City of Chula Vista Boards & Commissions Safety Commission UNOFFICIAL MINUTES MINUTES OF A REGULAR MEETING OF THE CHULA VISTA SAFETY COMMISSION Council Chambers February 7, 2018 City Hall – Building A 6:00 p.m. 276 Fourth Avenue CALL TO ORDER Meeting called to order at 6:00 p.m. ROLL CALL Present: Chair Hidinger, Commissioners Cervantes, DeMarco, Jackson (arrived at 6:08 pm) Marroquin, Marshall, and Munoz Absent: None. Staff present: Principal Civil Engineer, Frank Rivera; Principal Traffic Engineer, Eddie Flores; and Recording Secretary, Florence Picardal PLEDGE OF ALLEGIANCE Pledge of Allegiance was led by Chair Hidinger. OPENING STATEMENT Opening statement read by Chair Hidinger. PUBLIC COMMENTS None. 1. APPROVAL OF MINUTES OF JANUARY 3, 2018 Motion made by Commissioner Marroquin and seconded by Commissioner Munoz to approve the minutes of January 3, 2018. MOTION PASSED 6-0-1 (Jackson absent-arrived at 6:08 pm). 2. PRESENTATION ON DOCKLESS BIKE SERVICE FROM MR. ZACK BARTLETT, LIME BIKES SAN DIEGO GENERAL MANAGER Principal Civil Engineer Rivera introduced Zack Bartlett, San Diego General Manager of Lime Bikes. Mr. Bartlett gave a short presentation. Lime Bikes currently has bike sharing services in National City and Imperial Beach. In the new future, an item will be docketed on the City Council agenda to approve a dockless bike-sharing service program in Chula Vista. 3. RESOLUTION OF THE SAFETY COMMISSION OF THE CITY OF CHULA VISTA RECOMMENDING APPROVAL OF THE F STREET PROMENADE STREETSCAPE MASTER PLAN BY CITY COUNCIL Mark Caro, Landscape Architect/Project Manager with the Development Services Dept. introduced Rick Barrett, Director San Diego Operations with MIG (urban design firm). Mr. Barrett gave a short presentation. Staff Recommendation: Safety Commission adopt the resolution. The F Street Streetscape Master Plan proposes distinct recommendations for improvements that will enhance the street as a safer corridor from Third Avenue to Bay Boulevard without sacrificing levels of service and vehicle operations. The many proposed improvements, such as reduced travel lanes, a protected 12-foot wide multi-use path, high-visibility crosswalks and mid-block crossings, bulb-outs, pedestrian lighting, street trees and parkway planting areas, interpretive and wayfinding signage with public art, expansion of the public realm with the development of plazas throughout the corridor and by capitalizing on the unused railroad Safety Commission Minutes February 7, 2018 Page 2 UNOFFICIAL MINUTES bridge over I-5, and the undergrounding of overhead utilities will enhance the neighborhood and provide an attractive and desirable linkage between historic village of downtown Chula Vista and the forthcoming Bayfront development. The Master Plan improves mobility for all modes of transportation in this complete streets plan. Ultimate implementation of the plan will take many years to be constructed over many phases of construction. With the adoption of the Master Plan, the City would be able to apply for and obtain grant funding for the recommended improvements. Public hearing opened. 1. Skii Fleeton, Chula Vista resident representing Bike Walk Chula Vista and SDC Bike Coalition spoke in support of the staff’s recommendation. Public hearing closed. Motion made by Commissioner Marroquin and seconded by Commissioner Cervantes to adopt a resolution recommending approval of the F Street Promenade Streetscape Master Plan by City Council. MOTION PASSED 7-0. 4. PEDESTRIAN AND BIKEWAYS SAFETY PROGRAMS – CIP UPDATE Principal Civil Engineer Rivera gave a brief presentation. 4. POLICE DEPARTMENT TRAFFIC ACCIDENTS There was no representative from the Police Department. . 5. UPDATE ON PUBLIC SAFETY ADVISORY COMMITTEE Commissioner Marroquin stated this month’s meeting was cancelled. OTHER BUSINESS 6. COMMISSIONERS’ COMMENTS Commissioner Jackson asked about the possibility of a right-turn arrow on Olympic Parkway coming out of the shopping center (second request). Commissioner Marroquin congratulated Principal Traffic Engineer Flores on being awarded the grade of Fellow member by the Institute of Transportation Engineers (ITE). Commissioner Cervantes asked for an update on AV vehicles. Commissioner Marroquin asked about the timeline for the connection of Main Street to the Eastlake area. STAFF COMMENTS Principal Traffic Engineer Flores gave an update on autonomous vehicles (AV) and connected (e.g. Tesla) vehicles.
