HomeMy WebLinkAboutcc min 1960/01/05 MINUTES OF AN ADJOURNED REGULAR MEETING OF The City Council of the City of Chula Vista, California Held Tuesday January 5, 1960 The Council met in the Council Chambers at City Hall on the above date at 7:00 P.M. with the following Councilmen present: Councilmen McAllister, McMains, Smith, DeGraaf, Menzel Absent: None Also present: City Engineer Floyd, City Attorney Kugler, City Planner Fretz, City Administrator Fulwiler, Administrative Analyst Ross Mayor McMains led the pledge of allegiance to the Flag and asked for a moment of prayer. Mr.,Charles Kopeland, new Director of Chula Vista Downtown Association, t / introduced by Mr. Gene Gosch, and officially greeted by Mayor McMains. L/PUBLIC HEARING - Proposed Rezoning of Northeast Corner of Fifth Avenue and Davidson Street, R-1 to This being the time and place, as advertised, for a hearing on the proposed rezoning of the northeast corner of Fifth Avenue and Davidson Street from R~I to R-2, Mayor McMains declared the hearing open. Letter of recommendation was read from the Planning Commission. Mrs. Dolores White, realtor, stated there should be a buffer zone between and R-1. Mr. Gus Christy, owner of the property involved, said that the property was R-1 when first purchased but the area is changing and other property owners wish to go into duplexes. No others wishing to be heard, either for or against the proposed rezoning, the Mayor declared the hearing closed. _~ - amending Zoning Ordinance - Rezoning Corner of Fifth Avenue and Davidson Street First heading It was moved by Councilman Smith, seconded by Councilman McA±lister and carried, that this Ordinance be placed on its first reading and that reading of the text be waived. The motion carried by the following vote, to-wit: AYES: Councilmen De ~raa~, Menzel, Smith, McAllister, McMains Noes: None Lnt: = None IC H~ARING - Appeal of Hale Co. on Decision of Planning Commiss~vn (directional signs} This being the time and place, as advertised, ?or a nearing on the appeai of Hale Company to the decision of the Planning Commission on directionaa signs, Mayor McMains deciared the hearing open. Attorney Boyer, Mr. Herman Hale and Mr. Leo Zanier requested the Council to consider tn= action of the Planning Commis.%ion and allow them to proceed in placing signs. No others wishing to be heard on the appeal, the Mayor declared the hearing closed. It was moved by Councilman DeGraaf, seconded by Councilman Menzel ~nd carried, that the findings of the Planning Commission be upheld. City Administrator Fulwiler and City Engineer Floyd were requested to confer on the possibile installation of oversized street szgps. ~ZC H~A~ING - Vacation of Portion of ~oodlawn Avenue This being the time and place, as advertised, for a public hearing on the vacation of a portion of Woodlawn Avenue, south of "L" Street, Mayor Mc~ains declared the hearing open. No one wishing to be heard, either for or against this action, and the Clerk having received no written protests, the Mayor declared the hearing closed. RESOLUTION No. 23~- Ordering the Vacation of a Portion of Woodlawn Avenue Offered by Councilman Menzel, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen Menzel, DeGraaf, McAllister,.Smith, McMains Noes: None Absent: None P~IC HEARING - Vacation of a Portion of Montebello Street This being the time and place, as advertised, for a public hearing on the vacation of a portion of Montebello Street, Mayor McMains declared the hearing open. No one wishing to be heard either for or against the action, the Mayor declared the hearing closed. ORDINANCE No. 681 - Adopting Uniform Building Code Second Reading It was moved by Councilman DeGraaf, seconded by Councilman ~cAllister and carried, that Ordinance No. 681 be placed on its second reading; that reading of the text be waived and the Ordinance adopted. The motion carried by the following vote, to-wit: AYES: Councilmen DeGraaf, McAllister, Smith, McMains, Menzel Noes: None Absent: None ORDINANCE -6~3Amending Zoning Ordinance (Pylant No. 1 ~ 2 Annexation) First reading It was moved by Councilman Smith, seconded by Councilman Menzel and carried, that this Ordinance be placed on its first reading and that reading of the text be waived. The motion carried by the following vote, to-wit: AYES: Councilmen DeGraaf, McAllister, McMains, ~enzel, Smith Noes: None Absent: None ORDINANCE No. 680 - Approving Broadway Annexation No. 1 Second Reading It was moved by Councilman DeGraaf, seconded by Councilman Menzel and carried, that Ordinance 680 be placed on its second reading; that reading of the text be waived and the Ordinance adopted. '~ORT FRO~ PLANNING COMMISSION - Conditional Use Permit, ~5~ "F" Street Report was read from the Planning Commission recommending approval of application for a conditional use permit to allow construction of a pro- fessional office building at ~5~ "F" Street. The motion carried by the following vote, to-wit: AYES: Councilmen Menzel, Smith, DeGraaf, McMains, McAllister Noes: None Absent: None ~/~WARDING BID ON POLICE INTERCEPTORS City Administrator Fulwiler presented the bids on two police interceptors. It was moved by Councilman DeGraaf, seconded by Councilman Menzel and carried, that the low bid of $~,260.25 for two Plymouths, from McCune Motors, be accepted. City Administrator Fulwiler recommended that repayment of $100 be made to Perry Plumbing Co., out of the Sewer Income Fund, because the address of V8 "G" Street was part of the sewer repayment contract which called for $2.50 per front foot payment. It was moved by Councilman McAllister, seconded by Councilman DeG~efand carried, that repayment of $100 be made to Perry Plumbin9 Company  COMMENDATION ON BtD~ FOR SELLING OF CITY LAND AT KIMBALL TERRACE AND THIRD AVENUE City Administrator Pulwiler presented a method for the selling of property at Kimball Terrace and Third Avenue as a result of a request to purchase said property. It was moved by Council Smith, seconded by Councilman DeGraaf and carried, that no action be taken. AWARDING BID ON GAS TAX PROJECT No. 32 (Traffic Signals at Third and "L" St. City Engineer Floyd stated four bids had been received as follows: Ets, Hokin and Galvan, $4,191; Federal Electric, $4,413; Sherwin Electric, $4,484; Standard Electric, $4,330. It was moved by Councilman Smith, Seconded by Councilman Menzel and carried, that the low bid offered by Ets, Hokin and Galvan be accepted. /QUEST FOR ZERO SETBACK by Mr. W. Richardson Letter was read from Mr. Willis Richardson, requesting zero setback on h~s land in Block Q of Harborside #2, which is land north and south o~ Palomar Inn Motel. It was moved by Councilman Smith, seconded by Council- man Menzel and carried, that this request be referred to the Planning Com- mission for study. QU~ST FOR ASSISTANCE~- Chula Vista National Little League Request was made by Mr. E. Ohlendorf, of the Little League, for city assistance in levelling a piece of land the League has leased. The City Attorney was of the opinion that a question of legality of expenditure would arise since this is a private group, planning to operate on non-city land. After discussion City Administrator Fulwiler and City Engineer Floyd were requested to look further into the matter and make a report to the Council .the next meeting. i~"ACCEPT;~NCE OF DEED TO REAL FROPERTY of James D. Peters ~or certain real property ~or "L" Street right-of-way purposes be accepteo. /ne motion carried by the ~ollowing vote, to-wit: AYES Councilmen Smith, DeGraaf, Menzel, McAllister, McMains Noes: None Absent: None /~aST FOR PAYMENT FOR STREHT PAVING - Fourth and "F" Street City Administrator Fulwiler requesteu that the sum of $374.b4 be taken {rom Unappropriated Surplus Fund tv cover the cost of additional sidewalk for city property at Fourth and "F". It was moved by Councilman Menzel, seconded by Councilman Smith and carried, that the $374.5~ be paid. ~F~ENSION COURSES FOR ENGINEERS City Administrator Fulwiler stated that U.C. extension courses are available for Spring sessions, and suggested that some employees in the Engineering Dept. might desire to enroll in a review.course in hydraulics. Tuition would be $35 each. It was moved by Councilman Smith, seconded by Councilman Menzel and carried, thatthis amount be allowed only upon com- pletion of the course. PROmOtED INDUSTRIAL PARK - Industrial Blvd. South of "L" Street Mr. Robert Carlin presented architect's drawings for his proposed development at Industrial Avenue and "L" Street. In order to put in improve- ments there must be changes made in the present Industrial Avenue that call for participation by both Mr. Carlin and the City. It was moved by Council- man Smith, seconded by Councilman Menzel and carried, that the Engineering Department bring in d~finite figures on cost of this project. City Engineer Floyd suggested that the entire job be put out for bid and then ~r. Carlin could put up his share of the money. LICOPTER SERVICE Mayor McMains stated that he had letters from two companies who are planning helicopter service to cities in the county, and that a committee will be appointed within the next week to consider the prospect of service in Chula Vista. !..~TJ~CK$/ ON FIRST AVENUE The need for a truck route for heavy trucks entering the city from Bonita Road is being studied by the City Engineer and City Administrator.
