Pursuant to the Governor of the State of California's Executive Order N-29-20, and in the interest
ofpublic health and safety during the COVID-1 9pandemic, members of the Housing Advisory
Commission and staffparticipated in this meeting via teleconference. All votes were taken by roll
call.
CALL TO ORDER
A Special Meeting of the Housing Advisory Commission of the City of Chula Vista was called to
order at 6:07 p.m. via teleconference.
ROLL CALL: Commissioners Bustamante,Cabral, Hoyos,Merino, Paddock and Chair Quero
PRESENT: Commissioner Bustamante, Cabral, Hoyos, Lisama,Merino and Chair Quero
ABSENT: Commissioner Paddock
ALSO PRESENT: Housing Manager Hines, Senior Management Analyst Davis, Senior
Management Analyst Dorado, Management Analyst Gonzalez and Secretary Rodriguez
PRESENTATIONS
1. INTRODUCTION OF NEW COMMISSION MEMBERS
Housing Manager Hines introduced two new commission members. Commissioner
Hoyos and Commissioner Paddock who will represent the senior population.

ACTION: Commissioner Merino moved to approve the minutes of October 28, 2020.
Commissioner Bustamante seconded the motion carried by the following roll call
vote:

No: 0
Abstain: 1- Commissioner Lisama
3. ELECTION OF CHAIR AND VICE CHAIR FOR FISCAL YEAR 2020/2021
This action item was removed from the agenda at the request of the commission
4. 2021-2029 HOUSING ELEMENT UPDATE
Housing Manger Hines shared with the commission that the Housing Element has been
out for a thirty-day public review and continue to accept public comments. Formally
received comments from the San Diego Housing Federation and have addressed any
concerns. Council will see the document most likely until late summer pending full HCD
review. No vote was taken only discussion regarding this item.

5. PERMANENT LOCAL HOUSING ASSISTANCE (PLHA) PLAN AMENDMENT
Management Analyst Gonzalez shared that Chula Vista was awarded $1 million per year
for a 5-year plan if activities and at this time an amendment is not necessary. Three
priorities were established for this funding; acquire and rehabilitate property for
permanent supportive housing, loan program for accessory dwelling units (ADU) and
operational costs of the bridge shelter. No vote by the commission was taken as this plan
will not be amended.

Management Analyst Gonzalez presented on requesting authorization for the city to
become a member of CaICHA. CaICHA would bring forward potential projects to the
city for approval. Also, CaICHA purchases property and makes it affordable to middle-
income residents. There would be no financial obligation for the city.

ACTION: Commissioner Merino moved to recommend City Council approval of membership to
CaICHA. Commissioner Bustamante seconded the motion carried by the following
roll call vote:

No: 0
Abstain: 0
7. MILLENIA 2 AFFORDABLE HOUSING
Senior Management Analyst Dorado provided a summary of the project. The city
received an application from Chelsea Investment Co. to develop a 200-unit affordable
housing project in Millenia. They are requesting a bond issuance with a maximum of 60
million dollars in tax exempt private activity bonds to the finance the construction
maintenance and operation of this project. The rents would range from $649 - $2,002
making this the first project with mixed income.

ACTION: Commissioner Cabral moved to recommend City Council approval. Commissioner
Merino seconded the motion carried by the following roll call vote:

Abstain: 1- Commissioner Hoyos
8. OTAY RANCH VILLAGE 2; CORNERSTONE COMMUNITIES AFFORDABLE
HOUSING
Senior Management Analyst Dorado presented on the affordable housing development
Otay Ranch Village 2 by Cornerstone Communities. This project has an obligation to
provide twenty-four affordable rental units within the Otay Ranch community or meet
one of the other compliance methods as states in the balanced community's policy. The
developer is proposing to pay the in-lieu fee for fifteen of the units and those funds will

get deposited into the city's housing trust account for other affordable housing
opportunities for other developers to build those fifteen units. For the remaining nine
units, the developer is proposing to build accessory dwelling units within the project.

ACTION: Commissioner Hoyos moved to request the developer pay as an alternative
satisfaction of the balanced communities policy in-lieu fee, with that fee to be
deposited into the inclusionary in-lieu fee trust fund account to be used for the
development of other affordable housing. Commissioner Merino seconded the motion
carried by the following roll call vote:
Yes: 6- Commissioner Bustamante, Cabral, Hoyos, Lisama, Merino and Chair Quero
No: 0

9. FIRST-TIME HOMEBUYER
Senior Management Analyst Dorado provided and overview of the first-time homebuyer
program that has been active since 2007. Recently the city has received a lot of loan
payoffs from this program,these funds have then been going back to the trust account
allowing an allocation of one million dollars to the first-time homebuyer program.

ACTION: Commissioner Merino moved to allocate funds and re-start the first-time homebuyer

Senior Management Analyst Davis shared an update on the homeless outreach efforts and
the homeless shelter.
Senior Management Analyst Dorado shared an update on the rental assistance program to
assist residents affected by a COVID-19 hardship.
11. CHAIR COMMENTS
Chair Quero thanked staff for putting the commission meeting together and all their hard
work.
12. COMMISSIONERS' COMMENTS
Commissioner Bustamantc welcomed and thanked the new commission members.
ADJURMENT
At 9:10 p.m. Chair Quero adjourned the meeting to the next regular meeting on April 28,
2021 via teleconference.
