HIGHLAND AVENUE AKIN~EXATICN
Administrative Analyst Ross reported that due fo a conflict in
boundaries o~ fha proposed Highland Avenue Annexation with that of
National Cifyts Sweefwater Annexation if would be necessary fo delete a
porflon of the annexation lying within ~B" Street, said portion being
less than 5~ of thc area proposed fo be annexed.
Attorney Edward Sfrop~ representing opponents of the annexatlon~
submitted a letter of objection from Allen Olson, owner of property ouf-
side but adjoining the proposed annexation. Attorney Strop restated pro-
tests he gave af fha public hearing.

It was moved by C. Smith~ seconded by C. McAIIIsfer and carried~
fhaf Ordinance No. 671 be placed on ifs first reading and that reading

Menzel and carried, that Ordinance No. 669 be placed on Ifs second read-

hood No. $ Subdlvlsion be accepted upon thc execution by fha owner of a
contract with thc CIty of Chula Vista for thc ins, fallafion of improve-
ments and thc posting of a bond guaranteeing the performance fhcr¢o~
which contract and bond shall be first approved by the City Attorney

~/TRAFFIC COUNT AT FIRST AVENUE AND "Fn STREET
City Engineer Floyd stated he had reported his findings of a
traffic count af Isf Avenue and "F" Street fo the Safety Councll and
it was their determination fhaf the count did not w.rranf a four-way
stop at the intersection, The Clfy Engineer was directed to look into
the feasibility of erecflng flashing signals af this and other inter-
sections in the Clfvo The Engineer stated Flashing signals could be
installed for approximately $300.00 eacho

Administrative Offlcer Ful.iler stated he had received a
favorable report from Police Chief Qulnn on the application of Mr.
Mort C. Goodsell, Jro~ fo operate a card room at 259~ Broadway.

DeGraaf and carrled~ th~f the application of Mr. Moft~ Jr. be approved
and fha license granted.

Councilman Smith asked if there was any way in which property
owners in thc proposed Cresta Way Annexation could be exempt From re-
quirements of fha Swimming pool Fence Ordinance. Attorney Kugler stated
that Inasmuch as the ordinance was not Vet effective and thc area not
vet annexed~ thc Council could do nothing af fhls fim¢o However, under
section 6 of fha Ordinance property owners could pcflfion fha Council
For modification of fha terms of fha Ordinance when fha annexation Is
Final.

Adminlsfrative OFFicer Fulwller reported the City had an oppor-
tunity to purchase a FruehauF trailer in excellent condition For $3800.
and asked that fha Council waive provisions For calling for bids on sald
equipment. If was moved by Councilman Smlfh~ seconded by Councilman
McAIlisfer and carried, fhaf If having been established that if would be
lmoractical For fha City fo call For bids on fha budgeted FruchauF
trailer, fha Admlnlsfraflve OFFicer be directed fo purchase thc trailer

In Vista Square Housing were creating a policing problem and asked per-
mlsslon to call For bids on units as they are vacated.
Clfy Attorney Kugler stated that fha law requires fhaf the
Vista Square units be disposed of For demoliflon and not for housing.

Administrative OFficer Fulwiler I. giving a report of the Sewer
Committee stated the Committee was unanimous In ifs decision fo recommend
fo fha Council fhaf fha City participate in the San Diego Metropolitan
Se~er Plan. Also discussed by fha Cammlffee was fha request of property
owners in fha Olay area For City participaflon in a sewer main fo be con-
sfrucfed in thc viclnlfy of Main Sfrcefo The report covered a study made
of requests by developers of thc upper Sw¢¢fwafcr Valley fo the County
for individual treatment plants fo serve fha valley area.

development.

A letter was read From Rafncr Manufacturing Cqcf~a~y requesting
fhaf fha City fake steps fo vacate fhaf portion of Woodlawn Avenue lying
between 'L" Street and Arizona Street. A letter was read From the Plan-
ning Commission recommending fhaf thc street be vacated as requested.

and carried~ that fha City Attorney be directed fo draft fha necessary
resolution of lnfenflon fo vacate a portion of Woodlawn as requested.

A letter was read From Mr. H. B. Starker requesting fhaf the
CIty fake steps fo vacate a small rectangular piece o¢ fha cuJ de sac at
the easterly end of Monteb¢llo Street in order that the cul de sac can
be Finished off as a circle instead of a square. If was moved by
Councilman McAIIlsfer, seconded by Councilman Smith and carried, fhaf
the City Attorney be dlr¢cfed fo draft the necessary resolution of in-
tention fo vacate a porflon of Monfebello Street as requested.

COUNTRY CLUB DELVE
City Engineer Floyd reported the Six following bids were re-
ceived on the proposed improvement of "L" Street between Third Avenue
and Country Club Drive:

Mr. Floyd recommended that fha Iow bid of B.C. Young be accepted.

McAIlisfer and c~rrlFd~ fh~f the law bid o~ B. C. Young in fha amount
of $62,135.23 be accepted.
REQUEST FOR IMPROVEMENT OF PARKWAY
John Murphy, 569 Parkway~ asked the Council what could be done
to get Parkway Improved {or the ~ull width in the 500 block. City
Engineer Floyd suggested fhaf he get a petition From others in the
area interested In having the street Improved.
ELiMINATI(~ OF JUSTICE COURTS
Mayor McMains stated some alarm had been shown over the posslbl-
lily o£ eliminating fha justice courts and fhaf the Police Chief of
National City h~d made a request fhaf some action, by the Councll~ In
opposition fo elimination aF the courts mlghf help areas affected retain
fh¢lr Courts. Councilman Smith was of the opinion a request of fhaf
nature should orlginaf¢ From fha Naflonal City Council before action Is
taken.
