OF THE CITY COUNCIL OF THE CITY OF
Chula Vista, California
Held Tuesday February 2~ 1960
The Council met in the Council Chambers at City Hall on the above date
at 7:00 PoM. with the following Councilmen present:
Councilmen McAllister~ Smith, McMains~ DeGraaf~ Menzel
Abent: None
Also present: City Engineer Floyd~ City Attorney Kugler, City
Administrator Fulwiler, City Planner Fretz~
Police Chief Quinn
Mayor McMains led the pledge of allegiance to the Flag, and asked for a
mom~ent of prayer.
~PUBLIC HEARING Interim zoning-Broadway Annexation No. 1
This being the time and place, as adverttsed~ for a public hearing to
consider interim R-3 and C-2 zoning for the Broadway Annexation No. 1~ Mayor
McMains declared the hearing open. The Clerk having received no written
protests and no one in the audience wishing to be heard, either for or
against the proposed zoning~ the Mayor declared the hearing closed.
ORDINANCE No. 699-Amending zoning ordinance-Interim zoning-Broadway
Annexation No. 1
It was moved by Councilman Smith~ seconded by Councilman DeGraaf, and
carried~ that Ordinance No. 699 be introduced; that reading of the text
-be waived and the ordinance adopted as an emergency ordinance. The motion
carried by the following vote~ to-wit:
AYES: Councilmen Smith,McMains,DeGraaf,Menzel,McAllister

HEARING -Off-street parking Ordinance
This being the time and place~ as advertised, for a public hearing to
on the proposed off-street parking ordtnance~ Mayor McMains declared the
hearing open. Mr. Elmer SOrensen stated the Third Avenue merchants endorsed
the ordinance one hundred percent. The Clerk having received no written
protests and no others in the audience wishing to be heard~ keither for or
against the proposed off-street ordinance~ the Mayor declared the hearing
closed.
ORDINANCE No. 700-Approving off-street parking- First reading
It was moved by Councilman Smith~ seconded by Councilman McAllister
and carried~ that Ordinance NOo 700 be placed on its first reading; that
reading of the text be waived and that City Planner Fretz be commended for

ORDINANCE No. 694-Approving Pylant Annexation No. 4-Second reading
It was moved by Councilman Menzel, seconded by Councilman DeGraaf, and
carried~ that Ordinance Noo 694 be placed on its second reading; that
reading of the text be waived and the oedinance adopted° The motion

ORDINANCE No. 69~Approving Borgerding Annexation-Second reading
It was moved by Councilman Menzel, seconded by Councilman DeGraaf, and
carried~ that Ordinance No. 695 be placed on its second reading; that rea~

ORDINANCE No. 696- Regulating work in City rights-of-way-Second reading
It was moved by Councilman McAllister, seconced by Councilman Smith
and carried, that Ordinance No. 696 be placed on its second reading; that
reading of the text be waived and the ordinance adopted. The motion

ORDINANCE No. 697-Electrical permits, fees, inspection- Second reading
It was moved by Councilman Menzel, seconded by Councilman DeGraaf
and carried, that Ordinance No. 697 be placed on its second reading;
that reading of the text be waived and the ordinance adopted, the motion

ORDINANCE No. 698-Establishing building line on portion of "K" Street-
Second reading
It was moved by Councilman Smith, seconded by Councilman McAllister
and carried, that Ordinance No. 698 be placed on its second reading; that
reading of the text be waived and the brdinance adopted. The motion
carried by the following vote, to-wit:

~.~.~UEST FOR VACATION OF PORTION OF TELEGRAPH CANYON ROAD
A letter and plat were submitted by Hobinhood Homes, Inc. requesting
the vacation of a portion of Telegraph Canyon Road.
Councilman Smith was not in favor of the vacation until the
development of the Belt-line interchange. The matter was referred to the
Planning Commission for study.
RESOLUTION No. 2389-Setting date for public hearing-Cresta Way Annexation
Offered by Councilman DeGraaf, passed, adopted, and approved by the
following vote, to-wit:
AYES: Councilmen DeGraaf,Menzel,McAllister,Smith,McMains
Noes: None
Absent: None
HEPOET ON BROADWAY-~ALE DEVELOPMENT
City Administrator Fulwiler reported Broadway-Hale now have
architects working on plans and lay-out for development of Vista Square
and all requirements of the agreement seem to be going according to
schedule. Mr. Fulwiler stated that in accordance with the agreement with
the Navy, May 15, 1960 could be set as the date for vacating the remaining
buildings in Vista Square.
HOPRIATION OF FUNDS FOR DEMOLITION OF OLD LIBRARY
It was moved by Councilman McAllister, seconded by Councilman Smith
and carried, that $1,993. be appropriated from the unappropriated surplus
of the General Fund, and transferred to the Park Department budget for
Capital Outlay. The motion carried by the following vote, to-wit:

~/~EPORT ON DEVELOPMENT OF PROPERTY AT END OF PALOMAR DRIVE
City Planner Fretz reported that Mr. Irvin Rose had been directed
by the Planning Commission to make an application for a zone variance to
develop his property at the East end of Palomar Drive between Third Ave.
and Fourth Ave. The variance would be for a reduction in lot frontage
from the required fifty feet to twenty-eight feet.

~ESENTATION OF PROPOSED TRUCK ROUTE
City Administrator Fulwller, in outlining a proposed new truck route,
recommended the deletion from the present route of Third Ave. Extension
from Fourth Ave. to E. Street; J. Street from Broadway to First Ave° and
Third Avenue from J. Street to L. Street. Proposed additions were H. St.
from the Montgomery Freeway to First Ave; L. St. from the Freeway as far
East as it will go; First Ave. from Bonita Road to L. Street, and J. St.
from First Ave. to Hilltop Drive, and down Hilltop Drive to Telegraph
Canyon Road.
It was moved by Councilman Smith, seconded by Councilman DeGraaf,
and carried, that the Council study the proposal before taking action.
J. E. Hames and Mr. Matthews, growers in the Sweetwater Valley
areas urged that the Council consider changing the truck route or possibly
changing the weight limit, in order to alleviate the present hardship of
having to go to Broadway in order to get to the Southeast part of the City.
The growers were told She matter would be on the Safety Council agenda
for their meeting of February 18th.
City Engineer Floyd was instructed to get, for the next Council
meeting, information from the State Highway Division on State requirements
for weight limits.
(~ERSOFAPPRECIATION
A letter was read from the Clearview P.ToA commending the Council
for their action in retaining Eucalyptus Park.
A letter was read from Edward Lane expressing appreciation to
the City for accepting the Pylant Annexation No. 4 into the City of
Chula Vista.

It was moved by Councilman McAllister, seconded by Councilman Menzel
and carried, that the meeting adjourn sine die.
