as well as a low collision rate outlined in the
Engineering/Traffic Survey, staff has determined that the speed limit on Paseo Del Rey between
E.‘H’Street and E.‘J’Street be increased from 35 mph to 40 mph.
Should the City Council establish the proposed 40 mph speed limit,Schedule X of the register
maintained in the Office of the City Engineer be amended to reflect the speed limit increase:
Paseo Del Rey, beginning at E.‘H’Street and ending at E.‘J’Street, proposed Speed
Limit Increase to 40 mph.

The increase of the speed limit would require the posting of new speed limit signs and speed
limit legends. This work will be funded by an existing Traffic Engineering Capital Improvement
Project, TF-332, Signing and Striping Program.

PASEO DEL REY BETWEEN EAST ‘H’ STREET AND EAST
‘J’ STREET FROM 35 MPH TO 40 MPH,AND THAT
SCHEDULE X OF THE REGISTER MAINTAINED IN THE
OFFICE OF THE CITY ENGINEER BE AMENDED TO
REFLECT THE REVISED SPEED LIMIT
WHEREAS,staff completed an Engineering and Traffic Survey (E&TS) on a segment of
Paseo Del Rey in accordance with the California Vehicle Code (CVC), which indicates that the
posting of speed limits be determined by an Engineering and Traffic Survey for each street with a
posted speed lime within the City; and
WHEREAS, as described in the California Vehicle Code, the speed survey shall include:
1) Prevailing speeds as determined by traffic engineering measurements; 2) Accident records; and
3) Traffic/roadside conditions not readily apparent to the driver; and
WHEREAS, the Manual on Uniform Traffic Control Devices (MUTCD)states that the
speed limit shall be established at the nearest 5mph increment of the 85th percentile speed. Also,
if the 5mph reduction is applied, the Engineering and Traffic Survey shall document in writing
the conditions and justification for the lower speed limit and be approved by a registered Civil or
Traffic Engineer; and
WHEREAS, based on the 85th percentile speed of the roadway, as well as a low collision
rate outline in the E&TS, staff has determined that speed limit on Paseo Del Rey between E. ‘H’
Street and E. ‘J’ Street should be increased from 35 mph to 40 mph ; and
NOW, THEREFORE, BE IT RESOLVED that the Safety Commission of the City of
Chula Vista does hereby recommend that the City Council,establish the proposed 40 mph speed
limit and that Schedule X of the register maintained in the Office of the City Engineer be
amended to reflect the speed limit increase as follows:
Paseo Del Rey, beginning at E. ‘H’ Street and ending at E. ‘J’ Street, proposed
speed limit increase to 40 mph.

CITYWIDE ON THE BASIS THAT THEY QUALIFY AS
RESIDENCE OR BUSINESS DISTRICTS UNDER THE
CALIFORNIA VEHICLE CODE
WHEREAS,Staff completed a review of roadway segments with an existing posted speed
limit of 25 miles per hour (mph) based on Engineering and Traffic Surveys (E&TS) prepared in
accordance with the California Vehicle Code (CVC) that have since expired.
WHEREAS,Section 515 as qualified by Section 240 of the CVC generally defines a
residence district as a road with at least 13 separate dwelling houses on one side within a quarter
mile or at least 16 separate dwelling houses on both sides withi n a quarter mile; and
WHEREAS,Section 235 as qualified by Section 240 of the CVC generally defines a
business district as a road where over a distance of 600 feet, 50 percent or more of the contiguous
fronting property is occupied by buildings used for business on one side, or over a distance of 300
feet, 50 percent or more of the contiguous fronting property is occupied by buildings used for
business on both sides; and
WHEREAS,the following road segments were identified to have existing speed limits of
25 mph and qualify as either a residence district or business district under the aforementioned
definitions in the CVC:
