1. APPROVAL OF MINUTES OF SEPTEMBER 6, 2017
Motion made by Commissioner Marroquin and seconded by Commissioner Cervantes to approve the minutes
of September 6, 2017. MOTION PASSED 4-0-3 (DeMarco, Jackson and Marshall absent).

The Chula Vista Bikeway Master Plan in 2005 proposed a project to provide an opening in the
block wall for bicyclists & pedestrians. The 2011 Bikeway Master Plan reaffirmed the same
project. Cutting through the block wall is feasible and would require connecting the sidewalk on
either side of the wall. The cost to provide the opening is estimated at less than $10,000. We
have been in contact with the adjacent property owners regarding this proposal and have not
heard any opposition. The residents also confirmed seeing pedestrians climbing over the wall on
many occasions.
The opening location will be determined during the design phase of the project and will align
with the existing sidewalks on the north or south side of the street. There is no intent to provide
any opening for vehicles.
Conclusion
Staff is recommending that the Safety Commission adopt a resolution that would support and
recommend the City Engineer pursue a project to allow access through the existing block wall at
the end of Gotham Street/Chateau Court for pedestrians and bicyclists.
FISCAL IMPACT:
Currently there are sufficient funds in the CIP project STM-369 Bicycle Gap Facilities to
complete the access point through the block wall this fiscal year.

RESOLUTION OF THE SAFETY COMMISSION OF THE CITY
OF CHULA VISTA RECOMMENDING THAT CITY ENGINEER
PROCEED WITH BICYCLE AND PEDESTRIAN ACCESS
PROJECT AT THE GOTHAM STREET/CHATEAU COURT
WALL
WHEREAS, when the first phase final maps for the Telegraph Canyon Estates Subdivision
were approved, a public hearing was held to discuss the extension of Gotham Street into Telegraph
Canyon Estates and as a result of the hearing, Council directed that Gotham Street not be connected
to Telegraph Canyon Estates and that the proposed street extension end in a cul-de-sac on site; and
WHEREAS, by adopting Resolution No. 17474 on May 3, 1994, Council approved a name
change of the Gotham Street extension within Telegraph Canyon Estates to Chateau Court; and
WHEREAS, the developer for the Telegraph Canyon Estates constructed a block wall across
the public right-of-way of Chateau Court at the subdivision boundary with Gotham Street; and
WHEREAS, the 2005 Bikeway Master Plan and the 2011 Bikeway Master Plan have each
recommended a bicycle and pedestrian access point at the Gotham Street/Chateau Court wall and
Council has adopted these master plans with Resolutions 2005- 014 & 2011-013, respectively; and
WHEREAS, the public is either climbing over the block wall creating a public liability issue
and/or trespassing on the Eastlake I Homeowner Association lot located nearby in order to reduce the
out of direction travel; and
WHEREAS, the recommended Bikeway Master Plan project is the most feasible, most direct
and cost effective project to provide bicycle and pedestrian access to the general public.
NOW, THEREFORE, BE IT RESOLVED that the Safety Commission of the City of Chula
Vista does hereby accept the staff report and recommend that the City Engineer proceed with Bicycle
and Pedestrian Access Project at the Gotham Street/Chateau Court wall.

1. Castle Park Middle School allows the Hawking’s Charter Elementary School to utilize
buildings on the school site off of Second Avenue. This is a commuter elementary school
where most students are driven to/from. Even with the staggered start and dismissal
times at both schools, traffic congestion still significantly impacts Quintard Street and
causes traffic circulation
2. When Castle Park Middle is dismissed in the afternoon, traffic has been observed to
back-up to First Avenue and sometimes Tobias Drive.
3. It has been witnessed by city staff and the SRO that motorists will cross over the double
yellow and drive in the opposite direction of traffic to bypass the traffic congestion.
4. The existing diagonal parking does not allow for the installation of a passenger
loading/unloading zone; therefore vehicles often double-park to let the student in or out
of the vehicle.
Therefore, in order to enhance safety, improve the traffic circulation and parking demand around
Castle Park Middle School, staff recommends the removal of the diagonal parking and adding
restricted parallel loading/unloading parking zone (7 am to 4pm, school days) along the north
curb line of Quintard Street, between First Avenue and Second Avenue. Staff also recommends
removing the parking restrictions (passenger loading/unloading parking zone) on the west side of
First Avenue along the east side of Castle Park Middle School (see Attachment 3). Note that in
late October 2017, City staff met with school officials to discuss their traffic concerns and the
proposed recommendations.
CONCLUSION:
Staff recommends that the Safety Commission accept staff’s report and recommend the City
Council to adopt a resolution to remove the diagonal parking along the north curb line of the 100
block of Quintard Street, between First Avenue and Second Avenue, and Schedule VIII of the
Register Maintained in the Office of the City Engineer be Amended; and add restricted
loading/unloading parking zone (7 am to 4 pm, school days) and that Schedule VI of the Register
Maintained in the Office of the City Engineer be Amended.
FISCAL IMPACT:
The restriping and new signs will be funded by an existing Capital Improvement Project, TF-
332, Signing and Striping Program.

WHEREAS, on November 12, 1992, the Safety Commission and on December 15, 1992,
the City Council by Resolution No. 16919 approved the existing diagonal parking on the 100
block of Quintard Street t; and
WHEREAS, the initial request in 1992 for the diagonal parking was from the Principal of
Castle Park Middle School, Mr. Earl Wiens; and
WHEREAS, however, over the last several years, congestion on Quintard Street during
the morning drop-off and especially in the afternoon pick-up periods had made it increasingly
difficult for motorists; and
WHEREAS, the current Principal, Gina Mallari and the Chula Vista Police Department
(CVPD) School Resource Officer (SRO), David Martinez, have requested Traffic Engineering to
review the traffic circulation and remove the diagonal parking to accommodate a loading zone
along the north curb line of Quintard Street; and
WHEREAS, staff met with the school officials to discuss the situation and the proposed
recommendations; and
WHEREAS, therefore, in order to improve the traffic circulations and parking demand
around Castle Park Middle School, staff recommends the removal of the diagonal parking along
the north curb line of Quintard Street, between First Avenue and Second Avenue; and
WHEREAS, staff also recommends removing the parking restrictions (loading zone) on
the west side of First Avenue along the east side of Castle Park Middle School.
NOW, THEREFORE, BE IT RESOLVED that the Safety Commission of the City of
Chula Vista does hereby recommending that the Chula Vista City Council remove the diagonal
parking on Quintard Street between First Avenue and Second Avenue in front of Castle Park
Middle School, and that Schedule VIII of the Register Maintained in the Office of the City
Engineer be Amended; and add restricted loading/unloading parking zone (7 am to 4 pm, school
days) and that Schedule VI of the Register Maintained in the Office of the City Engineer be
Amended.
